LETTER OF AGREEMENT
This is intended to serve as a Letter of Agreement between Tanya Bowers Consulting (TBC) and the Community
and Economic Development Department of the City of Pasco (City).
The City desires to enter into a consulting arrangement with TBC for a variety of services including:
• Direct engagement with the City's Historic Preservation Commission to facilitate execution of the work plan
described in the Historic Preservation Work Plan 2014-2019;
o Assessing and recommending appropriate actions for recognizing and preserving the historical
significance of the Lewis Street Underpass;
o Assess and develop a plan for developing and placing panels/markers/plaques for sites of historical
significance;
o Assess and recommend appropriate actions for recognizing historical sites including Whittier School;
the Downtown Ice House; the City's underground tunnel system; Kurtzman Park Neighborhood
shelter and other significant opportunities of historical significance;
• Engagement and corroboration with the Franklin County Museum and Historical Society on actions and
opportunities to develop historical narratives other than those listed above;
• Corroboration with the Downtown Pasco Development Authority to preserve and enhance the historic fabric
of the Central Business District;
o Develop a revised Fa~ade Improvement Program for storefront improvements;
o Develop additional/revised design guidelines for use of the above described fa!;ade program
o Revise funding mechanics to simplify sue of the program; and
• Assess and recommend appropriate actions for establishing a public art component for application in
various locations and circumstances within the City; and
• Other tasks as mutually agreed upon.
The tasks described above will be undertaken at the direction of the City. The anticipated annual budget for
these tasks described above is approximately $20,000. TBC will provide the City with monthly invoices and the
invoices will be processed through the City's regular procurement program. The work product will be jointly
owned by the City and TBC.
This agreement is legal and binding and will be put into effect as soon as executed by both parties. Termination
of the agreement be either party may be effected with 10 days written notice.
