PROFESSIONAL SERVICES AGREEMENT Chapel Hill Extension LID THIS AGREEMENT is made and entered into between the City of Pasco, a Washington Municipal Corporation, hereinafter referred to as "City", and JF Engineering, PLLC, hereinafter referred to as "Consultant," on the -Zdgrday of `^ , 2018. RECITALS WHEREAS, the City desires to have certain services and/or tasks performed as set forth below requiring specialized skills, training, equipment, and other supportive capabilities; and WHEREAS, the Consultant represents that it is qualified and possesses sufficient skills, experience, equipment, and necessary capabilities, including: technical and professional expertise, when required, to perform the services and/or tasks as set forth in this Agreement upon which the City is relying. NOW, THEREFORE, in consideration of the mutual covenants, and performances contained herein, the parties agree as follows: 1. Scone of Services. The Consultant shall perform such services and accomplish such tasks, including the furnishing of all labor, materials, facilities and equipment necessary for full performance thereof, as identified and designated as Consultant's Responsibilities throughout this Agreement, and as more particularly described in Scope of Work detailed in Exhibit A, attached hereto and incorporated herein (the "Project"). 2. Term. This Project shall begin on August 21, 2018, and promptly be completed by December 31, 2018, in accordance with Exhibit A. 3. Compensation and Payment. 3.1 Payment for services provided hereunder shall be made following the performance of such services. Such payment shall be full compensation for work performed or services rendered, and for all labor, materials, supplies, equipment, and incidentals necessary to complete the Project. 3.2 No payment shall be made for any services rendered by the Consultant except for services identified and set forth in this Agreement except as may be authorized by a written supplemental agreement approved by the City. 3.3 The City shall pay the Consultant for work performed under this Agreement upon timely submitted invoices detailing work performed and expenses for which Professional Services Agreement- JF Engineering, PLLC Chapel Hill Extension LID Page 1 of 9 reimbursement is sought. The City shall approve all invoices before payment is issued. Payment shall occur within thirty (30) days of receipt and approval of an invoice. 3.4 The City shall pay the Consultant for all work performed and expenses incurred under this Agreement, as follows. ❑ Hourly (Single Rate): $ per hour plus actual expenses incurred as provided under this Agreement, but not to exceed a total of $ without prior written authorization by the City; or ❑ Hourly (Multiple Rate): Such rates as identified on Exhibit _, plus actual expenses incurred as provided under this Agreement, but not to exceed a total of $ without the prior written authorization by the City; or ® Fixed Sum: A total of $ 208,622.00 4. Reports and Inspections. 4.1 The Consultant at such times and in such forms as the City may require, shall furnish to the City such statements, records, studies, surveys, reports, data, and information as the City may request pertaining to matters covered by this Agreement. 4.2 The Consultant shall, at any time during normal business hours and as often as the City or the Washington State Auditor may reasonably deem necessary, make available for examination all of its records and data with respect to all matters covered, directly or indirectly, by this Agreement and shall permit the City, or its designated authorized representative to audit and inspect other data relating to all matters covered by this Agreement. The City shall receive a copy of all audit reports made by the agency or firm as to the Consultant's activities. The City may, at its discretion, conduct an audit at its expense, using its own or outside auditors, of the Consultant's activities which relate, directly or indirectly, to this Agreement. Consultant shall be provided a copy of such reports. 4.3 The Consultant, during the term of this Agreement, shall obtain all permits and registration documents necessary for the performance of its work and for the execution of services at its own expense, and shall maintain its validity. Upon request, the Consultant shall deliver to the City copies of these licenses, registration documents, and permits or proof of their issuance or renewal. 4.4 Consultant shall maintain books, records and documents, which sufficiently and properly reflect all direct and indirect costs related to the performance of this Agreement. These records shall be subject, at all reasonable times, to inspection, review, or audit as provided above. Professional Services Agreement- JF Engineering, PLLC Chapel Hili Extension LID Page 2 of 9 4.5 The Consultant shall maintain such accounting procedures and practices as may be necessary to assure proper accounting of all funds paid pursuant to this Agreement. These records shall be subject, at all reasonable times, to inspection, review, or audit as provided above. 