PURPOSE: This Memorandum of Understanding (MOU) is to formalize the participation of City of Pasco, hereinafter referred to as CITY, in emergency response and training that is pertinent to the Radiological Emergency Preparedness (REP) program or other emergencies involving Hanford Site facilities. I�.1111 CGT:71 M-19 The authorities for Franklin County Emergency Management, hereafter referred to as FCEM, and CITY to enter into this agreement are chapters 35A.38.10, 38.52.030, 38.52.070, 52.12.111, 52.12.121, and 52.12.131 of the Revised Code of Washington (RCW). 3. DURATION and MODIFICATION: This MOU will become effective upon signing by all parties and will be reviewed annually. The MOU will continue in effect until cancelled by any of the parties after 30 days written notice to the other. Amendments or modifications to this MOU may not be made except upon written agreement signed by all parties. 4. AREAS of AGREEMENT: A. FCEM will coordinate with CITY to provide Emergency Worker training for the REP program and other facilities that present a radiological hazard to the citizens of Franklin County. B. Lesson outlines, training materials, and drill/exercise dates will be provided to CITY by FCEM. C. FCEM will fully cooperate with CITY in order to conduct radiological emergency worker training in conjunction with the normal CITY training activities. D. CITY will participate in radiological emergency worker training annually as available. E. CITY will participate in those drills or exercises pertinent to radiological emergency response in Franklin County as available. F. For those drills or exercises, that CITY participation is requested, a written request detailing the specific radiological response program requirements, drill or exercise dates, and an offer to provide refresher or initial training will be provided to CITY by FCEM at least 90 days in advance of the drill or exercise date. G. CITY will be reimbursed for participation at the Emergency Worker Assistance Center (EWAC) during FEMA -evaluated drills/exercises at the actual costs for the services of six firefighters or $500, whichever is less. Reimbursement for an actual declared emergency will be at the rates stipulated in the most recent version of the Washington State Fire Mobilization Plan. H. FCEM will maintain training rosters.
