Due to the ever-changing and emergent nature of the COVID-19 pandernic the City of Pasco
(City) and 1AFF Local 1433 (Union) have agreed to temporary changes in specific directives,
,vf the City and Local 1433 members is to provide high-level services to the citizens we
cerve. These temporary emergent changes are agreed upon to meet the needs of our citizens
and to keep the employees of the Department safe and healthy.
Agreement
For purposes of this memorandum of agreement only, if an employee, having worked a shift
within the previous ten days prior to a COVID-19 tests positive for COVID-19 it will be
presumed by the City, that the employee contracted the virus from an on-the-job (OTJ)

Employees,will be required to fill out the appropriate Washington State Labor& Industries
Report of Industriol Injury or Occupational Disease paperwork and contact the Department
Health and Safety Officer (HSO), Deputy Chief Dunbar, for further direction.
Employees shall have available to them FFCRA Emergency Paid Sick Leave which the City
shall level -up with paid leave, the combination of which will uphold the employees currenN
hours and rate of pay per classification.
Should an employee be quarantined or isolated by order of a Public Health Agency or their
health care provider, the employee shall be placed on paid leave as described above until
the Public Health Agency or health care provider has ended the quarantine or isolation
period for that employee.

All employees shall undergo a symptom -check for COVID-19 symptoms upon entering
Department facilities.The symptom -check procedure and criteria shall be mutually agreet
upon by the Union and the Department. The symptom -check procedure and criteria may
be updated upon mutual agreement between the Department and Union. Twenty -four-
hour shift employees shall undergo a symptom -check approximately every 12 hours of
continuous work. Forty -hour or day -shift personnel shall undergo a symptom -check
approximately every four hours of continuous work. Checks will remain confidential.
If an employee is exhibiting any signs or symptoms of COVID-19 during a symptom -check,
that employee shall immediately don a surgical mask or fitted N95 mask (without
exhalation valve preferred, masks with exhalation valve shall have the exhalation valve
closed and inoperable), wash their hands, and notify their immediate supervisor. The

The Department will make available the number of employees quarantined or isolat1w
upon request. The Department shall not release the names of employees who are
quarantined / isolated except as required by law -
Food costs associated with an employee for in-home or individual quarantine shall be the
responsibility of the employee. Food costs for group-, crew- Or company -based quarantine
or isolation shall be the responsibility of the City.
The City will work in cooperation with local agencies to help locate housing for quarantin
/ isolated individuals. The City shall be responsible for the cost of housin& or shall providl
housing free of charge.
If the City utilizes Union members working day -shift (i.e. forty hour week personnel), and if
there are greater than ten occurrences of mandatory overtime during any rolling 14 -day
period in the Suppression Division, any rules prohibiting using qualified day -shift personnel
to staff suppression operations apparatus shall be suspended. Hours worked by day -shift
personnel beyond 40 hours per week shall be paid as overtime, while so assigned. The City
may reassign 40 hour day -shift unionized personnel to the shift in order to maintain the
ability to protect life and property.
In the event that an employee, who is also a candidate for a promotional test, is
quarantined / isolated on an actual promotional test date (written or practical), that
portion of the promotional test shall not proceed and the City and Union will meet to
determine a later date for the test to occur. Dates of eligibility for promotional lists shall

a time period in excess of normal agreed to limits. Any Temporary appointments will
comply with current Civil Service Rules.
TERM OF MOA: Except as it pertains to Emergency Paid Sick Leave under the Families First
Coronavirus Response Act, this memorandum of agreement shall remain in effect until the
Governor lifts the State of Emergency Proclamation, 20-05.
