20 18 meeting be approved . The motion carried unanimously.
D. DETERMINATION HEARINGS :
Chairperson Speer explained the procedure a nd purpose for the meeting, noting tha t the City of Pasco was the
Petitioner and property owners and their a uthorized representatives who had appeared to discuss the alleged
violations of the Pasco Municipal Code were the Respondents .

i. City of Pasco vs. Tovar, Jose case number CEB2018-1674, for the property located at 4020 W.
Opal Street
Troy Hendren, lnspection Services Manager, asked Code E nforcement Officer, Ro sanna Johnson, to read
the case fac t s into the record .
M s. Johnson in dicated that the c it ed vio la tions on this propert y were PMC 8.02.050( I) -Chihuahua and
white boxer roaming the neighborhood without an owner or other res ponsible party present, PMC
8.02.190 -Excess number of dogs on si t e, only 3 allowed but 4 were present and PMC 9 .60 .030(1) -
Dogs on this property are habitually barking which c reates a nuisance to neighboring re sidents.
Ms. Johnson discussed the not ificati o n process for violations observed, previous notices sent and
violations on this property. Based on a final inspection of the property completed on October 31, 2018,
th e property was st ill in v iolation of the Pasco Municipal Code according to staff.
The C it y of Pasco recommended giving the re spondent I 0 days to correct any remaining violat ions on the
property or pay a penalty of $200 per day for I 0 days.

A RESOLUTION finding that code violations have been corrected and may be dismissed without penalty, deferring action on certain cases pending proper notification, accepting vol untary correction agreements, and assessing penalti(
