Pursuant to Chapter 39.34 of the Revised Code of Washington, the below
named public agencies hereby agree to enter into a cooperative purchasing agreement:
The purpose of the agreement is to allow the parties hereto to share in -the
purchasing power of each other, provided such purchasing is otherwise authorized by
law. It is further the purpose to allow the parties to purchase materials and equipment
jointly when such purchase is in the best interest of the parties involved.
This purchasing agreement shall be governed by the following terms and
conditions:
1. Duration - The agreement shall become effective upon the date of the final
signature hereof, and shall remain in full force and effect until cancelled by
mutual agreement of the parties hereof. Provided, however, that an individual
party may by written notice to the other parties, giving ten (10) days notice,
withdraw from this agreement.
2. Joint Administrative Board - There is not hereby created any separate legal or
administrative entity as might be provided by reference in R.C.W. Chapter
39.34. There is created hereby a joint board responsible for the administration
of this cooperative purchase agreement. Such board shall consist of the Fire
Chiefs of the respective jurisdictions enumerated below.
3. Future Participation - It is agreed to by the participating parties that future
participation by additional entities shall be subject to approval by the Joint
Administrative Board. The governing bodies of the participating entities hereby
delegate this approval 'authority to their respective representatives.
4. Each party hereto may, while preparing requests for price quotation or calling
for sealed bids in accordance with law including R.C.W. 52.14.110, include
stipulations requiring the eventual supplier or successful bidder to supply
additional quantities of like material or goods or furnish additional like services
to any other parties to this agreement, as allowed by R.C.W. 39.34. Each
party hereto shall make any price quotations or bids received available for
review by other participating departments and/or districts upon request.
5. The parties to this agreement as a whole or any combination thereof may
purchase materials and equipment jointly, provided that the acquiring, holding
and disposing of real and personal property used will be established in writing
by the Joint Board prior to purchase of said material and/or equipment.
6. The parties hereto abide by all Federal and State laws and regulations regarding
equal opportunity.

Council authorize the Mayor to sign an agreement with other Tri -City
area Fire Districts and Cities to continue participation in the Joint
Purchase Inter -Local Agreement.
MOTION•
I move that the Mayor be authorized to sign an agreement with other
area Fire Districts and Cities for participation in the amended Joint
Purchase Inter -Local Agreement.
HISTORY•
For over ten years, the Kennewick Fire Department and other area fire
departments have enjoyed a Joint Purchase Inter -Local Agreement to
assist each other in the purchase of fire service related materials.
This Joint Purchase Agreement allows the parties to share in the
purchasing power of other agencies, and to purchase materials and
equipment jointly when such purchase is in the best interest of the
parties involved.
The Agreement being proposed is an update of the original Agreement,
adding the City of Walla Walla, and adding language to make it
possible for future participants to join without having to go back to
governing bodies for approval.
ALTERNATIVES•
Not sign the Agreement.
FISCAL IMPACT•
No direct fiscal impact.

RE: AMENDED JOINT PURCHASE INTERLOCAL AGREEMENT
Enclosed is a copy of the amended Joint Purchase Interlocal Agreement.
The changes are:
1. Adding the City of Walla Walla on the signature page;
2. A new paragraph (item #3) adding language making it possible for future
participants to join without having to go hack to our governing bodies for
approval each time..
Please take this to your jurisdiction for approval, and when all parties have signed we
will see that each agency gets a copy of the completed agreement.
