CODE ENFORCEMENT BOARD MINUTES
MEETING OF JUNE 6, 2019
A. CALL TO ORDER
Chairperson Gottschalk called the regular meeting of the Code Enforcement Board to order at 7:00 p.m.

C. ADOPTION OF MINUTES:
Board Member Gutierrez moved, seconded by Board Member Granbois, that the minutes of the May 2, 2019
meeting be approved. The motion carried unanimously.
D. DETERMINATION HEARINGS:
Chairperson Gottschalk explained the procedure and purpose for the meeting, noting that the City of Pasco
was the Petitioner and property owners and their authorized representatives who had appeared to discuss the
alleged violations of the Pasco Municipal Code were the Respondents.

Troy Hendren, Inspection Services Manager, asked Code Enforcement Officer, Rosanna Johnson, to read
the case facts into the record.
Ms. Johnson indicated that the cited violations on this property were IFC 304.2 — Failure to remove and
dispose of accumulation of combustible materials and rubbish throughout the structure, IFC 901.6.1 —
Failure to complete all required corrections and schedule a Fire Safety Re -inspection for this location,
IPMC 307.1 — Failure to provide a handrail leading down the basement stairs, IPMC 604.3 — Failure to
correct electrical violations and a licensed electrician must make the repairs and obtain a permit through
L&I, NEPA 10:6.1.3.4 — Failure to provide required fire extinguishers throughout structure, PMC
16.05.010 — No City of Pasco building permits for installation of habitable improvements or change of
occupancy for residential use and PMC 25.90.020 — Unpermitted residential occupancy of the rear of this
C-2 zoned structure.
Ms. Johnson discussed the notification process for violations observed, previous notices sent and
violations on this property. Based on a final inspection of the property completed on June 6, 2019, the
property was still in violation of the Pasco Municipal Code according to staff.
The City of Pasco recommended giving the respondent 10 days to abate any remaining violations or pay a
daily penalty of $50 per day for 10 days.

CODE BOARD DECISION: Board Member Speer moved, seconded by Board Member Gutierrez, that
the actions taken by the City were appropriate and timely. The motion carried unanimously.
Board Member Gutierrez moved, seconded by Board Member Granbois, to give the respondent 30 days to
abate any remaining violations or pay a daily penalty of $50 per day for 10 days. The motion carried
unanimously.
b. Amendments
City of Pasco vs. Centeno, Ana Maria case number CEB2019-0458, for the property located
at 616 W. Bonneville Street
c. Dismissals
d. Motion
Board Member Speer made a motion to approving Resolution No. 2019-006, Board Member Granbois
seconded. The motion carried unanimously.
E. STAFF REPORT AND OTHER BUSINESS:
Troy Hendren, Inspection Services Manager, stated that the next hearing is scheduled for July 11, 2019.
F. ADJOURNMENT
There being no further business before the Pasco Code Enforcement Board, the meeting was adjourned at 7:21
p.m.