4.6 The Consultant shall retain all books, records, documents or other material relevant to this Agreement for three (3) years after its expiration. Consultant agrees that the City, or its designee, shall have full access and right to examine any of said materials at all reasonable times during this period. 5. Ownership and Use of Documents. 5.1 All research, tests, surveys, preliminary data, information, drawings and documents made, collected, or prepared by the Consultant for performing the services subject to this Agreement, as well as any final product, collectively referred to as "work product," shall be deemed as the exclusive property of the City, including copyright as secured thereon. Consultant may not use them except in connection with the performance of the services under this Agreement or with the prior written consent of the City. Any prior copyrighted materials owned by the Consultant and utilized in the performance of the services under this Agreement, or embedded in with the materials, products and services provided thereunder, shall remain the property of the Consultant subject to a license granted to the City for their continued use of the products and services provided under this Agreement. Any work product used by the Consultant in the performance of these services which it deems as "confidential," "proprietary," or a "trade secret" shall be conspicuously designated as such. 5.2 In the event of Consultant's default, or in the event that this Agreement is terminated prior to its completion, the work product of the Consultant, along with a summary of the services performed to date of default or termination, shall become the property of the City, and tender of the work product and summary shall be a prerequisite to final payment under this Agreement. The summary of services provided shall be prepared at no additional cost, if the Agreement is terminated through default by the Consultant. If the Agreement is terminated through convenience by the City, the City agrees to pay Consultant for the preparation of the summary of services provided. 6. Public Records. 6.1 Consultant acknowledges that the City is an agency subject to Chapter 42.56 RCW "Public Records Act." All preliminary drafts or notes prepared or gathered by the Consultant, and recommendations of the Consultant are exempt prior to the acceptance by the City or public citation by the City in connection with City action. Professional Services Agreement- JF Engineering, PLLC Chapel Hill Extension LID Page 3 of 9 6.2 If the Consultant becomes a custodian of public records of the City and request for such records is received by the City, the Consultant shall respond to the request by the City for such records within five (5) business days by either 6.3 providing the records, or by identifying in writing the additional time necessary to provide the records with a description of the reasons why additional time is needed. Such additional time shall not exceed twenty (20) business days unless extraordinary good cause is shown. 6.4 In the event the City receives a public records request for protected work product of the Consultant within its possession, the City shall, prior to the release of any protected work product or as a result of a public records request or subpoena, provide Consultant at least ten (10) business days prior written notice of the pending release and to reasonably cooperate with any legal action which may be initiated by the Consultant to enjoin or otherwise prevent such release. 7. Independent Contractor Relationship. 7.1 The parties intend that an independent contractor relationship is created by this Agreement. The City is interested primarily in the results to be achieved; subject to the scope of services and the specific requirements of this Agreement, the implementation of services will lie solely with the discretion of the Consultant. No agent, employee, officer or representative of the Consultant shall be deemed to be an employee, agent, officer, or representative of the City for any purpose, and the employees of the Consultant are not entitled to any of the benefits or privileges the City provides for its employees. The Consultant will be solely and entirely responsible for its acts and for the acts of its agents, employees, officers, subcontractors or representatives during the performance of this Agreement. 7.2 In the performance of the services provided in this Agreement, Consultant is an independent contractor with full authority to control and direct the performance of the details of the work, however, the results of the work contemplated herein must meet the approval of the City and shall be subject to the City's general rights of inspection and review to secure the satisfactory completion thereof. 7.3 The Consultant shall comply with all State and Federal laws including, but not limited to: 7.3.1 The definition requirements of RCW 50.04.140 (Employment Security). 7.3.2 RCW 51.08.195 (Industrial Insurance). 7.3.3 Obtain a City of Pasco business license. 