THIS ADDENDUM is made and entered into this SO day of March, 2018, by and
between the following parties:
City of Pasco
City of Kennewick
City of Richland
City of West Richland
Benton County
Franklin County
SECTION 1 -PURPOSE
The Tri -Cities Metro Drug Task Force (Metro) is primarily funded by the Byrne JAG Grant, the
High Intensity Drug Trafficking Area (HIDTA) Program and the Drug Enforcement
Administration (DEA). The Byrne JAG Grant is primarily utilized for funding the legal
secretary position and portions of the Metro Commander and Metro Sergeant's position. The
HIDTA funding has primarily been utilized for confidential buy funds, personnel overtime, and
training reimbursement. The DEA has provided office space and electronic equipment.
Metro applied for the 2017 Byrne JAG Grant as it has for numerous years. The Grant application
was approved and the release of the funding should have occurred after the beginning of the
2017 federal fiscal year, which runs from October 1 to September 30. As of February 9, 2018,
the Byme JAG Grant has not been released by the Department of Justice. This has caused a
financial shortfall for the task force.
Metro's fiscal year runs from July 1 to June 30. The Task Force was able to utilize reserves
through December of 2017 to cover the financial shortfall generated as a result of not receiving

the Byrne JAG Grant. However, to complete the current fiscal year (to June 30) the task force is
expected to require an additional $105,000 to maintain its current operations and meet all
financial obligations, which includes ending the fiscal year with an operating reserve of $30,000.
It is the parties intent to adopt the foregoing formula to address the current shortfall and address
the potential for a future shortfall during the next fiscal year through June 30, 2019.
IN CONSIDERATION of the mutual covenants contained herein, the parties agree to amend the
Metro Interlocal Agreement for an interim period as follows:
SECTION 2 — AMENDMENT
Section 1. Section 5 of the Interlocal Agreement pertaining to the Task Force is hereby
amended, adding subsection (e) which reflects the following formula the parties agree to utilize
on an interim basis to cover the budget shortfall due to the delay/loss of grant funding as follows:
"e. The following formula was approved by the Metro Executive Board on February
8, 2018:
(1) 75% of the legal secretary position — paid by Benton County.
(2) ' 25% of the legal secretary position -- paid by Franklin County.
(3) Remainder of the shortfall — split equally between all 6 jurisdictions
(Benton County, Kennewick„ Richland, West Richland, Franklin County
and Pasco).
To satisfy the projected shortfall ($105,000) to the end of the current fiscal year
(June 30, 2018), and utilizing the above formula, the jurisdictions would be
responsible for the following:
• Benton County -

• Franklin County -
$24,779
• Kennewick -
$ 2,943
• Richland -
$ 2,943
• West Richland -
$ 2,943
• Pasco -

Total $105,000
(4) The formula utilized in this addendum will remain in effect after the
conclusion of the 2017-2018 Metro fiscal year, but will last no longer than
June 30, 2019, unless a new agreement is deemed appropriate by all
parties."

Section 2. All other terms and conditions contained in the Metro Interlocal Agreement dated
May 16, 2017, not specifically amended above or inconsistent with the terms as amended above
shall remain in full force and effect.
