Proclamation
“Global Pulmonary Fibrosis Awareness Month”
September 2018
WHEREAS, pulmonary fibrosis is a serious disease that creates scarring (fibrosis) in the delicate lung tissue
of affected patients causing progressive, incurable lung disease; and
WHEREAS, pulmonary fibrosis progresses quickly, often causing limited quality of life, disability and/or
death within a few short years; and
WHEREAS, in many cases there is no identified cause of pulmonary fibrosis, which is referred to as idiopathic
pulmonary fibrosis (IPF), and about 200,000 people in the United States are estimated to be affected by IPF; and
WHEREAS, pulmonary fibrosis is often misdiagnosed and under diagnosed, and a need has been identified
to increase wide-ranging awareness and detection of this imperceptible disorder; and
WHEREAS, the Pulmonary Fibrosis Foundation will unify patients, caregivers, medical professionals, and
the general public, by sharing and providing the latest information about advancements alongside all of the work
still to be done within the global pulmonary fibrosis community; and
WHEREAS, established in 2000, the Pulmonary Fibrosis Foundation is a nonprofit organization that
maintains a global mission to serve as the trusted resource for the pulmonary fibrosis community by raising
awareness, providing disease education, and funding research. The Foundation works diligently to foster
conversations and collaborations between those affected by pulmonary fibrosis, including those living with the
disease, caregivers, the medical and research community, and the pharmaceutical industry.
NOW, THEREFORE, I, Matt Watkins, Mayor of the City of Pasco, Washington, do hereby proclaim
September 2018 to be Global Pulmonary Fibrosis Awareness Month in the City of Pasco, and urge all community
members to become informed and involved in the fight to eradicate this serious disease.

SUBJECT: Community Identity – Logo Development Selection
I. REFERENCE(S):

II. ACTION REQUESTED OF COUNCIL/STAFF RECOMMENDATIONS:
After viewing the three draft logos and considering public input, staff requests Council select one
of the three drafts as the new City logo.
III. FISCAL IMPACT:
o $30,000 (Logo consultant contract, in 2018 budget)
o Undetermined amount for conversion to new logo
IV. HISTORY AND FACTS BRIEF:
The current City logo has been in use for at least 50 years; an update to best capture the many
positive changes (as much as possible in a logo) in Pasco over that time is timely. Council
authorized $30,000 in the 2018 Budget toward development of a new logo as part of the
“Community Identity” goal. After discussion at a Council Workshop earlier this year, the
following logo development course was followed:
• Selection of Consultant: The City Logo Team (Communications Program Manager Jon
Funfar, Police Chief Bob Metzger, Policy Analyst Angela Pashon, Community &
Economic Development Deputy Director Michael Morales, and Interim Facilities
Manager Troy Phillips) interviewed 5 firms as part of a Request for Proposals (RFP)
process and selected BrandCraft from Richland.
• Development of Logo: BrandCraft inventoried current uses of the logo and developed
drafts of a new logo that staff believes each reflects elements of the City’s diverse and
unique community. BrandCraft used an approach that included a public process as
follows:
• Meetings with the Logo Team
• Regular communication with staff
• Public input
Online public survey on important concepts/elements to be included in a
logo

Recruitment of a local “Ambassador” group which included business
owners, students, and other community members to help guide concepts
and needed elements in any new logo
Presenting conceptual logos for public input at open meetings and
online. (Online survey results at

• The three draft logos are Logo A - “Growth” (wheat), Logo B -“Bridge”
(stylized Cable Bridge), and Logo C - “Shield” (updated look to current
logo)
• Implementation of Logo: After Council consideration, BrandCraft will provide a
recommended plan for implementation of the developed logo. Given the potential cost,
it would be staff’s recommendation to phase in a new logo over time as new stationery,
new vehicles, uniforms, etc. are ordered.