7.4 The City may, at its sole discretion, require the Consultant to remove any employee, agent or servant from employment on this Project who, in the City's sole discretion, may be detrimental to the City's interest. Indemnification. 8.1 The Consultant shall defend, indemnify, and hold harmless the City, its officers, officials, agents, employees, and volunteers from any and all claims and causes of action, including, but not limited to, actions of law or administrative proceedings for all injuries to persons or damages to property, and all losses, damages, demands, suits, judgments, including attorney fees, arising out of, or as a result of, or in connection with the work performed under this Agreement, and caused or occasioned in whole or in part by reason of errors, negligent acts or omissions of the Consultant or its subcontractors in the performance of this Agreement, except for injuries and damages caused by the sole negligence of the City, its officers, employees, agents, and volunteers. 8.2 Should a Court of competent jurisdiction determine that this Agreement is subject to RCW 4.24.115, then, in the event of liability for damages arising out of bodily injuries or damages to property caused by or resulting from the concurrent negligence of the Consultant, and the City, its officers, employees, agents and volunteers, the Consultant's liability and obligation to defend hereunder shall only be the proportionate extent of the Consultant's negligence. 8.3 It is further agreed that the indemnification provided herein constitutes the Consultant's waiver of immunity under Industrial Insurance, Title 51 RCW, solely for the purposes of this indemnification. 8.4 No liability shall attach to the City by reason of entering into this Agreement except as expressly provided herein. 8.5 This indemnification shall include damages, penalties and attorney fees sustained as a result of Consultant's delayed or failed performance of Section 6 above. 8.6 This waiver has been mutually negotiated by the parties, and the provisions of this section shall survive the expiration or termination of this Agreement. 9. Insurance. The Consultant shall procure and maintain for the duration of the Agreement, insurance against claims for injuries to persons or damage to property which may arise from or in connection with the performance of the work hereunder by the Consultant, its agents, representatives, employees, or subcontractors. 9.1 Minimum Scope of Insurance. Consultant shall obtain insurance of the types described below: 9.1.1 Automobile Liability insurance covering all owned, non -owned, hired and leased vehicles. Coverage shall be written on Insurance Services Office (ISO) form CA 00 01 or a substitute form providing equivalent liability coverage. If necessary, the policy shall be endorsed to provide contractual liability coverage. Professional Services Agreement- JF Engineering, PLLC Chapel Hill Extension LID Page 5 of 9 9.1.2 Commercial General Liability insurance shall be written on ISO occurrence form CG 00 01 and shall cover liability arising from premises, operations, independent contractors and personal injury and advertising injury. The City shall be named as an insured under the Consultant's Commercial General Liability insurance policy with respect to the work performed for the City. 9.1.3 Workers' Compensation coverage as required by the Industrial Insurance laws of the State of Washington. 9.1.4 Professional Liability insurance appropriate to the Consultant's profession. 9.2 Minimum Amounts of Insurance. Consultant shall maintain the following insurance limits: 9.2.1 Automobile Liability insurance with a minimum combined single limit for bodily injury and property damage of $1,000,000 per accident. 9.2.2 Commercial General Liability insurance shall be written with limits no less than: ® $1,000,000 each occurrence; ® $2,000,000 general aggregate; or ❑ $ each occurrence; and $ general aggregate 9.2.3 Professional Liability insurance shall be written with limits no less than: M $1,000,000 per claim; ® $1,000,000 policy aggregate limit; or ❑ $ per claim; and $ per policy aggregate limit 9.3 Other Insurance Provisions. The insurance policies are to contain, or be endorsed to contain, the following provisions for Automobile Liability, Professional Liability, and Commercial General Liability insurance: 9.3.1 The Consultant's insurance coverage shall be primary insurance as respects the City. Any insurance, self-insurance, or insurance pool coverage maintained by the City shall be excess of the Consultant's insurance and shall not contribute with it. 9.3.2 The Consultant's insurance shall be endorsed to state that coverage shall not be cancelled by either party, except after thirty (30) days prior written notice by certified mail, return receipt requested, has been given to the City. 9.4 Acceptability of Insurers. Insurance is to be placed with insurers with a current A.M. Best rating of not less than ANII. Consultant shall furnish the City with original certificates and a copy of the amendatory endorsements, including, but not necessarily limited to, the additional insured endorsement evidencing the insurance requirements of the Consultant before