REFERENCE(S): Proposed Ordinances Nos. 4410 - 4411 II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: MOTION: I move to adopt Ordinance No. 4410 and 4411 amending the 2018 Annual Operating Budget and the 2018 Capital Projects Budget of the City of Pasco by providing supplement thereto; by appropriating revenue received in excess of estimated revenues for the current year and by providing transfers and adjustment authority and, further, authorize publication by summary only. III. FISCAL IMPACT: $200,000 - Marina Fund IV. HISTORY AND FACTS BRIEF: Pasco experienced a significant and abnormal snow accumulation during the 2016 winter months causing Dock A at the Pasco Boat Basin to collapse. Since that time, staff has been working with our insurance carrier, Columbia Marine Center (leasehold operator on site), Columbia Marine’s insurance carrier and the United States Army Corps of Engineers (USACE) on the process of replacing the dock. This has been a complex process and work has occurred on and off-site in phases throughout the year. V. DISCUSSION: Most recently, due to the mild weather and favorable construction schedule, work on the dock was able to progress much quicker than was estimated at the time the supplemental budget was developed. As a result expenses associated with the dock Page 2 of 5 replacement exceed what was included in the supplemental budget. The additional project expenditure of approximately $200,000 in 2018 will lessen needed expenditures for the project in 2019 by a like amount. From a project cost standpoint the acceleration of some of the work will not increase the overall cost of the project. In addition to the favorable weather, at the time of the supplemental budget preparation staff had not received the Army Corps permit for the work and was not aware of the short window that would be allowed to complete work within the water. In taking these factors into consideration, staff felt that to suspend work until 2019 in order to access 2019 funds and to attempt to make the case to the Corps to amend the permit window so work could restart in early 2019, would put completion of the project in early 2019 at risk and potentially result in higher overall project costs, hence the decision to proceed with the work requiring the Corps permit. While a sound decision financially and strategically, the costs associated with the advanced work on the project necessitate that a $200,000 supplement to the 2018 Marina budget be approved to properly account for construction spending through the end of the current budget year. Page 3 of 5 ORDINANCE NO.__4410__ _________ AN ORDINANCE AMENDING THE 2018 ANNUAL OPERATING BUDGET OF THE CITY OF PASCO BY PROVIDING SUPPLEMENT THERETO; BY APPROPRIATING REVENUE PRECEIVED IN EXCESS OF ESTIMATED REVENUES FOR THE CURRENT YEAR AND BY PROVIDING TRANSFERS AND ADJUSTMENT AUTHORITY. WHEREAS, staff has identified the need to make certain revisions to the 2018 Annual Operating Budget originally adopted through Ordinance No. 4362 on November 20, 2017; and WHEREAS, a Public Hearing has been held subsequent to due notice, and the Cit y Council has after consideration, deemed the proposed Supplement to the Annual Operating Budget necessar y and appropriate; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DO ORDAIN AS FOLLOWS: §1. Pursuant to RCW 35A.33.120, the 2018 Operating Budget be and the same is hereby amended to provide for the following adjustments to beginning fund balances, revenues, transfers in, expenditures, transfers out and ending fund balances b y providing authority for any necessar y transfer of money within or between funds indicated. The following schedule summarizes newly authorized projects as well as continuing projects and constitutes the Capital Projects Budget.
