APRIL 16, 2019
MEETING MINUTES
Call to Order:
The meeting was called to order at 4:01 p.m., by PPFD President Morrissette, in Conference Room No.
1 at Pasco City Hall. Quorum began at 4:02 p.m.
Roll Call:
Board Members Present: Spence Jilek, Leonard Dietrich (telephonically), Mark Morrissette, and
Caroline Bowdish (arrived at 4:02 p.m.).
Also Present: Stan Strebel, Deputy City Manager, Eric Ferguson, City Attorney, and Zach Ratkai,
Administrative & Community Services Director.
Approval of Minutes:
It was motioned by Mr. Dietrich, seconded by Mr. Jilek, and carried to approve the minutes of the
January 18, 2019 Meeting.
Claims Approval:
President Morrissette presented first quarter Claims History. It was motioned by Mr. Jilek, seconded
by Mr. Dietrich, and carried to approve payment of first quarter claims in the total amount of
$133,945.18.
Financial Report:
President Morrissette presented the first quarter Operating Statement. The first quarter Net Assets
Statement was also presented reflecting an actual Net Asset balance of $27,033.00. Following that
discussion, the remainder of the Financial Report was accepted as presented.
Reports from Committees:
• Kennewick Convention Center Advisory Board did not hold meeting.
• Mr. Strebel stated the Regional Public Facilities District is reorganizing and a meeting was
scheduled at Richland Community Center on April 24 at 6:00 p.m. Mr. Strebel encouraged PPFD
memberships interested in RPFD to attend. The meeting was cancelled after PPFD meeting.
Old Business/New Business/Other Business:
The Board discussed Kennewick's bond obligation retirement in 2027. It was determined sales tax
from retired bonds cannot be diverted to Pasco aquatics center as sales tax must be voted on.
The Board discussed House Bill 1499. The Board determined if passed, a special PPFD meeting would
be convened.

The Board discussed membership terms for PPFD and membership for RPFD. Carol Bowdish is up
for re -appointment.
The next PPFD meeting will be on July 16, 2019 at 4:00 p.m.

1 AN ACT Relating to authorizing certain public facilities
2 districts to acquire, construct, own, remodel, maintain, equip,
3 reequip, repair, finance, and operate one or more recreational
4 facilities other than a ski area with voter approval; and amending
5 RCW 35.57.020.
6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
7 Sec. 1. RCW 35.57.020 and 2010 c 192 s 2 are each amended tc
8 read as follows:
9 (1)(a) A public facilities district is authorized to acquire,
10 construct, own, remodel, maintain, equip, reequip, repair, finance,
11 and operate one or more regional centers. For purposes of this
12 chapter, "regional center" means a convention, conference, or special
13 events center, or any combination of facilities, and related parking
14 facilities, serving a regional population constructed, improved, or
15 rehabilitated after July 25, 1999, at a cost of at least ten million
16 dollars, including debt service. "Regional center" also includes an
17 existing convention, conference, or special events center, and
18 related parking facilities, serving a regional population, that is
19 improved or rehabilitated after July 25, 1999, where the costs of
20 improvement or rehabilitation are at least ten million dollars,
21 including debt service. A "special events center" is a facility,

1 available to the public, used for community events, sporting events,
2 trade shows, and artistic, musical, theatrical, or other cultural
3 exhibitions, presentations, or performances. A regional center is
4 conclusively presumed to serve a regional population if state and
5 local government investment in the construction, improvement, or
6 rehabilitation of the regional center is equal to or greater than ten
7 million dollars.
8 (b) A public facilities district created under RCW
9 35.57.010 (1) (e) :
10 (i) Is authorized, in addition to the authority granted under (a)
11 of this subsection, to acquire, construct, own, remodel, maintain,
12 equip, reequip, repair, finance, and operate one or more recreational
13 facilities other than a ski area;
14 (ii) If exercising its authority under (a) or (b)(i) of this
15 subsection, must obtain voter approval to fund each recreational
16 facility or regional center pursuant to RCW 82.14.048 ( (+3+) ) (4) (a) ;
17 and
18 (iii) Possesses all of the powers with respect to recreational
19 facilities other than a ski area that all public facilities districts
20 possess with respect to regional centers under subsections (3), (4),
21 and ( 7 ) of this section.
22 _(c) A public facilities district created under
23 RCW 35.57.010(1)(a) by a city or town that participated in the
24 creation of an additional public facilities district under
25 RCW 35.57.010 (1) (e) :
26 (i) Is authorized, in addition to the authority granted under (a)
27 of this subsection, to acquire, construct, own, remodel, maintain,
28 equip, reequip, repair, finance, and operate one or more recreational
29 facilities other than a ski area;
30 (ii) If exercising its authority under (c)(i) of this subsection,
31 must obtain voter approval to fund each recreational facility
32 pursuant to RCW 82.14.048(4)(a); and
33 (iii) Possesses all of the powers with respect to recreational
34 facilities other than a ski area that all public facilities districts
35 possess with respect to regional centers
36 (2) A public facilities district may enter into contracts with
37 any city or town for the purpose of exercising any powers of a
38 community renewal agency under chapter 35.81 RCW.

1 (3) A public facilities district may impose charges and fees for
2 the use of its facilities, and may accept and expend or use gifts,
3 grants, and donations for the purpose of a regional center.
4 (4) A public facilities district may impose charges, fees, and
5 taxes authorized in RCW 35.57.040, and use revenues derived therefrom
6 for the purpose of paying principal and interest payments on bonds
7 issued by the public facilities district to construct a regional
8 center.
9 (5) Notwithstanding the establishment of a career, civil, or
10 merit service system, a public facilities district may contract with
11 a public or private entity for the operation or management of its
12 public facilities.
13 (6) A public facilities district is authorized to use the
14 supplemental alternative public works contracting procedures set
15 forth in chapter 39.10 RCW in connection with the design,
16 construction, reconstruction, remodel, or alteration of any regional
17 center.
18 (7) A city or town in conjunction with any special agency,
19 authority, or other district established by a county or any other
20 governmental agency is authorized to use the supplemental alternative
21 public works contracting procedures set forth in chapter 39.10 RCW in
22 connection with the design, construction, reconstruction, remodel, or
23 alteration of any regional center funded in whole or in part by a
24 public facilities district.
25 (8) Any provision required to be submitted for voter approval
26 under this section, may not be submitted for voter approval prior to
27 January 1, 2011.
