REMOTE MEETING INSTRUCTIONS: Governor Inslee's Proclamation No. 20-28, made in response to the COVID-19 emergency, prohibits members of the public from attending City meetings in-person but requires agencies to provide options for the public to participate in remotely. To best comply, the City asks all members of the public that would like to comment regarding items on the agenda to fill out a form via the City’s website (www.pasco- wa.gov/publiccomment) to obtain access information to comment. Requests to comment in meetings must be received by 4:00 p.m. on the day of each meeting. To listen to the meeting via phone, call (415) 655-0052 and use access code 942- 626-986. City Council meetings are broadcast live on PSC-TV Channel 191 on Charter/Spectrum Cable in Pasco and Richland and streamed at www.pasco- wa.gov/psctvlive and on the City’s Facebook page at www.facebook.com/cityofPasco. 2. REFERENCE(S): Proposed Resolution II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: MOTION: I move to approve Resolution No. ________, rejecting all bids for Bid No. CP5-PK-8R-16-02: RenovationMarket Farmers’ Pasco and Park Peanuts and furthermore, authorize the City Manager to call for bids in the same manner as the original call for this project. III. FISCAL IMPACT: None IV. HISTORY AND FACTS BRIEF: A formal request for bid submittal (Bid No. CP5-PK-8R-16-02) for the Peanuts Park/Pasco Farmers' Market Renovation was issued on April 20, 2020, one bid was received which was opened on May 20, 2020. The lone bid exceeded the engineer's estimate by approximately 17%. Due to federal funding programs associated with the project, staff was required to conduct a cost analysis of the bid tabulation. From this, it was determined that the best course of action for the City is to reject the bid and re- advertise for new submittals. V. DISCUSSION: Staff is evaluating the result with and eye toward determining the lack of interest in the project by prospective bidders. Page 3 of 5 Staff request City Council approve the proposed Resolution rejecting all bids for the Peanuts Park/Pasco Farmer's Market Renovation project and authorize the City Manager to issue a new call for bids at a later date. Page 4 of 5 Resolution – Bid Rejection - 1 RESOLUTION NO. _________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, REJECTING ALL BIDS FOR BID NO. CP5-PK- 8R-16-02: PEANUTS PARK AND PASCO FARMERS’ MARKET RENOVATION. WHEREAS, the City of Pasco has an identified capital improvement public works project for improvement to the downtown and specifically Peanuts Park and the Pasco Farmers’ Market; and WHEREAS, the City solicited sealed public bids for this capital improvement public works project, identified as Bid No. CP5-PK-8R-16-02; and WHEREAS, on May 20, 2020, a single bid was received and opened by the City; and WHEREAS, the single bid exceeded the engineer’s estimate for the project; and WHEREAS, pursuant to RCW 35.23.352, the City Council may, by resolution, reject all bids and authorize further calls for bids in the same manner as the original call; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON: That all bids received for Bid No. CP5-PK-8R-16-02: Peanuts Park and Pasco Farmers’ Market Renovation are hereby rejected and the City Manager is hereby authorized to make further calls for bids in the same manner as the original call for this project; and Be It Further Resolved, that this Resolution shall take effect and be in full force immediately upon passage by the City Council.
