HomeMy WebLinkAboutPACE Engineers, Inc - Columbia East Lift Station & Forcemain - PSA Amendment No. 4 CP9-SR-2A-17-01AMENDMENT NUMBER 4 to PROFESSIONAL SERVICES AGREEMENT 17003 - COLUMBIA EAST LIFT STATION AND FORCEMAIN PROJECT CONTRACT # CP9-SR-2A-17-01 WHEREAS, the City and PACE Engineers, Inc. entered into a Professional Services Agreement on 5/31/2018 to provide engineering services with respect to the Columbia East Lift Station and Force Main Project. NOW, THEREFORE, this agreement is amended to allow PACE Engineers, Inc.to provide additional engineering services as described on Exhibit A & B. 1. Scope of Work: For Full Scope of Work please see Exhibit A. In summary this amendment is to provide: - Continued Revising of Columbia East Foreemain Alignment - Additional Design Engineering Services - Construction Engineering Services 2. Fee: The compensation for this amendment is based on a Time and Materials Basis is not to exceed the amount of $83,020.00 for a total contract amount of $750,108.13. Refer to Exhibit B for the breakdown of hours. 3. Time of performance: No. Change. The services within this amendment shall be complete for the project on or before 12/31/2020. The revised alignment would extend north along Dietrich Road then turn west adjacent to the north property line of HD Fowler where it joins the previously revised alignment along the westerly properties owned by Craft Enterprises, LLC. and Oxarc, Inc. The purpose for the alignment revision is to resolve hardships to the HD Fowler property discovered during utility easement negotiations. The agreed upon revised alignment is shown in yellow below. PACE Engineers, Inc. 11255 Kirkland Way I Suite 300 Kirkland, Washington 98033-3417 p 425.827.2014 1 f 425.827.5043 www.paceengrs.com (PACE hi Engineering Services Company Engineers I Planners I Surveyors LEVEL OF EFFORT ESTIMATE AMENDMENT #4 TASK #1 - Revise Columbia East Forcemain Alignment (PACE $26,613.00) This amendment includes obtaining rights of entry to access each parcel to conduct additional topographic survey, revising right of way plans, revising civil plan, profile, and detail sheets of the 90% check set for this project, updating project specifications, preparing legal description and exhibits for temporary and permanent utility easements crossing the HD Fowler and Craft properties, and right of way support to Tierra. This work will also include revising the forcemain alignment across the Tiegs property. Representatives for the Tiegs property indicated the need for modifications of the forcemain alignment to coincide with their proposed development plans. This would include adjusting the forcemain alignment to within the proposed road right of way for the development. PACE will be provided with plat mapping of sufficient survey detail to determine roadway alignment. Typically, this would be a defined centerline with bearing and distance of the proposed roadway. The survey data would be provided on the same datum as our PACE plan set. This work would also include updating right of way plans and preparing new legal descriptions and exhibits for the PUE and TUE. TASK #2 - Additional Design Engineering Services (PACE $28,400.00) This amendment will also provide compensation for out -of -scope services list below: 1. Prepare record of survey for the DNR parcel. DNR requested a record of survey to augment the permanent and temporary utility easement documents. This Record of Survey (ROS) was not anticipated in the original scope of work or subsequent amendments to the PACE contract. PACE performed the additional boundary survey work and prepared and submitted the ROS to DNR as requested. 2. Address DNR review comments and amend the ROS as requested. PACE addressed all DNR review comments, updated the ROS, and submitted the revised ROS to DNR. 3. At the direction of City staff, prepare cost analysis evaluating cost savings of eliminating one of the forcemains for the Columbia East Pump Station and identify any hydraulic impacts to the recently completed pump station. 4. At the direction of City staff, PACE modified the 60% plans eliminating one of the two parallel forcemains on all plan and profile sheets and included these revisions in the 90% submittal to the City. 5. Revised the bid schedule and quantities to reflect the elimination of one forcemain. This affected most all quantities associated with the trench section including backfill, pavement restoration, property restoration, etc. TASK #3 - Construction Engineering Services (PACE $27,964.00) PACE will assist City staff during the construction phase of this project. This work includes limited construction engineering support for the Columbia East Forcemain construction project which includes. ® Responding to RFIs. To establish a budget for this task we estimate up to 15 RFIs. Shop drawing and submittal review and documentation.
