ATTENDANCE: Commissioners Present: Tanya Bowers, Joseph Campos, Anne Jordan, Abel Campos, Zahra Roach, Pam Bykonen, Jerry Cochran Staff Present: Rick White (Community & Economic Development Director), Michael Morales, (Community & Economic Development Deputy Director), Jacob B. Gonzalez (Senior Planner), Krystle Shanks (Administrative Assistant II) MEETING VIDEO ON DEMAND: This meeting in its entirety has been posted and can be viewed on the City's webpage at https://Psctv.viebit.com. APPEARANCE OF FAIRNESS: Chairperson Roach read a statement about the appearance of fairness for hearings on land use matters. There were no declarations. Chairperson Roach then asked the audience and the Planning Commission if there were any objections based on a conflict of interest or appearance of fairness question regarding the items to be discussed. There were no objections. ADMINISTERING THE OATH: Chairperson Roach explained that state law requires testimony in quasi-judicial hearings such as held by the Planning Commission be given under oath or affirmation. Chairperson Roach swore in all those desiring to speak. APPROVAL OF MINUTES: Commissioner Bowers moved, seconded by Commissioner Bykonen that the minutes dated June 20, 2019. The motion passed unanimously. OLD BUSINESS: A. Code Amendment Code Amendment Regarding Maximum Dwelling Height in R-3 and R-4 Zoning Districts (MF# CA 2019-009) Chairperson Roach read the master file number and asked for comments from staff. Rick White, Community & Economic Development Director, discussed the code amendment regarding Planning Commission Meeting Page 1 July 18, 2019 maximum dwelling height in R-3 and R-4 zoning districts. Staff did not have further discussion to add since previous meetings. Commissioner Cochran moved, seconded by Commissioner Bowers, the Planning Commission recommend to City Council the adoption of the proposed amendment to increase maximum dwelling height in the R-3 and R-4 zoning districts as contained in the July 18, 2019 memorandum. The motion passed unanimously. A. Code Amendment Code Amendment Regarding Sidewalk Requirements (MF# CA 2019-011 Chairperson Roach read the master file number and asked for comments from staff. Jacob B. Gonzalez, Senior Planner, discussed the code amendment regarding sidewalks requirements. He briefly explained updates to the sidewalk inventory map contained in the staff report. There was discussion between Commissioners and Staff pertaining to ridership data, maps and the timeline for the proposed code amendment. Commissioner A. Campos moved, seconded by Commissioner Bykonen, the Planning Commission recommend to the City Council the adoption of the proposed code amendments for street improvements in the RS -12 and RS -20 residential zoning districts as contained in the July 18, 2019 Planning Commission staff report. The motion passed unanimously. PUBLIC HEARINGS: A. Special Permit Location of Franklin County Museum Annex Building (Franklin County Historical Society) (MF# SP 2019-002) — Continued from a previous meeting Chairperson Roach read the master file number and asked for comments from staff. Jacob B. Gonzalez, Senior Planner, discussed the special permit application for the location of the Franklin County Museum Annex Building. Staff recommended once again continuing this item to a future date allowing the applicant to work on their plans. There was discussion between Commissioners and Staff regarding parking for the site and potential shared parking. Commissioner J. Campos moved, seconded by Commissioner Cochran, to continue the public hearing for the special permit on the proposed location of an annex building for the Franklin County Museum in the R-3 (Medium Density Residential) zoning district to a later date. The motion passed unanimously. B. Code Amendment Code Amendment Regarding Revisions to Planned Unit Developments (MF# 2019-010) — Continued from a previous meeting Planning Commission Meeting Page 2 July 18, 2019 Chairperson Roach read the master file number and asked for comments from staff. Jacob B. Gonzalez, Senior Planner, discussed the code amendment regarding revisions to Planned Unit Developments. The focus of a Planned Unit Development to allow for a more flexible development tool. The code amendment would address the minimum site area as well as open space and density bonus. There was discussion between Commissioners and Staff regarding the percentage of open space, density bonus and PUD features or standards as well as definitions they wished to be addressed in the code amendment. Commissioner Bowers moved, seconded by Commissioner J. Campos, to continue the public hearing on the revisions to the Planned Unit Development ordinance to a later date. The motion passed unanimously. C. Block Grant 2020 Community Development Block Grant (CDBG) Allocations (MF# BGAP 2019-003) Chairperson Roach read the master file number and asked for comments from staff. Rick White, Community & Economic Development Director, discussed the 2020 Community Development Block Grant (CDBG) Allocations. This is the second public hearing for this item. The first hearing public testimony and comments were received. Included in the staff report were staff recommendations for the allocations, including one new project for affordable/emergency housing assistance. There was no further public testimony or comments. Commissioner Cochran moved, seconded by Commissioner A. Campos, the Planning Commission close the public hearing and recommend the City Council approve the use of funds for the 2020 Community Development Block Grant Program as set forth in the "2020 Fund Summary" as recommended by Staff. The motion passed unanimously. D. Block Grant 2020 HOME Fund Allocations (MF# BGAP 2019-004) Chairperson Roach read the master file number and asked for comments from staff. Rick White, Community & Economic Development Director, discussed the 2020 HOME Fund Allocations. This is the second public hearing for this item. Staff included recommended allocations in the staff report. There was no further public testimony or comments. Commissioner Bowers moved, seconded by Commissioner Cochran, the Planning Commission recommend the City Council approve the use of funds for the 2020 HOME Investment Partnerships entitlement as recommended by Staff. The motion passed unanimously. E. Block Grant 2020 Neighborhood Stabilization Program (NSP) Fund Allocations (MF# BGAP 2019-005) Planning Commission Meeting Page 3 July 18, 2019 Chairperson Roach read the master file number and asked for comments from staff. Rick White, Community & Economic Development Director, discussed the 2020 Neighborhood Stabilization Program (NSP) Fund Allocations. This is the second public hearing for this item. Staff included recommended allocations in the staff report. There was no further public testimony or comments. Commissioner A. Campos moved, seconded by Commissioner Bykonen, the Planning Commission recommend the City Council approve the use of funds for the 2020 Neighborhood Stabilization Program (NSP) entitlement set forth above, as recommended by Staff. The motion passed unanimously. A. Plan Comprehensive Plan Update Chairperson Roach read the master file number and asked for comments from staff. Rick White, Community & Economic Development Director briefly addressed the Comprehensive Plan Update included in the Planning Commission Packet. It was decided that they Planning Commission will review the Comprehensive Plan Update at the August 15, 2019 meeting. ADJOURNMENT: With no further discussion or business, the Planning Commission was adjourned at 8:15 PM.
