Jones, which was written as an addendum to Walter Oberst's "Railroads, Reclamation, and the Rivers; A History of Pasco." B. Staff reported on the CLG and NPS Grants as well as the interviews for the East Pasco sites of African American Cultural Significance. C. Commissioners discussed possible approaches to securing an audience with BNSF regarding potential RR museum property, including a dollar-limited real estate contract. D. Commissioner Stafford brought in vintage photos of buildings located at the southwest corner of Lewis and 8th Avenue and the southwest corner of 6th and Columbia Street E. Commissioner Bergstrom reported on the NAS Pasco Aviation Museum grand opening and invited commissioners to a tour of the museum to be held October 1, 2018 at 10:00 a.m. She also noted that the museum hours will initially be Friday-Saturday 10:00 a.m. to 4:00 p.m. VII. 5:55—OTHER BUSINESS: A. Yd Ave Pasco WA 99301 Re: City of Pasco Survey and Public Outreach Project Mr. Adams, This letter is intended to update you on the status of the City of Pasco survey and public outreach project. Harris Environmental has completed a portion of the work associated with this project-including conducting one public meeting and the fieldwork, a reconnaissance survey as indicated in the scope of work submitted. The documentation and reporting portions of the project are in-process and ongoing at this time. The first public outreach meeting was held on June 27th, 2018 at the Kurtzman Park police mini-station, within the East Pasco neighborhood. Prior to the meeting, Harris Environmental attended the Juneteenth celebration at Kurtzman Park in order to advertise and to establish a presence with community members. The meeting was well attended and resulted in a lively discussion of the history of the area. Several properties were discussed, a rough list of properties to be surveyed was compiled and contacts were established. Fieldwork, in the form of a reconnaissance-level survey was conducted on August 13th-15th, 2018. Harris Environmental visited a total of nine (9)properties (see Table 1)within, or adjacent to the study area as outlined in the solicitation. Each property was photographed on all sides and extensive notes were taken on the appearance and structural details of each.Photographs were taken of any distinguishing details and/or aspects of the properties that would diminish their integrity for consideration for listing on the National Register of Historic Places. Washington State Historic Property Inventory(HPI) forms are in the process of being prepared for each property, based on the results of the fieldwork and on ongoing background research. Each of these forms will include all photographs taken as well as a description of the property and a brief context statement for the African American community in East Pasco, as well as the individual property and its place within that community. Background research has been conducted with the State of Washington, the City of Pasco, the Franklin County Historical Society and other local and online sources. The results of the fieldwork and background research will be synthesized into a report that follows the Washington State Reporting Standards and includes: an introduction, survey methodology, analysis of the properties and their potential significance, as well as recommendations for further study. The report will include maps of the survey area,photographs of each property and a table with local and National Register eligibility recommendations. Harris Environmental is currently working with Delia Hagan of Historical Consulting to share information recorded during this phase of the survey and to aid in a smooth transition into the next phase of documentation. It will also include the completion of a final report and forms,which will have been approved by the City of Pasco, the Department of Archaeology and Historic Preservation (DAHP) and all other relevant entities.
