WHEREAS, the City and PACE Engineers entered into a Professional Services
Agreement on 9/7/2017 to provide engineering services with respect to the Process Water
Treatment Facility Plan project.
NOW, THEREFORE, this agreement is amended to allow PACE Engineers to provide
additional engineering services as described on Exhibit A.
1. Scope of Work:
For Full Scope of Work please see Exhibit A.
In summary this amendment is to provide:
- Respond to 2nd iteration of Ecology Review of Facility Plan
- Additional Construction Engineering Services Not Anticipated
- Additional Services for Attending Coordination Meetings
- Additional Design Engineering and Revising IPS Construction Drawings
2. Fee:
The compensation for the work is based on a Time and Materials Basis not to exceed
the amount of $66,149.51 for a total contract amount of $1,239,702.36. See Exhibit B
for the breakdown of hours.
3. Time of performance:
No Change. The services within this amendment shall be complete for the project on or
before 7/30/2020.

BACKGROUND:
The City of Pasco authorized PACE to proceed with a professional services agreement, on
September 7, 2017, to prepare a Capital Facilities Plan and Engineering Report. This work also
included preparing bid documents for the Irrigation Pump Station. During the execution of the scope
of services additional tasks and costs were encountered that exceeded our original level of effort
estimates, please see below.
• Initially, supplement #1 was approved extending the completion date of our agreement to
July 31, 2019. This was a no cost supplement.
• Supplement #2 was authorized to evaluate an alternate underground piping alignment to
supply effluent from the 115 MG pond to the Irrigation Pump Station. This supplement was in
the amount of $47,380.00.
• Supplement #3 was authorized to captured out of scope services incurred in the design
phase for the IPS Pump Station Improvements.
• Supplement #4 extends the contract completion date to July 31, 2020.
Supplement #5 included bid assistance and limited construction engineering support for the
Irrigation Pump Station Replacement project.
• Supplement #6 will capture out of scope services incurred to respond to a second
iteration of Ecology review comments for the final Capital Facilities Plan/Engineering
Report and an accelerated timeline to complete this work. This work included responding
to additional Ecology review comments of the final Land Treatment System plan (Chapter
1 of the capital facilities plan), responding and reprinting the Hydrogeologic Study
(Chapter 2 of the report in its entirety and submitting as a stand-alone report as requested
by Ecology), and responding to additional Ecology review comments within Chapters 3 -
14 the remaining body of the report.
• Supplement #6 will capture additional construction engineering services not
anticipated in previous supplements. At request of the City this work included
redesign 12- inch Forcemain from 8 MG Equalization Basin to new IPS and issue
revised plans, redesign 30 — inch gravity piping from 115 MG Pond to new IPS and
issue revised plans, and responding to Franklin County Building permit comments for
energy code compliance and seeking variance from section C402.1.2 of the WEC code.
• Supplement #6 will also capture additional services for attending coordination meetings
not anticipated in our original scope of work at the request of City staff. These included
monthly phone conference calls for PWRF coordination from October 2019 through
February 2020. Also attending a coordination meeting at City Hall with City staff to
discuss processor permit limits held on February 26, 2020.
• Supplement #6 will also include additional design engineering and revising IPS

construction drawings to include extending the new 24 inch Forcemain from the
proposed point of connection with the existing 18 inch process water supply and
additional 200 feet extending the new 24 inch C900 PVC piping beyond the PWRF site
fencing.
JUSTIFICATION:
PACE budgeted to respond to just one iteration of Ecology review comments for the Capital Facilities
Plan/Engineering Report, see task 2.6 below.
Task 2.6 — Response to Ecology Comments
Work with the City to develop a response strategy to Ecology comments on the Capital Facilities
Plan/Engineering Report and prepare responses to Ecology review comments on behalf of the City.
This scope of work and budget only includes one iteration of responding to Ecology review comments
for each submittal at the preliminary draft, hydrogeologic study, and final document. Further iterations
of comments will be billed at a time and materials basis and covered under Task 7 budget.
ORIGINAL SCOPE OF WORK:
Preliminary Draft Reviews (Capital Facilities Plan, Land Treatment System Plan, and
Hydrogeologic Study)
PACE prepared and submitted individual technical memorandums representing each chapter of the
proposed preliminary draft Capital Facilities Plan/Engineering Report to the City for review and
comment. Upon completion of all technical memorandums, PACE assembled all technical
memorandums into a final Capital Facilities Plan/Engineering Report. This document was made
available to stakeholders for review and comment. Ecology was in attendance at this meeting
however declined to comment on the report until it was formally submitted by the City. On August 6,
2018, stakeholders issue their responses to the final report which PACE, on behalf of the City,
completed a review and responded to all comments along with associated edits to the final plan.
Final Draft 1St Review (Capital Facilities Plan, Land Treatment System Plan, and Hydrogeologic
Study)
On October 3, 2018 the final plan was submitted to Ecology for review and approval. On March 13,
2019, Ecology issued their review comments to the City. The review comments included revisions to
the Hydrogeologic Study, and remainder of the Capital Facilities Plan/Engineering report. PACE was
instructed by the City to respond to these comments and resubmit the final document. On July 5,
2019, PACE submitted the final plan for approval incorporating all of Ecology's comments.
SUPPLEMENT #6 — ADDITIONAL SCOPE OF WORK:
Final Draft 2nd Review (Capital Facilities Plan, Land Treatment System, and Hydrogeologic
Study)
However, on November 12, 2019 the City received additional review comments from Ecology
requesting an expedited response on or before November 29, 2019 of the Hydrogeologic Study, and
remainder of the Capital Facilities Plan/Engineering Report. This short duration for preparing
responses and editing this second submittal of the final document was to secure eligibility for a ECY
planning loan to fund the design recommendations of the Capital Facilities Plan/Engineering report.
In an email dated November 12, 2019, PACE notified the City that responding to these additional
comments were not included in our original scope of work and requested an amendment for these