commencement of the work. 10. Nondiscrimination. In the performance of this Agreement, the Consultant will not discriminate against any employee or applicant for employment on the grounds of race, creed, color, national origin, sex, marital status, age or the presence of any sensory, mental or physical handicap; provided that the prohibition against discrimination in employment because of handicap shall not apply if the particular disability prevents the proper performance of the particular worker involved. The Consultant shall ensure that applicants are employed, and that employees are treated during employment in the performance of this Agreement without discrimination because of their race, creed, color, national origin, sex, marital status, age or the presence of any sensory, mental or physical handicap. Consultant shall take such action with respect to this Agreement as may be required to ensure full compliance with local, State and Federal laws prohibiting discrimination in employment. 11. Covenant Against Contingent Fees. The Consultant warrants that it has not employed nor retained any company, firm, or person, other than a bona fide employee working exclusively for the Consultant, to solicit or secure this Agreement; and that it has not paid or agreed to pay any company, person or firm, other than a bona fide employee working exclusively for the Consultant, any fee, commission, percentage, brokerage fee, gift, or other consideration contingent upon or resulting from the award or making of this Agreement. For breach or violation of this warranty, the City shall have the right to terminate this Agreement. 12. Assignment and Subcontracting. 12.1 The City has awarded this Agreement to the Consultant due to its unique qualifications to perform these services. The Consultant shall not assign (or subcontract other than as specifically identified in Exhibit A) its performance under this Agreement or any portions of this Agreement without the prior written consent of the City, which consent must be sought at least thirty (30) days prior to the date of any proposed assignment. 12.2 Any work or services assigned or subcontracted hereunder shall be subject to each provision of this Agreement including Section 6, Public Records; Section 10, Nondiscrimination; proper bidding procedures where applicable; and all local, State and Federal statutes, ordinances and guidelines. 12.3 Any technical or professional service subcontract not listed in this Agreement, must have prior written approval by the City. 13. Termination. Professional Services Agreement- JF Engineering, PLLC Chapel Hill Extension LID Page 7 of 9 14. 1.5. 13.1 Termination for Convenience. Either party may terminate this Agreement for any reason upon giving the other party no less than ten (10) business days written notice in advance of the effective date of such termination. 13.2 Termination for Cause. If the Consultant fails to perform in the manner called for in this Agreement, or if the Consultant fails to comply with any other provisions of this Agreement and fails to correct such noncompliance within five (5) business days of written notice thereof, the City may terminate this Agreement for cause. Termination shall be effected by serving a notice of termination on the Consultant setting forth the manner in which the Consultant is in default. The Consultant will only be paid for services and expenses complying with the terms of this Agreement, incurred prior to termination. General Provisions. 14.1 For the purpose of this Agreement, time is of the essence. 14.2 Notice. Notice provided for in this Agreement shall be sent by: 14.2.1 Personal service upon the Project Administrators. 14.2.2 Certified mail to the physical address of the parties, or by electronic transmission to the e-mail addresses designated for the parties below. 14.3 The Project Administrator for the purpose of this Agreement shall be: 14.3.1 For the City: 14.3.2 For the Consultant: Dispute Resolution. Kennewick, WA 99337 John@JFEngineering.pro (e-mail address) 15.1 This Agreement has been and shall be construed as having been made and entered into and delivered within the State of Washington and it is agreed by each party hereto that this Agreement shall be governed by the laws of the State of Washington. Professional Services Agreement- IF Engineering, PLLC Chapel Hill Extension LID Page 8 of 9 15.2 In the event of a dispute regarding the enforcement, breach, default, or interpretation of this Agreement, the Project Administrators, or their designees, shall first meet in a good faith effort to resolve such dispute. In the event the dispute cannot be resolved by agreement of the parties, said dispute shall be resolved by arbitration pursuant to RCW 7.04A, as amended, with both parties waiving the right of a jury trial upon trial de novo, with venue placed in Pasco, Franklin County, Washington. The substantially prevailing party shall be entitled to its reasonable attorney fees and costs as additional award and judgment against the other. 