Description: Window signs cover more than 25%of the windows. PMC 17.15.010
Violation:
Failure to conform to the guidelines established in the Sign Allowance Table(PMC 17.05.050), which detennines
whether a specific sign is allowed in a zone district or by land use activity.
Corrective Action:
Remove or modify all signs not pennitted by the Sign Allowance Table cited in PMC 17.05.050 in order to meet the
listed requirements.

Descriptio?: Building permits B16-1869 expired without passing final inspection. IRC R109.1.6
Violation:
A passing final inspection has not been completed for this building project.
Corrective Action:
Stop all construction on this project until a City of Pasco building permit has been secured. Contact the building
department at(509) 543-5726.
Description.- No certificate of occupancy on,file for the building on this property. IRC R110.1
Violation:
Occupying a structure without a Certificate of Occupancy from the City of Pasco Building Department.
Corrective Action:
Schedule a final inspection of the property with all applicable City departments(i.e. Building 543-5726, Planning
545-3441, Engineering 545-3444,etc.)and obtain a Certificate of Occupancy. If your building permit is expired,the
permit must be renewed before final inspections can be scheduled.
Description: Failure to meet all requirements set forth in the B16-1869 construction permit review letter
regardingparking, right of'way improvements, landscaping and building construction. PMC 16.05.010
Violation:
Failure to secure a City of Pasco building permit where a permit is required (IBC 105.1 and IRC 105.1).

Corrective Action:
Discontinue all construction activities and submit an application for a building permit from the City of Pasco(call(509)
543-5721 for information on pennit requirements). If no pen-nit can be obtained,unpermitted construction must be
removed.
Description: Offstreet parking has not been construcled,for this property. PMC 25.13.1.020
Violation:
Vehicle(s)parked at a location that is not pennitted for off-street parking.
Corrective Action:
Remove vehicle(s) from the location and discontinue parking/storing vehicle(s)at this location.
Description: No active City of Pasco business license for any business activities at this location. PMC 5.05.020
Violation:
Engaging in business within the City of Pasco without a required City of Pasco business license.
Corrective Action:
Apply for a City of Pasco business license for each business and each individual business location. Discontinue ALL
business activities until such time as a business license can be obtained. Please call the Customer Service office at
(509)545-3402,visit http://www.pasco-wa.gov/192/Business-Licenses for infonnation on licensing requirements or
apply online with the Business Licensing Service at bls.dor.wa.gov.
Description: Grounds are not properly covered to prevent blowing dust and soil erosion. PMC 9.125.030
Violation:
Allowing blowing(fugitive)dust to leave the property.
Corrective Action:
Treat all exposed and/or disturbed soils with an approved dust control treatment(i.e. hydro seed, mulch, landscaping,
sprinkler, etc.)to prevent blowing dust from leaving the property.
Description.- Weeds throughout the property, right of way and encroaching onto neighboring properties and the
public street. PMC 9.90.040 (16)
Violation:
Weeds,noxious weeds,grass,and other vegetation which constitutes a fire hazard,encroaches on sidewalks or
neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals, and/or has
reached a height of twelve inches(12").
Corrective Action:
Eradicate weeds by chemicals,cutting or other acceptable means so that they do not exceed twelve inches (12"),
encroach on neighboring properties,constitute a fire hazard, etc. Weeds that are cut or removed by the root must be
removed from the property and lawfully disposed of.

Description: Extension cords running to camp trailer. IFC 605.5
Violation:
Extension cords and/or flexible cords as pennanent wiring which are used to supply more than one temporary portable
appliance and/or are affixed to any structure,extended through walls,ceilings or floors or under doors or floor
coverings, or are subject to environmental damage or physical impact.
Corrective Action:
Discontinue use of extension cords and/or flexible cords as pennanent wiring or in an improper manner.
Description: Multiple inoperable vehicles stored or kept in the driveway. Equipment or tools are stored in the
driveway. PMC 25.165.200 (2)(A-D)

Violation:
Only one(1) inoperable vehicle may be stored outside of a fully enclosed building on the property in any residential
zone. The vehicle shall not be stored upon a public right-of-way or in the front or side yard areas of the property.The
vehicle must be locked and secured at all times it is unattended and must be stored on an approved hard surface(i.e.
gravel, asphalt or concrete)behind a completely enclosed six(6)foot fence, which is fully sight obscuring.All vehicle
parts not properly installed upon a vehicle shall be stored inside a fully enclosed building or within the vehicle itself.
Corrective Action:
Store all inoperable vehicles within an enclosed building(such as a garage or shed). One vehicle may be stored outside
an enclosed building in compliance with the provisions above. All other vehicles must be removed from the property
or made operable. Store all vehicle parts in an enclosed building,within the vehicle or remove the parts from the
property.
Description: Appliances that has served its original intended pznpose is stored outside. PMC 9.90.040 (9)
Violation:
Scrap metal,ashes,bric-a-brac,broken stone or cement, broken crockery, broken glass,broken plaster, automobile
bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers.
Corrective Action:
Remove all vehicle parts,scrap metal,machinery,disassembled vehicles,etc.from the property or store these items in
an enclosed container or building. Remove and lawfully dispose of all junk items (e.g. any items or which have served
their intended original purpose) and unusable vehicle parts.

Board Chair Daniel Gottschalk called the regular meeting of the Code Enforcement Board to order in the
Council Chambers of City of Pasco, 525 North Third Street in Pasco, Washington at 7:00 p.m.

Board Member Mary Gutierrez moved to approve the September 5, 2019 Code Enforcement Board Meeting
minutes. Board Member Thomas Granbois seconded and the motion carried.

Description: Dead/dry weeks and vegetation area,fire hazard and are in excess of twelve inches in height.
This is a repeat violation. PMC 9.90.040 (16)
Violation:
Weeds, noxious weeks,grass and other vegetation which constitutes a fire hazard,encroaches on sidewalks or
neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals,and/or
has reached a height of twelve(12) inches.
Corrective Action:

Violation:
Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing,
throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal,
organic or inorganic material on areas of the property other than approved garbage containers.
Corrective Action:
Remove and lawfully dispose of all litter, garbage,junk or vegetative waste on the property.
Description: Items that have served their intended original purpose (fi-idge) is being stored under the
carport. PMC 9.90.040 (9)
Violation:

❖ Board Member Dwayne Speer proved to confirm violations did occur. Board member Granbios
seconded and the motion carried.
City staff reconunended the Board give the Respondent and additional ten (10) days to abate the violations or
pay a daily penalty of two hundred dollars ($200)per day.for 10 days and impose a repeat penalty of four
hundred($400) dollars.
❖ Board Member Speer moved to allow thirty(30) days to abate the violations and if'abatement does
not occur, impose a penalty of$200 per day for ten (10) days. Board Member Mary Gutierrez
seconded and the motion carried.
C. Amendments
The Resolution/Agenda was amended to include CEB 2019-0733.
D. Dismissals
No dismissals were added to the Resolution/Agenda.
