REGULAR MEETING PASCO CITY COUNCIL SEPTEMBER 16, 2019
CALL TO ORDER:
The meeting was called to order at 7:00 p.m. by Matt Watkins, Mayor.
ROLL CALL:
Councihnembers present: Ruben Alvarado, Blanche Barajas, Craig Maloney,
Saul Martinez, David Milne, Pete Serrano, and Matt Watkins.
Staff present: Bob Gear, Acting City Manager; Eric Ferguson, City Attorney;
Dan Ford, City Engineer; Rick White, Community & Economic Development
Director, Richa Sigdel, Finance Director, Tach Ratkak Administrative &
Community Services Director; Ken Roske, Deputy Police Chief and Debra
Barham, City Clerk.
The meeting was opened with the Pledge of Allegiance.
CONSENT AGENDA:
Approval of Minutes
To approve the minutes of the Pasco City Council Meeting dated September 3,
2019.
Bills and Communications
To approve claims in the total amount of $2,606,342.84 ($911,618.27 in Check
Nos. 231170-231386; $826,207.84 in Electronic Transfer Nos.825915-825920,
825931-825936; $33,990.26 in Check Nos. 52902-52948; $828,692.95 in
Electronic Transfer Nos. 30138230-30138798; $5,833.52 in Electronic Transfer
Nos. 620-624).
To approve bad debt write-off for Uthy Billing, Ambulance, Cemetery, General
Accounts, Miscellaneous Accounts, and Municipal Court (non -criminal,
criminal, and parking) accounts receivable in the total amount of $301,686.64
and, of that amount, authorize $135,629.51 to be turned over for collection.
MOTION: Mr. Maloney moved to approve the Consent Agenda as read.
Seconded by Mr. Serrano. Motion carried by unanimous roll call vote.
PROCLAMATIONS AND ACKNOWLEDGEMENTS:
CPR Save with Auto Aid Presentation
Fine Chief Bob Gear introduced James Hempsted, Battalion Chief from the City
of Richland. Chief Gear and Battalion Chief Hempsted presented certificates and
challenge coins to the Pasco Fire Department's engine company, from Road 68
Fist Station, which first responded to a medical emergency at "A -Team" cross -
fit gym on July 26, 2019. The City of Pasco Fie Department staff receiving the
items included: Garret Jenks, Captain; Seth Rohrer, Captain; Michael Hodo,
Firefighter; Pedro Loera, Firefighter; and Christian Tenney,
Firefighter/Paramedic.

Attendance Awareness Month Proclamation
Mayor Watkins read the Attendance Awareness Month Proclamation and
presented it to Paul Klein, Community Impact Manager of United Way Benton
& Franklin Counties and Brian Leavitt, Executive Director of Leaming Support
of Pasco School District.
Law Enforcement Appreciation Day Proclamation
Mayor Watkins read the Law Enforcement Appreciation Day Proclamation
scheduled for September 21, 2019 and presented it to Nick Jacobsen from The
Garden.
Mr. Jacobsen expressed appreciation for the proclamation and stated this was the
fourth year The Garden has hosted 'Back the Blue" day.
Deputy Police Chief Roske introduced Police Officer Josh Cochran, newest
member of the Pasco Police Department.
VISITORS - OTHER THAN AGENDA ITEMS:
Abbie Corrigan, identified herself as an advocate for the homeless. Ms. Corrigan
expressed concern about those individuals that are evicted from a hotel room after
28 days and asked the City of Pasco to consider waiving that law. After a brief
discussion regarding the 28 -day stay rule between Council and staff; Mr. White,
Com mmity and Economic Development Director, confirmed that the maximum
28 -day stay is governed by Washington State Law. He noted that the affordable
housing issue is a topic that will be discussed at the September 23, 2019 Council
workshop.
REPORTS FROM COMMITTEES AND/OR OFFICERS:
Mr. Milne attended the annual 9/11 ceremony on Wednesday, September 11,
traveled with Mayor Watkins and City Manager Zabell on Friday, September 13
to meet with the Confederated Tribes of the Colville Reservation, and
participated in the Fiery Foods Festivals "Hot Pepper Challenge" on Saturday,
September 14. Mr. Milne also attended the Pasco Chamber Luncheon and toured
the Tri -City Animal Slicker earlier in the day.
Mayor Watkins provided additional comments regarding the recent meeting to
the Confederated Tribes of the Colville Reservation.
Mr. Ah-arado commented on the recent tour at the Tri -City Animal Shelter and
reconfirmed the need for a new shelter.
Mr. Maloney attended the Fiery Foods Festival and commented on the various
City of Pasco booths set up during the event and the amazing food truck
competition, which included a diverse array of food options.
ORDINANCES AND RESOLUTIONS NOT RELATING TO HEARINGS:
2020-2025 Capital Improvement Plan
Finance Director Sigdel advised Council of the changes included in the 2020-
2025 Capital Improvement Plan since it was initially presented to them at the
September 9 Council Workshop.

Mayor Pro Tem Maloney moved to approve Resolution No. 3914, approving the
Capital Improvement Plan for calendar years 2020-2025. Mr. Martinez seconded.
Motion carried by unanimously.
Mr. Maloney expressed appreciation to staff for the work done to provide an
excellent and comprehensive capital improvement plan.
Code Amendment: Maximum Dwelling Height in R-3 & R4 Zones
Mayor Pro Tem Maloney proved to adopt Ordinance No. 4456, increasing the
maximum dwelling height permitted in R-3 and R-4 zoning districts and further,
authorize publication by summary only. Mr. Alvarado seconded. The motion
carried unanimously.
NEW BUSINESS:
Interlocal Agreements -Columbia Basin College & Port of Pasco for Argent
Road Project
Mayor Pro Tem Maloney moved to approve the hterlocal Agreements with
Columbia Basin College & Port of Pasco for the Argent Road Project, and
fiuther, authorize the City Manager to execute the agreement. Mr. Martinez
seconded. Motion carried unanimously.
MISCELLANEOUS DISCUSSION:
Fire Chief Gear announced the "AQ Senior and CommUNTTY Picnic' is
scheduled for Thursday, September 19 and noted that Pasco Fire Department
received a $41,000 FEMA grant for two curriculum programs administered to
the Pasco School District students.
Mayor Watkins announced a delegation of staff and councnlmembers are
traveling to Colima, Mexico in early October. Mr. Watkins comrrented that the
City of Pasco is becoming more involved with the world as it has had
communications and dealings with three separate sovereign nations within the
past six months.

There being no fidlier business, the meeting was adjourned at 7.41 PM.