16. Nonwaiver. Waiver by the City of any provision of this Agreement or any time limitation provided for in this Agreement shall not constitute a waiver of any other similar event or other provision of this Agreement. 17. Inteeration. This Agreement between the parties consists in its entirety of this document and any exhibits, schedules or attachments verified by initials as a part of Exhibit A. Any modification of this Agreement or change order affecting this Agreement shall be in writing and signed by both parties. 18. Authorization. By signature below, each party warrants that they are authorized and empowered to execute this Agreement binding the City and the Consultant respectively. Kerr, City Attorney Professional Services Agreement- JF Engineering, PLLC Chapel Hill Extension LID Page 9 of 9 EllENGINEERING CHAPEL HILL BOULVARD PLLC EXTENSION PROJECT COP Project No 16030 City Contract No. CP5-ST-3A-16-03 EXHIBIT 'Wl SCOPE OF SERVICES In preparing this proposal JF Engineering, PLLC (JF Engineering) has used the conceptual alignment plan provided by the Client and has made necessary assumptions below to define our scope of services, and fees and costs for this project. Proiect Description The project involves the development of approximately 6,300 LF of arterial roadway, known as Chapel Hill Boulevard, from Road 84 to Road 68, within a LID. The following major design elements are anticipated within this scope of work: • The intersections of Chapel Hill Blvd. / Road 84 and Road 76 are anticipated to have round -a -bouts. • Road 84 is anticipated to include revisions to the existing roadways and storm drainage systems to accommodate the installation of the round -a -bout and associated splitter islands. • Improvements to Road 76 are anticipated to extend approximately 300 LF north and south of the intersection with Chapel Hill, as required to cover the channelization associated with the round -a -bout. • Chapel Hill Blvd. and Road 68 will utilize an existing traffic signal. Road 68 improvements are anticipated to include revisions to existing pavement markings and pavement widening on the east side to support turn lanes. • Generally, the typical road sections will include potable water, sanitary sewer, irrigation mains, storm drainage, Franklin PUD power, street lighting, and landscaping and associated landscape irrigation. • The City has completed initial plan development and rudimentary survey for the purposes of developing vertical profiles. Additional land survey will be necessary to complete the construction documents. JF Engineering will provide, or cause to provide, civil engineering and related design services in support of the preparation of final bid and construction documents, specifications, and an opinion of probable construction cost. This contract is anticipated to be approved in August or September 2018 with delivery of the 100% PS&E package to the City in November or December 2018. Assumptions In preparing this proposal, JF Engineering has made the following assumptions: • Assume that the 25 -yr design storm will be retained onsite and it is further assumed, infiltrated with only the use of down -turned elbows in catch basins and perf trenches. • If aerial imagery is desired for use as a background to the plans, the City will provide the images. Chapel Hill Exhibit A-Final.docx ©I© 8-20-18 1 of 4 ENGINEERING 012 PLLC CHAPEL HILL BOULVARD EXTENSION PROJECT COP Project No 16030 City Contract No. CP5-ST-3A-16-03 • It is assumed that the project will move forward in a linear manor with each design development stage building on the previous work. Minor design revisions/adjustments associated with typical design development are anticipated within this scope of work. • Assume that the work will continue in a generally continuous manor with no stoppage in the design process longer than 2-3 weeks. • Written specifications will be in WSDOT format. • Assume that the contractor will be required to gather as built survey information and prepare record drawings. Subconsultants JF Engineering will cause to be provided the following services through the use of subconsultants described within the attached scopes of work: • Traffic engineering: DKS & Associates, see Exhibit A-1 • Geotechnical engineering: GN Northern, Inc, see Exhibit A-2 • Environmental services: PBS Environmental, see Exhibit A-3 • Land surveying services: PBS Environmental, see Exhibit A-4 • Landscape architecture: Zollner Landscape Architecture, LLC, see Exhibit A-5 Final Construction Plans Specifications and Estimate OF Engineering, $73,850) Major work item will be to prepare one set of final construction plans and final hydrology report meeting with the City design standards and requirements. Detailed services are as follows: Coordination by phone/fax/e-mail with the Client, Agencies, and design team members. Prepare final construction plans at 1"=20' H / V=5' V and in a format acceptable to the City. The final plans will include the following: • Cover Sheet: Vicinity map, sheet index, and general project information. • General notes: General and specific construction specifications. (Affixed to the plan set) • Grading, erosion