CODE ENFORCEMENT BOARD MINUTES
MEETING OF FEBRUARY 7, 2019
A. CALL TO ORDER
Chairperson Gottschalk called the regular meeting of the Code Enforcement Board to order at 7:00 p.m.

C. ADOPTION OF MINUTES:
Board Member Rawlinson moved, seconded by Board Member Granbois, that the minutes of the January 3,
2019 meeting be approved. The motion carried unanimously.
D. DETERMINATION HEARINGS:
Chairperson Gottschalk explained the procedure and purpose for the meeting, noting that the City of Pasco
was the Petitioner and property owners and their authorized representatives who had appeared to discuss the
alleged violations of the Pasco Municipal Code were the Respondents.
a. Hearings
i. City of Pasco vs. Treio, Reyna case number CEB2018-0490 for the Property located at 932
S 8's Ave
Troy Hendren, Inspection Services Manager, asked Code Enforcement Officer, Martin Barajas, to read
the case facts into the record.
Mr. Barajas indicated that the cited violations on this property were IPMC 302.8 — Expired tabs on
vehicle on the south side of the property in the easement, PMC 12.12.047(A) — Planting strip is complete
with exposed soil and does not meet the minimum landscaping requirements, PMC 12.12.047(C) —
Parking and storing vehicles on the planting strip, PMC 25.66.040(6) — More than one occupational
vehicle stored at this location, AMC 25.75.050(4) — Front yard is bare, lacks live vegetation, does not
meet the minimum landscaping requirements, PMC 9.60.020(3) — Basketball hoop stored on the street
and vehicles in the easement on the south side of the property obstructs access and PMC 9.60.030(6) —
Trash and debris around the property in the planting strip and along the southern fence in the easement.
Mr. Barajas discussed the notification process for violations observed, previous notices sent and
violations on this property. Based on a final inspection of the property completed on February 7, 2019,
the property was still in violation of the Pasco Municipal Code according to staff.
The City of Pasco recommended giving the respondent 10 days so sign a voluntary correction agreement
and 10 days to correct any remaining violations on the property or pay a penalty of $50 per day for 10
days.

CODE, BOARD DECISION: Board Member Rawlinson moved, seconded by Board Member Granbois,
that the actions taken by the City were appropriate and timely. The motion carried unanimously.
Board Member Rawlinson moved, seconded by Board Member Gutierrez, to create a voluntary correction
agreement with the City within 10 days and to comply by March 25, 2019 with the removal of the
vehicles and complete all landscaping by April 30, 2019 or pay a daily penalty of $50 per day for 10 days.
The motion carried unanimously.

Troy I lendren, Inspection Services Manager, asked Code Enforcement Officer, Rosanna Johnson, to read
the case facts into the record.
Ms. Johnson indicated that the cited violations on this property were IPMC 302.8 - Multiple
inoperative/unregistered vehicles kept in the rear of the property, PMC 12.12.047(C) - Parking vehicles
on the planting strip in dont of home, PMC 9.60.030(l 1) - Dilapidated chain link fence along rear
property at the alley must be removed or repaired and PMC 9.60.030(12) - Disassembling vehicles and
storing auto parts (tires, engine, car seats, bumpers) in the rear of the property outside of an enclosed
structure.
Ms. Johnson discussed the notification process for violations observed, previous notices sent and
violations on this property. Based on a final inspection of the property completed on February 7, 2019,
the property was still in violation of the Pasco Municipal Code according to staff.
The City of Pasco recommended imposing a repeat penalty of $400.
Rafael Carillo, 1711 N. T" Avenue, spoke on behalf of this case.
CODE BOARD DECISION: Board Member Gutierrez moved, seconded by Board Member Rawlinson,
that the actions taken by the City were appropriate and timely. With Board Member Granbois recused,
the motion carried with three voles.
Board Member Gutierrez moved, seconded by Board Member Rawlinson, to impose a repeat penalty of
$400. With Board Member Granbois recused, the motion carried with three votes.

Board Member Rawlinson made a motion to approving Resolution No. 2019-002, Board Member
Gutierrez seconded. The motion carried unanimously.

There being no further business before the Pasco Code Enforcement Board, the meeting was adjourned at 7:36
p.m.
