On-Call Municipal Engineering Services g .zs.10 Date Agreement No. 19016 Background EXHIBIT A Scope of Work City of Pasco Task Authorization No. 1 2019 Water and Irrigation Model Updates September 2019 ORIGINAL .l_PAGE NO .....L_ OF _LPAGES The potable water and irrigation system models for the City of Pasco (City) were last updated several years ago and do not reflect the current distribution systems attributed to the substantial growth that has occurred in the interim. Under a separate contract (No. 19038), RH2 Engineering, Inc., (RH2) has been asked to prepare an addendum to the City's Comprehensive Sewer Plan (CSP), with its identified subtask of updating the sewer model, as well as updating the City's water and irrigation system models. All three model updates require incorporation of City GIS mapping that has occurred since the last model updates . Collectively, it is known that many additional plats and extensions to all three systems have occurred that are not yet included in the City GIS mapping. RH2 will be reviewing electronic record drawings of the additional plats and extensions and manually entering the line extensions and attributes into the sewer model as part of the CSP contract. Significant efficiency is gained by using that time spent to identify and orient each plat during the sewer model update to also update the water and irrigation models. Once all three models are updated to reflect the expansion of each system that has taken place, they will become significantly more valuable tools for the City to measure and assess the impact of both current and future developments on the core infrastructure and level of service to its customers. Task 1 -Water and Irrigation Model Updates Objective: Identify changes that have occurred to the potable water and irrigation systems since the last model updates and add the pipeline extensions to each model attributing the size, age, material type, and services adjoining each node. Approach: 1.1 Compare the water and irrigation models in WaterGEMS to the expanded service areas and urban growth area (UGA) boundaries of the City. 1.2 Compare City water and irrigation system maps in the City's GIS files to each model. 1.3 Import shape files and attributes for extensions shown in GIS that are not currently in the models into each model. 1.4 Review electronic record drawings of plats with water and irrigation extensions that are not yet included in the City GIS maps. 1 8/27/2019 4 :17:17 PM J:\DATA\PSC\719-050\00 CONTRACT\TA·l\TASKAUTH_NO.l_SOW_2019 WATER AND I RRIGATION MODEL UPDATES.DOCX City of Pasco -Task Authorization No. 1 2019 Water and Irrigation Model Update ORIGIN.AJ...l_PAGENO_J_OF.2_PAGES Exhibit A Scope of Work 1.5 Manually draw and attribute up to fifty (SO) plat extensions shown in record drawings into each model. 1.6 Populate demands from service connections into adjacent model nodes and check model runs for errors. Assumptions: • The number of plats and extensions that are not currently included in the City GIS maps is not known. It is estimated that no more than fifty (50) plats will be reviewed, manually drawn, and attributed into both the water and irrigation system models. • It is assumed that the City has electronic PDF record drawings of all completed extensions and PDF design drawings of all extensions currently under construction. • It is assumed that all plats and extensions are referenced to the NAO 83/NA VD 88 coordinate and elevation system. • RH2 can rely upon the City GIS maps, records, and design drawings provided by the City as being reflective of the actual irrigation and water system extension with regard to location, material size, material type, and points of connection to adjoining distribution lines. • If more than fifty (50) plats and extensions of both the potable water and irrigation systems are identified, RH2 will renegotiate the Fee Estimate based upon the actual time to add each plat and the additional number of plats identified. • Both models will be retained by RH2 for use on City projects, but the updated models will be copied and returned to the City upon request. Provided by the City: • GIS shape files for water and irrigation systems with attributes for pipe size, age, and material type . • Record drawings of as -built water and irrigation line extensions of plats not yet included in the City GIS mapping, together with other record drawings as needed to reconcile discrepancies between the existing or updated models and the City GIS. RH2 Deliverables: • Figures and shape files of existing and updated models in electronic and PDF format. Schedule RH2 will start this work upon receipt of a signed task authorization. Primary model updates will be completed within four (4) weeks of receipt of City GIS shape files. Final model updates will be completed within eight (8) weeks of receipt of all record drawings. Future Tasks The City may want to perform hydraulic modeling of existing or future development from time to time to assess level of service or impacts of new development. The City may want RH2 to perform similar updates to the water, sewer, and irrigation models in the future.
