REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO
AND
DKS ASSOCIATES
Project Description: Tier 1 Traffic Analysis -KOA Expansion
Scope of Services: The Consultant will analyze the turning movements at the study intersection of Road 100 and
Saint Thomas Drive using traffic counts collected on a typical weekday and Synchro. City of Pasco will provide documents
or data associated with the KOA expansion, and the Consultant will assess the impacts on turning movements at the
study intersection. No site visits will be conducted by the Consultant. No in-person meetings will be required for this
effort. A phone check-in meeting will to discuss Consultant findings.
Work Product: Expedited Turn Analysis document including intersection recommendations. This analysis will also take
into consideration potential access improvements at the intersections of Chapel Hill Boulevard at St Francis Lane and/or
Finnhorse Lane to ensure overall proper circulation is maintained for the residential, school and commercial properties
that may be impacted by possible changes to access at the study intersection. (Electronic only}
The City of Pasco will provide: Data and documents for KOA expansion project related to vehicular traffic demand
Time of Performance: Assuming the City provides data and documents in a timely manner, the traffic study
memorandum will be submitted on or before January 20, 2020 for the Pasco's use in a Transportation
Improvement Board grant application. Task will be closed out January 31, 2020
Fee for Services: Time and materials not to exceed $7,950.00.
