REGARDING GENERAL AGREEMENT BETWEEN CITY OF PASCO (CITY)
AND
HLA ENGINEERING AND LAND SURVEYING, INC. (HLA)
Project Description:
16010 - James Street Improvements
Local Improvement District Services (PROJECT)
The City of Pasco (City) would like to improve approximately 1,950 feet of James Street, from N. Oregon
Avenue to E. Frontier Loop. The roadway carries a significant amount of truck traffic, is narrow, and in
poor condition. As an alternative to fund the PROJECT, the City desires to explore the potential for a
Local Improvement District (LID) with the adjoining property owners.
Scope of Services:
Phase 1 - Project Formulation
HLA Engineering and Land Surveying, Inc. (HLA), will assist City staff in working through the LID process.
HLA's scope of services will include:
• Work with the City to evaluate up to two (2) different road sections and associated cost estimates.
• Finalize the selected road section and cost estimate for presentation to property owners.
• Prepare conceptual roadway exhibit for presentation to property owners.
• Determine the LID boundary and benefitted parcels.
• Tabulate parcel owner information necessary for the City to provide notification of scheduled
meetings.
• Attend meetings with the individual property owners in the City of Pasco, up to seven (7) meetings. It
appears there may be twelve (12) properties and seven (7) different property owners.
• Prepare meeting materials, as coordinated with the City, and formalize minutes at conclusion of
meetings.
• Based on comments received from meetings and directed by the City, modify the conceptual design
section and associated cost estimate.
Phase 2 - LID Process Assistance
• Prepare a SEPA Checklist for the PROJECT.
• Review property owner petition to form LID, if the Petition Method is used to form the LID.
• Review Environmental Determination.

• Assist with development of method of assessment and equitable distribution of costs to the LID
participants.
• Provide recommendations regarding City financial participation in the PROJECT.
• Assist with preparation of preliminary assessment roll, LID maps, and property owner notices.
• Review resolutions and ordinances prepared as required for the LID. HLA will provide example
documents if requested.
• Review tally of written objections to the LID at completion of the 30-day protest period.
• Review bidding and award process to construct the improvements.
• Review final project costs and assist with preparation of the final assessment roll. Costs will be
assessed to property owners using method established for the preliminary assessment roll.
• Attend meetings with property owners and developers. Prepare meeting materials as requested.
The City will provide or perform the following:
• Coordinate all meetings with Property Owners.
• Make environmental determination based on SEPA Checklist prepared by HLA.
• Prepare and publish public notices as required by LID process and City requirements.
• Mail notices and assessment roles to LID participants.
• Hold and conduct public hearings required by the LID process.
• Work with City-selected bond counsel to assure the LID process follows legal requirements. Prepare
required resolutions and ordinances.
• Maintain records as required to document the LID process.
• Collect LID payments and follow established accounting practices for repaying LID bonds.
• Provide full information as to City requirements of the PROJECT.
• Assist HLA by placing at their disposal all available information pertinent to the PROJECT, including
previous reports, plans, program information, drawings, plats, surveys, utility records, and any other
data relative to the PROJECT.
• Examine all studies, reports, sketches, estimates, specifications, drawings, proposals, and other
documents presented by HLA and render in writing decisions pertaining thereto within a reasonable
time so as not to delay the work of HLA.

Time of Performance:
Phase 1 - Project Formulation
Following authorization to proceed, HLA will diligently pursue completion of this Phase. Time of
completion may be affected by responsiveness ability to attend meetings by property owners.
Phase 2 - LID Process Assistance
Following completion of the Project Formulation Phase, HLA will diligently provide LID Process
Assistance. The time of performance is tied to the LID process, which is unknown at this time.
Fee for Services:
Phase 1 - Project Formulation
All work shall be performed on a time -spent basis at the normal hourly billing rates included in our
General Agreement for an estimated amount of $16,500.00.'
Phase 2 - LID Process Assistance
All work shall be performed on a time -spent basis at the normal hourly billing rates included in our
General Agreement for an estimated amount of $19,000.00'
Additional Services
Any additional work requested by the City shall be performed on a time -spent basis in accordance with
Exhibit C — Schedule of Rates attached to the On -Call Municipal Engineering Services Agreement, plus
reimbursement for direct non -salary expenses, reproduction expenses, and travel costs.
