HomeMy WebLinkAbout2019.10.21 LTAC MinutesCiryO( y 1� Pasco LODGING TAX ADVISORY COMMITTEE OCTOBER 21, 2019 MINUTES CALL TO ORDER: The meeting was called to order at 4:31 p.m., by Matt Watkins, in Conference Room #9 at Pasco City Hall. ROLL CALL: Board Members Present: Matt Watkins (City Council); Colin Hastings (Chamber of Commerce); Hector Cruz (Visit Tri -Cities); and Monica Hammerberg (Hampton Inn). Excused: Taran Patel (A-1 Hospitability) Guests: Angela Pashon, Policy Analyst; Craig Maloney, Mayor Pro -Tem BUSINESS: Matt Watkins presented the August 21, 2018 minutes of the Lodging Tax Advisory Committee. Motion was made by Monica Hammerberq, seconded by Hector Cruz, to approve the August 21, 2018 minutes as submitted. Motion carried unanimously. Angela Pashon reviewed the following: 2016-2019 lodging tax summary; 2014-2019 lodging tax reporting (JLARC); and 2020 tax allocation requests. It was noted bond issuance for baseball stadium improvements will occur in late 2019 and fund balance has been used to begin work on facility. Upon issuance of bond, fund balance will be restored. 2020 requests slightly exceed estimated revenue. The committee discussed the need to maintain consistency in allocations within expected revenue and anticipating larger disparities in future years. A motion was made by Colin Hastings, seconded by Monica Hammerberq, to recommend 2020 allocation estimates as outlined below. Motion carried unanimously. Organization Amount Contingency TRAC/HAPO Center $260,000 NA Baseball Stadium Improvements $160,000 NA Tri -Cities Visitor & Convention $152,200 NA Bureau Fund Administration & Expenses $3,900 NA Pasco Chamber of Commerce $20,000 NA Arc of Tri -Cities $5,000 NA Franklin County Historic Society $20,000 Demonstrate correlation to overnight accommodations in Downtown Pasco Development Authority Pasco and is highly encouraged to work with hotel industry representatives to provide reporting data $8,000 Demonstrate correlation to overnight accommodations in Pasco, provide reporting data, and provide marketing materials before funds are disbursed Motion was made by Monica Hammerberg and seconded by Matt Watkins to recommend 2020 allocation request by Water Follies as outlined below. Colin Hastings and Hector Cruz disclosed they serve in a volunteer capacity for the Water Follies Board — neither receives financial support — and intend to participate in vote. Motion carried unanimously. Organization Water Follies Amount Contingency $10,000 NA Angela indicated the committee's recommendation for 2020 will be presented to the City Council at their October 28 meeting.
