However, Mr. Ferguson stated following: January 7, 2020 PPFD Minutes Page - 1 • The Pasco Public Facilities District (PPFD) Secretary/Treasurer position is a PPFD Board position and is clearly defined within the PPFD Charter. • It appears that the PPFD sales and use taxes should be operating under the Revised Code of Washington (RCW) Section 82.14.048 (4)(e). • It also appears that the two-tenths of one percent tax is an evergreen tax, more research is needed to confirm this statement. • The proposed project should be referred to as a recreation facility and not an aquatic center. • Legal is still reviewing the process (key actions) needed to be followed for the ballot issue. Discussion continued among the PPFD Board members and Pasco staff regarding which RCWs the PPFD will operate under for creating a recreational facility, possible amendments to the PPFD Charter and a reminder to focus on the long-term needs of the recreational facility so that it will remain viable a growing population. ■ Draft Ballot Language Update Mr. Ratkai distributed a revised draft ballot for the board to review and discuss it at the next meeting.
