I. Call to order Time: 5:36 pm
II. Approval of Previous Meeting Minutes:

III. Vote for New Board Chairs
a. Bradyn Leyde nominated Jason Ruud, Jason Accepted
b. Nolvia Salinas volunteered her name for Vice Chair, Edgar seconded
c. Unanimous Approval of Jason and Nolvia as Chair and Vice-Chair (Pending City
Council’s approval of Nolvia’s renewal of term)
IV. Staff Reports:
a. Recreation
Events:
• Held the Mom's & Son's Night Out on February 7 - (73 registered - up 10 over
last year)
Programs:
• Youth Basketball Games started on 1/18 and ended last night on 3/4 (just
under 500 participants)
• Adult Basketball - is in post season tournament
• Toddler Short Sports Programs have been nearly full and full with 17 and 18
registered
• New Toddler Gymnastics and Movement - going well with 10
• Mini Hoopsters Basketball - 26 & 29 registered vs 17 & 10 in 2019
• Enhance Fitness - Avg Attendance is up from 14 last year to 20 this year
• Footcare numbers are way up for February from 42 in 2019 to over 90 for 2020
due to better weather and no cancelled service days.
Other:
• Taking Registrations for Softball
• Preparing for Summer Programs
• Tournament Season at the PSC has started with first tournament on 2/29.
b. Parks & Facilities
V. Other:
a. Tree Board Discussion - Program –
• Talked about possibility of a program that would have the city plant small
whips in the nursery, grow them for 2 years to then use to replace trees when
old ones are removed. This would focus on trees in the right-of-way.
• Board agreed that Dan should look at what other cities have done and bring
that information back to the board.
b. Review of Highland Park Building –
• Wave Design has given the City the construction drawings to review and
give feedback.
• Showed Park Board some of the drawings to help them get a feel for the
building design.
• Feedback from board was positive.
c. Board Vacancy update
• Reported that Nolvia and Tom have submitted their applications for renewal
of another term. Their applications should be getting reviewed and a decision
made sometime over the next month or 2.
• Reported that additional interviews to fill the vacant spot on board will also
take place over the next month or 2.
d. Chapel Hill Park Update and Timeline
• Reported that RFQ for A&E services is out with responses due back on
March 24.
• Selection should take place by early April with design services taking place
over the next 5 or 6 months and an estimated construction start of October
2020 at the earliest.
e. A Street Sports Complex Update
• Cultural Resource onsite survey is complete with no culturally sensitive
finding. The consultant is currently working on the final report.
• A&E contractor is currently gathering site information needed to move
forward with design and then construction drawings.
• Schedule is to have construction drawings and bid documents in hand by the
end of May.
f. Upcoming Events & Volunteer Opportunities
• Egg Hunt will be held on April 11 at the Pasco Sporting Complex
o Kate and Nolvia said they would be able to volunteer
• Barn Burner: This is new event done in partnership with the HAPO Center
that will feature the Barn Burner BBQ Cook-off, a car show, Tons of Trucks
display, Red Cross Blood Drive, Food Trucks, and a morning fun run.
o The City is in charge of the Tons of Trucks and the Fun Run
o Volunteer help is needed on the day of the event for course set-up,
course monitoring, runner check-in and clean-up.
a. Jason, Nolvia and Kate said they would be willing to help.
o Requested that some board members be part of a Fun Run Planning
Committee.
a. Kate & Nolvia volunteered.
VI. City Council Representative Updates – (David Milne)
a. City Council Community Forums were held to get feedback from the community to
help the Council shape their goals for the next 2 years.
• Some of the feedback received regarding Parks and Recreation were:
o There is a need for more youth sports programs
o People would like to see the Restroom at Chiawana Park get fixed.
VII. Park Board Member Round Table
• Tom – Asked about a sound barrier around the pumping station at Capital Park
o Dan will check with Public Works
• Jason – Asked about the park intern program
o Will have it again this summer. Currently have one student volunteering.
• Edgar – Asked about Peanuts Park Construction
o Dave Milne reported that the plan is to wait until after 5 de Mayo event to start
construction.