control, and demolition plan: Provide 1' elevation contours of existing grades. Provide for 1 ft contours of finished and sub -grade surfaces within the road section. Identify limits of demolition of existing pavement, structures, etc. Identify BMP areas, locations, and details. • Street and Utility Plans & Profiles: Provide for horizontal and vertical control of the public street. Provide typical street sections of proposed improvements. Provide for storm drainage systems to collect and dispose of storm water runoff in localized perf trench systems. Provide for the design of potable water and gravity sewer mains providing for services. Provide for fire hydrants located as required by the City Fire Department. Provide for utility stub -out locations to properties adjacent to Chapel Hill for extension by future development. • Irrigation plan: Provide for an irrigation transmission system running with the roadway per the City's Comprehensive Irrigation System Plan (memo). Provide for supply lines to be stubbed outside the road section at locations to be determined. • Signing and striping plan: Provide for final signing and striping per City of Pasco and MUTCD standards. • Misc. details: Provide miscellaneous details of proposed improvements as required for construction. Chapel Hill Exhibit A-Final.docx OI© 8-20-18 2 of 4 © © ENGINEERING CHAPEL HILL BOULVARD PLLC EXTENSION PROJECT COP Project No 16030 City Contract No. CP5-ST-3A-16-03 • Specifications: Provide construction specifications, in WSDOT format, together with special provisions addressing the work. • Estimate: Provide an opinion of probable construction cost detailing quantities and unit prices. The above items will be delivered in accordance to the following stages: 30% design development stage: Plans will include horizontal plans of curb, sidewalks, water mains, sewer mains, irrigation mains, and RNV with sufficient dimensioning and labeling to identify major plan design elements and critical locations. Vertical profiles will be developed for the linear road profiles and sanitary sewer. Provide typical street sections. 75% design development stage: Provide progress sets of the plans, profiles, details, specifications, and construction cost opinion for review by City staff. Provide preliminary grading of the round -a -bouts and impacts to adjacent properties (cut/fill slopes). Incorporate and provide 60% plans from subconsultants. Provide a first draft of the contract specifications and initial construction cost opinion. 95% design development stage: Provide near bid ready sets of the plans, profiles, details, specifications, and construction estimate for final review and comment by staff. 100% Final biddable construction documents: Provide the City with the signed and sealed, complete, final PS&E package ready for reproduction and distribution to perspective bidders. At each of the design development stages, provide 2 hard copy plan sets to staff for internal review. Meet with staff to review the progress PS&E package and discuss their comments on the design. Incorporate City comments into the PS&E package moving forward to the next stage. Prepare stormwater calculations and report in accordance with the City's requirements. Provide the City with AutoCAD design electronics for their use and convenience. Attend a pre -construction meeting at the City with the City inspector, Contractor, and Utility Companies. Construction Assistance Services for these work items will be provided on an as -requested basis and billed on a Time & Materials Basis. Exclusions The following list of items has been excluded from the proposed scope of services. Some of the items listed below can be performed by JF Engineering at an additional fee to the contract. • Asbuilts / Record drawings • Structural engineering • Payment of any agency fees • Design of storm water treatment BMP facilities, except as outlined above • Hydraulic modeling of water, irrigation, or sewer systems • Reimbursable costs for printing & reproduction of the PS&E bid package Chapel Hill Exhibit A-Final.dou 19111 8-20-18 3 of 4 ©ENGINEERING CHAPEL HILL BOULVARD PLLC EXTENSION PROJECT COP Project No 16030 City Contract No. CP5-ST-3A-16-03 Fee The preceding services and deliverables will be provided to the Client according to the following Fixed Fee of $208,622.00. This Fixed Fee includes subconsultant costs at cost +10% markup. Fees will be invoiced and payable on a monthly progress basis. Chapel Hill Exhibit A-Final.docx 11111 8-20-18 4 of 4 Exhibit A-1 EXHIBITA-I-SCOPE OF WORK DKS SUBCONSULTANT SERVICES FOR FINAL PS&E, City of Pasco - Chapel Hill Blvd Extension LID Task 1: 60% Intersection geometric layout and channelization Continuing with the previously prepared high-level layout, the Consultant will provide geometric layout and channelization for roundabout intersection control improvements at the following intersections: o Road 84 / Chapel Hill Blvd. round -a -bout o Road 76 / Chapel Hill Blvd. round -a -bout As part of this Task, Consultant will prepare a 60% conceptual design of roundabouts at the Road 84 / Chapel Hill Blvd and Road 76 / Chapel Hill Blvd intersections. The Consultant will prepare and analyze alignment alternatives ensuring R- values, splitter islands, inscribed circle diameter (ICD), etc. are optimized at each location for the design vehicle for the project. The purpose of this task is to confirm the layouts and provide a 60% cost estimate. JF Engineering, PLLC Assumptions: City i'pJi.V will provide survey CAD files and aerial file to be used in the 60% roundabout layout. City will a!