MEETING MINUTES
Call to Order:
Pasco Public Facilities District (PPFD) Board President Morrissette called the meeting to order
at 4:03 PM the in the Council Chambers at Pasco City Hall.

Mr. Dietrich moved and Dr. Jilek seconded a motion to approve the minutes of the October 22,
2019, meeting. The motion carried unanimously.
Old Business:
• Feasibility Study Update: Re -Cap of Open House
Mr. Ratkai stated that staff and the consultants from Ballard*King were pleased with the
turnout of the Open House held October 22, 2019. Ballard*King Representatives received
valuable infonnation during the Open House and were currently processing it.
PPFD Board members and staff discussed various aspects of the information received at
the recent Open House including the request for competitive swimming facilities,
operational budget considerations and financial limitations.

Department of Commerce Study
Mr. Ratkai reiterated the requirement for the Department of Commerce Study and because
the bonding limits were now available, it was time to complete the study. Mr. Ratkai noted
that the study will start in December 2019 and the study would be a two (2) to three (3)
month process.
• Re -Visit Master Schedule
Mr. Ratkai commented on the PPFD Election Schedule handout given to the PPFD Board.
New Business:
• Bonding Limits
Mr. Zabell reviewed the 2018 Pasco Sales Tax and Bonding Capacity spreadsheet with the
PPFD Board.
The PPFD Board and staff briefly talked about the bonding capacity of the bond initiative
including how to campaign for it.
Mr. Zabell confirmed that the City of Pasco could not conduct a "yes" campaign. The City
could however provide educational information during the initiative.
• Explanatory Statement and Ballot Language Subcommittee
Mr. Ratkai asked that two (2) PPFD Board Members participate in a subcommittee to write
an explanatory statement and ballot language for the bond initiative. Ms. Gillespie and Ms.
Bowdish volunteered for the subcommittee.
Executive Session:
Mr. Morrissette announced an Executive Session to consider acquisition of real estate per RCW
42.30.110 (b) and discuss litigation or potential litigation with legal counsel per RCW 42.30.110
(i)(1)(i) for approximately 10 minutes.
The PPFD Board, City Manager, City Attorney and Administrative & Community Services
Director adjourned to the Executive Session at 4:50 PM.
Mr. Morrissette reconvened the meeting at 5:15 PM.
Other Announcements:
Mr. Morrissette announced that the next PPFD Board meeting was scheduled for Tuesday,
December 17, 2019 at 4:00 PM.
Mr. Dietrich stated that he would be out of town in December and hoping to participate in the
December PPFD meeting by teleconferencing into it.