additional services. Further, we would reprioritize our schedules in an attempt to meet the Ecology
imposed deadline. Per our original agreement, responding to this second iteration of comments
would be billed at a time and materials basis. PACE proceeded as instructed to respond and revise
the report.
During this timeframe, (November 12, 2019 to November 29, 2019), the City received additional
review comments from Ecology Hydrogeologist, Lyn Doremus, to the Hydrogeologic Study (Chapter 2
of the final document). On or about November 23, 2019, the City received the additional comments
from Ecology's Hydrogeologist to include in the Capital Facilities Plan/Engineering Report but with
one additional request to provide a stand alone Hydrogeologic Report separate from what was
included in the Capital Facilities Plan.
All this additional work associated with the second Ecology submittal was completed and the
amended final document submitted to Ecology for approval. Please note, the City received approval
of the final plan from Ecology on December 16, 2019 in time to secure the ECY $1.5M funding
request.
LEVEL OF EFFORT ESTIMATE AMENDMENT #6
The following summarizes the additional effort and cost to address the second iteration of
Ecology comments discussed above.
TASK #1 -ADDRESS 2ND ROUND OF ECOLOGY COMMENTS
Capital Facilities Plan (CES $16,800)
Chapter 1 - Prepare responses to Ecology comments on the Capital Facility Plan, Land
Treatment System Assessment (Section 1) provided to CES, November 12, 2019, and provide
the responses to PACE. Make update modifications to Section 1 based on our response to
Ecology comments and provide the updated Section 1 to PACE in electronic form. The
following limitations contained in the original scope of work were exceeded:
• Updating Section 1 required significant rework of nutrient and water balances and
related calculations, with large amounts of time conducting research to address
Ecology's comments. Significant effort was required and CES discussed the nature and
effort required with PACE to gain additional budget authorization.
• Formal, extended meetings, via phone or in person, or additional follow-up responses
were required.
• The prepared responses and updated Section 1 were submitted electronically.
Hydrogeologic Study (Jacobs $11,249.76)
Chapter 2 — Responding to Ecology review comments for hydrogeologic study from both Diana
Washington and Lyn Doremus. Comments were issued independently. This work included
coordinating with Ecology reviewers, additional research and revisions to Chapter 2 delivered on
December 9, 2019 and revisions to Chapter 2 and preparing independent Hydrogeologic study
delivered on December 30, 2019.
Capital Facilities Plan ($17,069.00)
Chapter 3 through 14 - Additional services were provided to address 2nd round of Ecology review
comments for the Capital Facilities Plan. Ecology issued 55 comments in their 2nd review. This work
included preparing review response matrix, subconsultant coordination and oversight, preparing

detailed responses to Ecology reviewer comments, coordination with Ecology reviewer and City staff,
updating final plan, submitting to City and Ecology.
Deliverables:
PACE provided the following deliverables:

o Revised Land Treatment System Plan (Chapter 1)
o Revised Hydrogeologic Study (Chapter 2)

TASK #2 - ADDITIONAL CONSTRUCTION SERVICES (PACE $12,490.75)
1. At request of the City redesign 12- inch Forcemain from 8 MG Equalization Basin to new IPS
and issue revised plans.
2. At request of City redesign 30 — inch gravity piping from 115 MG Pond to new IPS and issue
revised plans.
3. Address Franklin County Energy code review comments and applying for variance for building
occupancy. Variance was granted on nearly all of Section C402.1.2 of the WEC code, thus,
classifying the IPS building as an equipment building, and removing thermal envelope
provisions. Variance was granted for:
® Maximum size (in sqft) to qualify as an equipment building
® Maximum installed equipment power consumption, per sqft -
® - Maximum heating system capacities
TASK #3 - ADDITIONAL COORDINATION MEETINGS (PACE $4,042.50)
PACE conducted monthly phone conference calls for PWRF coordination meetings from October
2019 through February 2020. This work includes preparing meeting agenda and facilitating the hour
long meeting with City staff.
PACE was requested to attend a City coordination meeting to discuss strategy to address the
processors on pretreatment limits and discharge permit renewals. This meeting was held at City
Hall on February 26, 2020. This cost includes travel time to and from the meeting at City Hall.
TASK #4 - 24 INCH FORCEMAIN EXTENSION (PACE $4,497.50)
Includes additional design engineering with modification to existing sheet C-9 and preparing a new
plan and profile sheet C -9A extending the new 24 inch Forcemain from the current point of
connection shown on sheet C-9. This work includes approximately 200 feet of 24 inch C900 piping
and detailing for the connection to existing piping. Final stamped construction. drawings will be
issued to the City including a revised sheet C-9 and new sheet C -9A.
We do not anticipate additional survey needed to complete this work. However, the existing TIN for
the surface model in CAD Civil 3D will need to be modified to include the additional alignment. As -
built data will be revisited to document existing underground utilities. Base mapping will be prepared
with the additional topographic data. A new base map will be created and serve as our basis for
design.
