(REPEAT) PMC 16.04.0 10 Vio lation: Failure to secure a C ity of Pasco building pe m1it where a permit is required (IBC 105 .1 and IRC 105.1). Correcti ve Action: Di sco ntinue all constructio n acti v ities and submit an application for a building permit from the Cit y o f Pasco (call (509) 543-5721 for information on pem1it requirements ). If no permit can be o bta ined, unp ermi tt e d cons truc ti on mus t be re moved . Description : Op erating a prohibited home occupatio n (auto repair & service). PMC 25.150.020 Vio lation: Operating a prohibited and unlicensed hom e occup ati on . Correcti ve Action: IMME DIATELY di scontinue a ll prohibited ho me occupation activ ities. Description: More than one in operable veh icle s tored in the rear yard of this property . PMC 25. 70.150 (2) (a-d) Violation: O nl y one (I) ino perable ve hic le may be sto red out s ide of a full y enclosed building on the pro perty in any reside ntial zone. Correcti ve Action: Store all ino perable vehicl es w ithin an e nclosed building (such a s a garage or shed). One vehi c le may be s tored an e nclosed building in compliance with the provisions above. All other vehicles mu st be removed from the property or made operab le. Store a ll vehi c le parts in an enclosed building, within the vehicle or remove the parts from the property. CEB Agenda Description: Using th e driveway front driveway and rear parking area for the repair and service of vehicles. PMC 25.78.030 (2) Violation: Using the driveway for the storage of equipment or materials , or for the sale, re pair or serv icing of vehicl e(s). Corrective Ac tion : Discontinue any of the actions desc rib ed above. All ve hicle repairs must be for personal vehicles only and must be performed within a full y e nclosed building. Equipment and o ther material s must also be stored within an enclosed building. D escription: Persons visiting your property and occupants of yo ur property are parking in and blocking use of the alley. PMC 9.90.030 (3) Violation: Unlawfull y interfering with, obstructing or tending to o bstruct or render dangerou s for passage any public ri ght-of-way (i.e. s tream, publi c park, parkway, square, street, alley, hi ghway or sidewa lk) in th e c ity. Corre ctive Action: Remove all items/objects/ve hi cles/etc . which may be o bstruc ting any public ri ght-of-way. CEB2019-0070 414 W COLUMBIA ST-WOO'S CORPORATION, owner Rosanna Johnson, Code Enforcement Officer Description: Broken window glass and frame. IPMC 304.13 Violation: Windows, skylights, d oors and/or frame s are not b ein g kept in good repair and weather ti ght. Corrective Action: Make any necessary repairs to the above area s so that they are weather tight. Maintain all such area s in goo d repair at all times. D escription: Unit ent1 y doors are delaminated and/or damaged so they do not properly lo ck and o th ers are swollen making it difficult to open the door from within th e unit. Do or latch throws do not enter the door jamb deep enoug h to properly s ecure the door, damaged door jambs and screws stickin g out of exterior doors. (REPEAT) IPMC 304.15 Violation: Exterior door, door assembly or hard ware is in bad condition or loc ks on entry do ors are not secure. Correc ti ve Action: Repair exterior door, door assembl y, or hardware and/or lo cks on entry do ors where there are defe cts. D escription : Missing window lo ck. lPMC 304.18.2 Violation: Window is mi ssing a required window sash lo cking device. Corrective Action: Install a window sash locking device or new window with a sash locking device for all windows located in whole or in part within 6 feet above ground level or a walking surface be low that provides access to a dwelling or rooming unit. In stallati on of new windows requires a Cit y of Pasco building permit. Description : Missing portions of drywall and damaged ce iling and wa lls due to water leaks. IPMC 305.3 CEB Agenda Violation: Int erior surfaces (i.e. wind ows, doo rs, fl oors, ceilings, e tc .) a re un sa nitary or dam aged . Correc tiv e Action: C lea n and sa nitize all interio r surfaces and/or rep a ir peeling, chipping, flaking or abraded paint. Crac ked or lo ose plas ter, decayed wood and other defecti ve surfac e conditi ons need to be repaired. Surfaces which cannot be repaired must be replaced. Violation: Interior surfaces (i.e. windows, doors , floors , ceilings, etc.) are unsanitary or damaged. Corrective Action: Clean and sanitize all interior surfaces and/or repair peeling, chipping, flaking or abraded paint. Cracked or loose plaster, decayed wood and other defective surface conditions need to be repaired. Surfaces which cannot be repaired must be replaced. Violation: Interior surfaces (i.e. windows, doors, floors, ceilings, etc.) are unsanitary or damaged. Description: Failure to properly treat for cockroaches and remove debris, carcasses, feces etc from s urfa ces within rooms. !FMC 309.J Violation: Failure to extenninate and maintain the structure free from insect and rodent infestation. Corrective Action: Promptly exterminate insect and/or rodent infestation by approved processes that will not be injurious to human health. Maintain structure free of infestation and take proper precautions to prevent re-infestation. The owner is required to submit a written p est control plan prepared by a pest control company, carrying an active City of Pasco business license, and copies of the service ticket. Description : Ventilation fan in bathroom is inoperable. IPMC 403.2 Violation: No operable fan or openable window in bathroom as required. Corrective Action: Repair or install an approved mechanical ventilation system or an openable window (installation of windows and mechanical ventilation systems require a City of Pasco building permit). Description: Toilet damaged, not flushing, tub spout leaking and/or damaged, showerhead leaking, leak under bathroom sink, bath sinkfaucet loose. IPMC 504.1 Violation: Plumbing fixtures are not kept in working order or are not free of obstructions, leaks , or defects . Corrective Action: CEB Agenda Repair or replace plumbing fixture(s) so that it is in good working order and able to perform the functions for which it was designed. D escription: Failure to provide a working heater within the dwelling unit IPMC 602.3 Violation: Allowing occupancy of a dwelling or sleeping unit without adequate heat in all habitable rooms. Corrective Action: Install or repair heating system so as to supply adequate heat to all habitable rooms, bathrooms and toilet rooms. D escription: Damaged wall receptacles, missing outlet and telephone jack wall plate covers, unsecured light switches and th ermostats and missing thermostat cover. IPMC 605. J Violation: Failure to maintain electrical equipment, wiring and appliances in a safe and approved manner. Corrective Action: Repair or replace any defective electrical equipment, wiring and/or appliances which are not maintained in a safe and approved manner. Description: Baseboard and radia nt heater s are being replaced by wall heaters without first obtaining a permit from Labor & Industries and the City of Pa sco. Repairing floor joists and replacing damaged drywall and in s ulation in the bathroom ceiling of JI 0 without a building p ermit. PMC J 6. 