Kerr, City Attorney Page 9 of 9 General Fund Long Term Financial Plan City of Pasco. Washington Page 1 SCOPE OF WORK AND TASK PLAN Our overall approach to developing a Long Term Financial Plan and model for the City's General Fund is to work closely with key stakeholders such as elected officials, the City Manager, Finance Director, department directors, and any key community members involved in the process. We use a collaborative process to obtain a better understanding of the issues facing the City and to educate the key stakeholders in the processes, strategies, and techniques that we use in developing the Long Term Financial Plan model. Although we will perform much of the work to prepare the plan and model, we believe that a Long Term Financial Plan can only be as effective as its acceptance and understanding by those that must implement and manage the plan in the future. We want to provide the City with a framework as well as the financial tools that can help the City meet future challenges and opportunities. The following tasks outline our process and work tasks to develop the Long Term Financial Plan model and the deliverables desired by the City. TASK 1 - KICK-OFF MEETING AND BACKGROUND FCS GROUP will conduct a kick off meeting with the City's project manager and the appropriate City staff to introduce and discuss the project team, study objectives, methodologies, potential schedule, and the roles of the City staff and the consultant team. We will also review the preliminary data needs list which will include such items as the five year history of General Fund actual revenues and expenditures, the 2018 General Fund operating and capital budget, past annual financial reports and budgets, other relevant financial and departmental studies, financial policies, and any other background materials and documents that the City believes are relevant. We will also discuss the project plan and timeline to better understand how the City wants to use the model and any subsequent forecasts. Based on the kick-off meeting and background review, we will then develop, if needed, a revised project plan that might reflect any new information and scheduling issues identified by the City during the kick-off meeting. TASK 2 - INTERVIEW KEY STAKEHOLDERS To help us better understand the City's finances and issues, the basis for the financial plan, and any financial issues or concerns, we will conduct interview sessions with department directors, other key City staff, and any external stakeholders. During these interviews, we will discuss the LTFP's purpose, future goals and projects that might affect department funding, costs, and programs, potential issues and concerns the departments have, and any existing and future challenges and opportunities. TASK 3 - DEVELOP FINANCIAL MODEL FRAMEWORK Based on the background review. and stakeholder interviews, we will develop a financial model framework that will provide the basis for designing the model and its components. We will also work with the Finance Director to determine the model's requirements and desired outputs as well as the level of detail necessary for the forecasts. Once we have defined the framework, we will review it with the City Manager and Finance Director. As part of the framework, the following are examples of the key model elements and parameters that might need to be defined and identified with the City. a The key economic, revenue, and cost assumptions, `*X ICS GROUP www.fesgroup.com Exhibit A General Fund Long Term Financial Plan City of Pasco. Washington Pace 2 o Population and development forecasts, e Historical expenditures and revenues, o Future departmental and program plans, and as Desired summary reports. TASK A. - DEVELOP THE FINANCIAL MODEL Based on the framework, we will develop the financial model for the designated departments and the overall General Fund. In developing the model we want to ensure that the resulting tool is user friendly, updateable, understandable, and flexible. The model will be developed using Microsoft Excel and will allow City staff to change assumptions and make adjustments to individual departmental budgets. TASK 5 - PREPARE FINANCIAL FORECASTS Based on historical trends, and future needs and priorities of the departments, we will use the financial model to develop a ten year forecast for the City's General Fund functions identified in Task 2. We will start with a base year such as 2018 and develop a status quo scenario as well as other scenarios that incorporate previously identified plans, financial issues, challenges, and opportunities. Key questions that the forecasts might address include the following: a What does a status quo scenario look like over five to ten years? ® Are there any gaps between General Fund revenues and expenditures? • Does the City have the financial capacity to implement potential new or enhanced programs? o What are the potential impacts from revenue downturns? • What actions (new or increased taxes/fees or budget reductions) can the City take to lessen the effects of these types of impacts? ® How do changes in financial policies affect the financial results? We will work with the City staff to identify assumptions and a few potential scenarios that it might want to model and forecast. Once we have completed the forecasts and scenarios, we will meet with the City to discuss the results and to identify any changes in assumptions that might be needed before finalizing the forecasts. TASK 6 - IDENTIFY ISSUES, FINANCIAL IMPACTS, AND IMPLEMENTATION STRATEGIES The forecasts will provide a baseline to identify issues, challenges and opportunities. Based on the forecast, we will review the forecasts with the City to identify key areas of concern and to analyze potential strategies and policy issues that need to be addressed as part of the City's long term strategies to manage and improve its General Fund financial performance and maintain a strong and sustainable financial base. As part of this effort we will work with the relevant department staff to understand their concerns and prior efforts regarding any financial issues that affect them. °°® FCS GROUP www General Fund long Tenn Financial Plan City of Pasoo. Washington Paas 3 TASK 7 - PREPARE A LONG-TERM FINANCIAL PLAN DOCUMENT Once we have reviewed the preliminary results with City staff, we will make any adjustments and prepare a Long Term Financial Plan for the General Fund that summarizes data, assumptions, sensitivity analyses, implementation strategies, and key findings. We will work with the City's project manager on an outline and format for the plan, then prepare a draft for review. Based on review comments, we will make appropriate changes and issue a final plan. We will provide the City with five final plan copies, an electronic version of the plan, and the model tool. TASK 8 - PRESENT THE LONG TERM FINANCIAL FORECAST RESULTS We will prepare a presentation that summarizes the study objectives, key assumptions, key findings, and implementation strategy alternatives. We will present findings at one Council meeting. OPTIONAL TASK 9 - REVIEW AND ANALYZE HISTORICAL 112010 To provide context for the forecast, we would analyze the historical trends for the City's General Fund to help the City understand where it has been financially, and the impact of actions and strategies taken during that period. A historical review including the previous 10 years will provide perspective regarding the City's finances during economic recession and growth periods. This historical window would include recession years back through 2008 when cities often reduced their budgets and staffing and established funding priorities. OPTIONAL TASK 10 - REVIEW AND IDENTIFY BEST BUDGETING AND FINANCIAL PRACTICES To help the City identify additional financial policies, we will do a literature search, primarily the Government Finance Officers Association publications, on best budgeting and financial practices. We will review with the City staff the City's current policies and practices and identify any areas of potential improvement to align better with best practices. OPTIONAL TASK 1 1 - PROVIDE TRAINING AND MODEL DOCUMENTATION The model will be developed using Microsoft's Excel spreadsheet software. We will provide a user training session and a high level user manual to provide documentation on how to use the model. This training will be conducted via the online screen -sharing application, Ring Central FCS GROUP www.fcsgroup.com General Fund Long Term Financial Plan City of Pasco.