OVERVIEW
PROJECT SUMMARY
RESEARCH SOURCES
A city logo is a visual representation to solidify a distinct city personality, promote tourism
and business, and share the city’s essence to other communities. The City of Pasco’s
current logo dates back to the 1960s, and while it represents a large part of the city’s
history the City of Pasco has grown and flourished into so much more since then. The City
of Pasco needs a logo that represents what the city has become today, and what it aspires
to become. To accomplish this, the City of Pasco has contracted with local marketing and
design agency BrandCraft to design the city’s new logo. BrandCraft will be gathering public
input to create concepts for the new logo design, and ultimately the final city logo.
Our first meeting with the City of Pasco to begin the planning for the logo began May 15th.
Since then, we’ve promoted an online survey, asking Pasco residents to give their valuable
opinions on what the City of Pasco truly means to them. The following descriptions have
gathered details from their responses, and we have been able to narrow down the general
identity of what represents the City of Pasco.
BEHIND THE SCENES OF THE AMBASSADORS
• The ambassadors have understandably
expressed a deep sense of pride in their city.
That being said, they consider Pasco the
underdog of the Tri-Cities.
• There has been talk of favoring a more clean,
modern, letter based look when it comes to
the design of the logo.
• When it comes to considering the area, they
aren’t restricting themselves to the Tri-Cities
current branding. Rather, they have isolated
Pasco and brought light to what the city truly
means as its own individual entity.
• Surprisingly, most people don’t bring up the
history of the city, including one of the most
historic landmarks: the railroads. Instead, the
ambassadors are looking more toward the
future, further instilling a more classic feel to
the logo.
• The most brought up themes included
strength, humility, modern, and diversity.
• Diversity was not used as a reference to
merely ethnicity, rather, it was used to refer to
economic and background diversity within the
comminuty.

Create a visual identity that captures the City of Pasco’s essence. We want to allow Pasco
Residents to help capture that essence of the city in through their input.
Engage the community in the creation process of the City of Pasco logo. Allow the citizens
to feel heard and included, in order to create a logo that rings true to the City of Pasco.

TARGET AUDIENCE
This logo represents the heart of the City of Pasco. As with any city logo, it will have its own
brand identity, and a strong presence. The logo will be unique, just as Pasco, itself, is unique.
As seen in the previous Deliverable Formats section on the page prior to this, the City of
Pasco logo will be seen on several different mediums all throughout the city. From printed
materials, city vehicles, to digital mediums such as television and the city’s internet
presence and beyond, the logo is crucial to every day life in the city.
The newest rendition of the logo is going to be packaged and shipped to the City of Pasco to
begin distributing as of SEPTEMBER 14, 2018.

A successful city logo captures the essence of a city’s brand. Our goal is not to define the
City of Pasco’s brand, but to capture it in one visual mark.
The City of Pasco is Diverse by design; This is its greatest strength. As such, we want the
logo to be welcoming and create a sense of pride. The citizens of Pasco want to share their
community and show that they are open to everyone. Through this logo, we are creating a
sense of community that functions as a family. The citizens of Pasco want to show their
love of their neighborhood, but also get down on the individuality of the identity fo their
city. Citizens of Pasco are not afraid of change; They are extremely adaptable community
members, and want to portray themselves as such.

The tone of the City of Pasco will both embody and express the community’s personality
and set of values. The citizens, families, and friends of the city make up the brand – the
things that drive them, their voice, and what they want to convey as a community.
Our main objective was to engage the community in a new public input process in the form
of an online survey and meetings with the city’s citizens. Through the feedback that was
received, we have curated a list of the strongest words and terms that represent the city
according to its citizens, in order to decide on what to do about the logo.

In order to create a logo that truly represents the City of Pasco, we have a few different
means of gathering the pertinent information required to build a successful logo and brand
for the city.
• Hold forums with Brand Ambassadors and
the public to get a face-to-face idea of what
the community believes their city represents
to them.
• Post online surveys to gather feedback and
promote more community awareness and
feedback
• Explore the design journeys other cities have
gone through to promote their city and brand
• Compare designs against appropriate brand
strategies to ensure the best results possible
• Reveal logo concepts to the city’s various
public forums before finalization to get any
changes to be made
• Finalize and package the logo, giving the City
of Pasco a brand new look!