05 . OJ 0 Violation: Failure to secure a City of Pasco building pennit where a permit is required (IBC 105 .1 and IRC 105. I). Corrective Action: Discontinue all construction activities and s ubmit an application for a building permit from the City of Pasco (call (509) 543-5721 for information on permit requirements). Ifno pennit can be obtained, unpermitted construction must be removed. D escription : Renting motel rooms on a long term basis as apartments (30+ days) without a City of Pasco rental license. This property was den ied a special permit for long -term dwelling units on upper floors p er Resolution No. 3 750. (REPEAT) PMC 5.60.010 Violation: A City of Pasco rental license is required for all rental dwelling unit(s). Corrective Action: A City of Pasco rental license is not attainable for this property per Resolution No. 3750 signed January 23, 2017. Discontinue renting of room s a s long term rentals at this lo cation (any room re nted for 30 days or more) immediately. Give all current long term tenants proper written notice to vacate with no le ss than the time required by the Washington State Landlord Te nant laws. Thi s notice must be delivered to each tenant no later than 2/25 /2019 and a copy of each notice provided to the Code Enforcement Department. D escription: Renting motel rooms as long term dwelling units without.first submitting a passing habitability inspection report for each room. PMC 5.60.030 Violation: A certificate of inspection is required to be submitted to the City for all rental dwelling unit(s). Corrective Action: Submit a certificate of inspection for the rental dwelling unit(s) (call (509) 543-5743 to schedule a habitability insp ection or submit an approved HUD inspection report). Description: Graffiti carved intofitrniture and appliances. PMC 9.J 20.050 Violation: Permitting graffiti to remain unabated on any portion of any property. Corrective Action: Remove or paint over all graffiti until it is no longer visible. Maintain property free from graffiti. CEB Agenda CEB2019-00761707 W BONNEVILLE ST-KATHY ELDHARDT, owner Rosanna Johnson, Code Enforcement Officer Description: Inoperable, wrecked vehicle stored in the rear of this property off th e alley. (REPEAT) IPMC 302.8 Violation: Allowing inoperative or unlicensed motor vehicles to be parked, kept or stored on any premises, and/or allowing vehicles at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth at an approved location. Corrective Action: Remove all vehicle(s) in the condition(s) described above from the property or move said vehicle(s) to an enclosed structure where the vehicle is out of public view and/or discontinue painting vehicles at this location. D escription: Plywood, brokenfi1rniture, tires, vehicle parts stored outside the garage. (REPEAT) PMC 9.90.040 (6) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping , disposing , throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material , metal , organic or inorganic material on areas of the property other than approved garbage containers. Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. CEB2019-0083 2103 N 18TH DR -ROBERT D IRWIN (ET AL), owner Rosanna Johnson, Code Enforcement Officer Description: Window in th e garage facing W Ella street is broken. IPMC 304. I 3.1 Violation: Windows have cracks, holes or are completely broken out. Corrective Action: Repair or replace all damaged or destroyed windows. Description: Accumulation of l eaves and other vegetative waste on the public sidewalk is creating an obstruction and hazard for pedestrians. (REPEAT} PMC 9.90.030 (3) Violation: Unlawfully interfering with, obstructing or tending to obstruct or render dangerous for passage any public right-of-way (i.e. stream, public park, parkway, square, street, highway or sidewalk) in the city. Corrective Action: R emove all items/objects/vehicles/etc. which may be obstructing any public right-of-way. Description: Accumulation of cardboard boxes unde r th e carport and dry leaves throughout which pose a fire hazard. PMC 9.90.040 (JO) Violation: Trash, litter, rags, accumulations of empty barrels, boxes, crates, packing cases, mattresses, bedding, excelsior, packing hay, straw, or other packing material; lumber or scrap metal not neatly piled or anything which may be a fire danger. Corrective Action: Remove and lawfully dispose of all trash, litter, and other debris which is not neatly piled and/or which is a fire danger. Description: Weeds (including trees of heaven shoots) and grass have grown to a he ight in excess of 12" in height and are dry. (REPEAT) PMC 9.90.040 (16) CEB Agenda Violation: Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals, and/or has reached a height of twelve inches (12"). Corrective Action: Eradicate wee ds by chemicals, cutting or other acceptable means so that the y do not exceed twelve inches ( 12 "), encroach on neighboring properties, co nstitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the property and lawfully disposed of. D escription : Trash, litter, and miscellaneous d ebris under the carport and in the s ide yard in unapproved containers (torn garbage bags, shopping cart, boxes etc). (REPEAT) PMC 9.90.040 (6) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refu se, cans, bottles, paper or paper material, metal, organic or inorgani c material on areas of the property other than approved garbage containers.