= provide the largest design vehicle to be considered for the roundabout layout. A site visit assuming two (2) DKS staff will be conducted for this task combined with Task 3. Work Product: 60% PDF of the roundabout intersections and cost estimate. Task 2: Final Intersection geometric layout and channelization The Consultant will provide final (95% and 100°/x) geometric layout and channelization for roundabout intersection control improvements at the following intersections: o Road 84 / Chapel Hill Blvd. round -a -bout o Road 76 / Chapel Hill Blvd. round -a -bout As part of this Task, Consultant will prepare 95% and 100% level design of roundabouts at the Road 84 / Chapel Hill Blvd and Road 76 / Chapel Hill Blvd intersections. The purpose of this Task 5: Illumination Design The Consultant will provide 60%, 95% and 100% roadway plans, specifications and cost estimates for the project. As standard spacing is not available for roundabout intersections. An illumination analysis will need to be conducted at the following intersections once the geometric layout is established: o Road 84 / Chapel Hill Blvd. round -a -bout o Road 76 / Chapel Hill Blvd. round -a -bout Standard spacing for illumination for the remainder of the project will be assumed, however once the standard spacing is applied, there will be the need for adjustments to placement to account for driveways, landscaping, utility conflicts, etc. Besides the two roundabouts, lighting analysis will not be required. As part of this task, junction box placement, conduit and conductor sizing and service cabinet placement and panel sizing calculations will need to be performed. Coordination with the electric utility to receive power source locations and connectivity will also be part of this task. Assumptions: Standard spacing will be applied to the project except at roundabout intersections. Smart City applications available for the roadway lighting will not be applied to this project. The latest City LED roadway illumination standards are applicable to this project. Work Product: 60% plans and estimate; 95 and 100% PS&E for incorporation into the project bid package. Project Assumptions: Bid and Construction support services are not included in this scope at this time. One in-person meeting attended by DKS staff is assumed for the entirety of the project. We reviewed the Scoping Exhibit C100 dated Dec 18, 2017 you emailed showing the Geotechnical Infiltration Test Pit Locations. The scope of our services will include the following tasks: 1. Access coordination and call-in for utility locates before the field work. 2. Review available geologic information to include USGS maps, soil survey map, aerial photos, well logs, etc. 3. Field exploration using test pits to examine subsurface soil conditions and collect samples for lab analysis. Conduct nine (9) infiltration tests, at/near test pit locations shown on the Scoping Exhibit, at depths of 4 to 5 feet below existing surface (BGS) using constant head or falling head methods to determine infiltration rates. A soil log will be prepared at each infiltration test hole to depth of 5 feet below the drainage trench (total 9 to 10 feet BGS). A field engineer/geologist will log the subsurface conditions in test pits, examine soil conditions and collect samples for laboratory analyses. 4. Perform laboratory testing in accordance with ASTM Standards for select materials encountered at the site to determine physical (index) properties of the soils. 5. Prepare a Geotechnical report of our findings and results of infiltration testing with soil logs. The report will present a pavement design section and recommendations for grading, excavation, suitability of native soils for use as fills, stability of cuts and fills, site development recommendations including stripping, subgrade preparation, subgrade protection, compaction requirements, and identification of any problematic soils/fills, unsuitable material(s) and groundwater conditions. Recommendations for placement of fill materials and compaction requirements for subgrade, base course and pavement section. The City of Pasco would also like to consider the option of constructing roadway improvements along the Road 76 corridor between existing Argent Road and the alignment of Chapel Hill Boulevard. As part of design, the City desires completion of supporting environmental documentation. This is anticipated to primarily consist of State Environmental Policy Act (SEPA) compliance. The project currently does not have federal funding or federal permits, so National Environmental Policy Act (NEPA) documentation is not required. SCOPE OF WORK PBS proposes the following tasks: 1. Baseline data collection: PBS will review existing information including, but not limited to, aerial photography, topographic maps, National Wetland Inventory maps, soil surveys, Washington Department of Fish and Wildlife's Priority Habitats and Species mapping, other on-line data and information, and any previous studies or reports pertaining to the project. 