OF THE HOUSING AUTHORITY OF THE
CITY OF PASCO AND FRANKLIN COUNTY (HACPFC)
August 29,2019
The Commissioners of the Authority met in regular session at the Housing Authority of the
City of Pasco and Franklin County's (HACFPC) administration office, 2505 W. Lewis Street,
Pasco, Washington on Thursday, August29,2019, at 4:00 p.m.
1. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. COMISSIONER ROLL CALL
Upon roll call, those present were as follows:
Present: Bishop, Domingos (anived at 4:05), Dukelow, Garcia
Absent: Griffith

Present: Kathy Jones, Executive Director
Matt Truman, Chief Financial Officer
Brett Sanders, Director of Maintenance/Capital Fund
Adella Salinas, Director of Housing Services
Scott Moore, Security Specialist/HQS Inspector
VISITORS Michele Sharrer, HACPFC Tenant Council President
3. APPROVAL OF AGENDA:
Mr. Garcia made a motion to approve the agenda as presented. Ms. Dukelow seconded the
motion and it passed unanimously,4 ayes,0 nays.
4. CONSENT AGENDA
The consent agenda was approved as submitted. trncluded were the minutes of the regular
meeting of May 30,2019, and the checks listings for May 2019 - Bank of the West General
Operating Account checks numbered 64928-65139 totaling 5364,120; Bank of the West
General Operating Account checks for the month of June 2019 numbered 65140-65344
totaling $339,107; and Bank of the West General Operating Account checks for the month
of July 2019 numbered 65345-65555 totaling $327,932. Also, approval of bad debt write
offs for rent, utility billing, and miscellaneous in the amount of $4,821.50 and, of that
amount, $4,82i.50 will be turned over for collection plus the collection processing fees.

orinterest to apply for vASH vouchers. we have
obtained a letter of support from the Walla Walla Veteran's
Administration.
Attended a Community Hall meeting with Charter to discuss providing
internet access to the low-income population.
The Franklin county 2060 contract was signed - the monies will provide
new water heaters for the Affordable Apartments.

o A new Intake & Eligibility Specialist was hired for the front desk.
o Held in-house training for the new landlord tenant eviction laws.
Prepared the survey given by HUD's OIG (Office of the Inspector
General) office and will participate in the upcoming conference call.
(b) Finance (Mr. Truman)
. Completed the FDS report and submission.
(c) Maintenance and Capital Fund (Mr. Sanders)
o ZBA Architects has completed materials testing on the administrative
building roof and the High Rise canopy. The specifications have been
completed and contracts are being prepared.
o The High Rise switch gear electrical project has completed and the
surrounding area is being finished with new landscaping and inigation.
o New sand has been placed in 5 playground areas throughout our
developments and at the on-site Boys & Girls Club. An unsafe piece of play
equipment has been removed from one of the areas.
o The swamp cooler on top of the High Rise has been replaced. This unit cools
the hallways and common areas of the building.
o New air conditioners have been installed in 180 apartments.
o REAC Inspections were conducted in AMPS 1 (score of 82) and 2 (score of
e0).
(d) Housing Programs (Ms. Salinas)
o Working on SEMAP submittal.
o There is only one vacancy in the Affordable Apartments.
o Our Section 8 count is 250.
(e) Security (Mr. Moore)
o Mr. Moore participated in new U.S. Department of Housing and Urban
Development (HUD) inspections training.

OTHER BUSINESS
(a) Tenant Council President's Report
Ms. Sharrer informed the Board that the Pflueger Rec Center is now open Monday
and Wednesday afternoons for tenants to utilize the pool table, assorted games and
puzzles. The council is also seeking first aid and fire extinguisher use training.
EXECUTIVE SESSION
At 4:30 p.m. the commissioners went into Executive Session per RCW 42.30.110 (g) for 5
minutes.
9, RECONVENE OPEN SESSION
The open session was reconvened at 4:35 p.m.
10. ADJOURNMENT
The meeting was adjourned at 4:36 p.m.
The Board of Commissioners will next meet in regular session on September 26,2019,4:00 p.m.
