REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO (CITY)
AND
HLA ENGINEERING AND LAND SURVEYING, INC. (HLA)

Lewis Street Overpass — Washington State Freight Mobility Strategic Investment Board (FMSIB)
Funding Application (PROJECT)
The CITY desires HLA to prepare a FMSIB (Freight Mobility Strategic Investment Board) Funding
Application in support of the Lewis Street Overpass project. CITY staff will deliver a project presentation at
the September 20, 2019, FMSIB Board meeting and request FMSIB funds to complete the Overpass
project.
The CITY experiences collisions and congestion at a chokepoint on Lewis Street caused by a 1937 BNSF
railroad underpass. The underpass no longer accommodates the types or volumes of truck freight and
passenger vehicles that traverse the underpass. Pasco is home to the largest BNSF yard in the Northwest
and Lewis Street is the only crossing of the centrally located and very active BNSF corridor that is not a
state highway and is not an at -grade crossing. The transportation barrier caused by the constricted
underpass has become increasingly apparent since the eastern portion of Pasco is growing rapidly and
most shopping and services (including emergency services) exist in the western portion of the CITY.
Additionally, the outdated underpass poses reliability, security, and safety concerns for train freight.
Scope of Services:
At the direction of the CITY, HLA shall provide professional services for the PROJECT. HLA services may
include:
1. Coordinate with CITY staff to obtain existing information pertaining to the PROJECT, including
reports, studies, funding applications, and related information.
2. Coordinate with CITY staff to request letters of support specific to the PROJECT.
3. Prepare a draft FMSIB funding application, including supporting documentation, for review by the
CITY.
4. Based on CITY comments, prepare final FMSIB funding application, including supporting
documentation, for review by the CITY.
5. Provide final document in electronic format, including consolidated .pdf file, for use by the CITY in
submitting the application.
6. It is assumed public outreach and/or presentations will be performed by the CITY.
Time of Performance:
Following receipt of an executed Task Order, prepare all information and substantially complete a first draft
application by August 16, 2019. Complete the final application by September 18, 2019.

Fee for Services:
All work shall be performed on a time -spent basis at the normal hourly billing rates included in the general
agreement with an estimated maximum amount of $6,500.00. This maximum amount may be revised only
by written agreement of both parties. A work hour breakdown shall be provided for each invoice submitted
for payment.