2. Project kickoff meeting: PBS will meet with JF Engineering and the City of Pasco to discuss the preferred alignments and any input from the City and community on the project. The level of environmental documentation and associated studies and surveys for the project will also be discussed. 3. Site review: PBS will perform a field investigation to review existing conditions and document proposed project impacts. 4. Environmental documentation: Drafts of all reports and permit materials will be provided to the City of Pasco for review and comment before finalization. PBS anticipates preparing a SEPA Environmental Checklist to identify potential environmental impacts associated with the project and if further studies or mitigation is required. During the preparation of the environmental documentation, PBS will work with JF Engineering and the City to finalize if any additional studies/documentation, are required. Boundary and Topographic Land Surveying. PROJECT UNDERSTANDING AND APPROACH The City of Pasco desires to construct roadway improvements along the Chapel Hill Boulevard alignment as shown on the Amendment Pasco 16 Segregation Survey, filed by Washington Department of Natural Resources. In order to proceed with the design of this proposed project, the Design Engineer will need a detailed Topographic and Boundary Survey of the route. PBS has previously tied the Section 16 monumentation needed to properly determine the boundaries established by Amendment Pasco 16 Segregation Survey and the subsequent deeds. We have also performed complete topographic surveys over Lots 2 and 4 of said Segregation Survey, which includes approximately 80% of the Chapel Hill Boulevard alignment. PBS will use a combination of conventional surveying methods and our in-house Unmanned Aircraft System (UAS; to collect the additional topographic data needed to generate a complete existing ground surface along the alignment. The use of our UAS system is weather dependent, and is also dependent upon further FAA restrictions. PBS currently has a valid waiver to operate in the restricted airspace surrounding the Pasco Airport. SCOPE OF WORK PBS proposes the following scope of work for Land Surveying services. • Obtain Title Reports for the parcels being impacted. This will allow for us to review and show all recorded easements of record that effect the subject parcels. • Request Utility Locates at the connection intersections and along the route. • Perform the field work necessary to collect the topographic data needed. Areas that were previously mapped will be checked for changes to the ground surface. If changes are detected, the topographic features in the area will be collected in order to generate a surface that reflects the current conditions. • Once all of the data has been collected in the field, we will combine all of that data into our CAD software and generate a complete topographic map of the Chapel Hill alignment and possibly the Road 76 alignment. • Review title reports and plot all easements that would affect the road corridors. • Create output files for JF Engineering consisting of a PDF scan of a signed and sealed topographic map, and XML file of the surface, and AutoCAD DWG file, and an output of all of the point coordinates in a standard text file format. Project Area Description: • Within the City of Pasco, WA. • Area shall include, Chapel Hill Blvd, between Rd 76 to Rd 84 a total width of 83 feet including trails, sidewalks, landscape planting strips, bike lanes, and travel lanes • Area shall include, Chapel Hill Blvd, between Rd 68 to Rd 76 a total width of 100 feet including trails, sidewalks, landscape planting strips, bike lanes, and travel lanes • Road 76 from Argent Rd to north of Chapel Hill Blvd, including trails, sidewalks, landscape planting strips, bike lanes, and travel lanes a total of 80 feet This scope of work involves gaining approval on select plant material, irrigation layout, and accepted components (key site features outlined below). Improvements within ZLA's construction documents will include landscape / irrigation plans; and may include site features: bench locations, trash receptacles and decorative harscape and sculpture art in key locations. Planting plan scenarios illustrating a mix of approaches, i.e., (linear and grove planting) to increase the visual interest of the streetscape and neighborhood experience. 3. Review planting plan scenarios with staff for consideration included in and along the streetscape. 4. Coordinate with City of Pasco Park Staff and design team to determine preferred irrigation equipment and preferences. Determine points of connection and static pressure available. 5.
