WASTEWATER TREATMENT PLANT
FACILITY PLAN
THIS AGREEMENT is made and entered into between the City of Pasco, a Washington
Municipal Corporation, hereinafter referred to as "City", and Murraysmith, hereinafter referred
to as "Consultant," on the JY—M day of� , 2017.
RECITALS
WHEREAS, the City desires to have certain services and/or tasks performed as set forth
below requiring specialized skills, training, equipment, and other supportive capabilities; and
WHEREAS, the Consultant represents that it is qualified and possesses sufficient skills,
experience, equipment, and necessary capabilities, including: technical and professional
expertise, when required, to perform the services and/or tasks as set forth in this Agreement upon
which the City is relying.
NOW, THEREFORE, in consideration of the mutual covenants, and performances
contained herein, the parties agree as follows:
1. Scope of Services. The Consultant shall perform such services and accomplish such
tasks, including the furnishing of all labor, materials, facilities and equipment necessary
for full performance thereof, as identified and designated as Consultant's Responsibilities
throughout this Agreement, and as more particularly described in Scope of Work detailed
in Exhibit A, attached hereto and incorporated herein (the "Project").
2. Term. This Project shall begin on July 1, 2017, and promptly be completed by July 1,
2018.
3. Compensation and Payment.
3.1 Payment for services provided hereunder shall be made following the
performance of such services. Such payment shall be full compensation for work
performed or services rendered, and for all labor, materials, supplies, equipment,
and incidentals necessary to complete the Project.
3.2 No payment shall be made for any services rendered by the Consultant except for
services identified and set forth in this Agreement except as may be authorized by
a written supplemental agreement approved by the City.
3.3 The City shall pay the Consultant for work performed under this Agreement upon
timely submitted invoices detailing work performed and expenses for which
reimbursement is sought. The City shall approve all invoices before payment is

issued. Payment shall occur within thirty (30) days of receipt and approval of an
invoice.
3.4 The City shall pay the Consultant for all work performed and expenses incurred
under this Agreement, as follows.
❑ Hourly (Single Rate): $ per hour plus actual expenses
incurred as provided under this Agreement, but not to exceed a total of
$ without prior written authorization by the City; or
® Hourly (Multiple Rate): Such rates as identified on Exhibit B, plus actual
expenses incurred as provided under this Agreement, but not to exceed a
total of $399,860 without the prior written authorization by the City; or
❑ Fixed Sum: A total of $ ; or
4. Reports and Inspections.
4.1 The Consultant at such times and in such forms as the City may require, shall
furnish to the City such statements, records, studies, surveys, reports, data, and
information as the City may request pertaining to matters covered by this
Agreement.
4.2 The Consultant shall, at any time during normal business hours and as often as the
City or the Washington State Auditor may reasonably deem necessary, make
available for examination all of its records and data with respect to all matters
covered, directly or indirectly, by this Agreement and shall permit the City, or its
designated authorized representative to audit and inspect other data relating to all
matters covered by this Agreement. The City shall receive a copy of all audit
reports made by the agency or firm as to the Consultant's activities. The City
may, at its discretion, conduct an audit at its expense, using its own or outside
auditors, of the Consultant's activities which relate, directly or indirectly, to this
Agreement. Consultant shall be provided a copy of such reports.
4.3 The Consultant, during the term of this Agreement, shall obtain all permits and
registration documents necessary for the performance of its work and for the
execution of services at its own expense, and shall maintain its validity. Upon
request, the Consultant shall deliver to the City copies of these licenses,
registration documents, and permits or proof of their issuance or renewal.
4.4 Consultant shall maintain books, records and documents, which sufficiently and
properly reflect all direct and indirect costs related to the performance of this
Agreement, and shall maintain such accounting procedures and practices as may
be necessary to assure proper accounting of all funds paid pursuant to this
Agreement. These records shall be subject, at all reasonable times, to inspection,
review, or audit as provided above.

4.5 The Consultant shall retain all books, records, documents or other material
relevant to this Agreement for three (3) years after its expiration. Consultant
agrees that the City, or its designee, shall have full access and right to examine
any of said materials at all reasonable times during this period.
5. Ownership and Use of Documents.
5.1 All research, tests, surveys, preliminary data, information, drawings and
documents made, collected, or prepared by the Consultant for performing the
services subject to this Agreement, as well as any final product, collectively
referred to as "work product," shall be deemed as the exclusive property of the
City, including copyright as secured thereon. Consultant may not use them except
in connection with the performance of the services under this Agreement or with
the prior written consent of the City. Any prior copyrighted materials owned by
the Consultant and utilized in the performance of the services under this
Agreement, or embedded in with the materials, products and services provided
thereunder, shall remain the property of the Consultant subject to a license
granted to the City for their continued use of the products and services provided
under this Agreement. Any work product used by the Consultant in the
performance of these services which it deems as "confidential," "proprietary," or
a "trade secret" shall be conspicuously designated as such.
5.2 In the event of Consultant's default, or in the event that this Agreement is
terminated prior to its completion, the work product of the Consultant, along with
a summary of the services performed to date of default or termination, shall
become the property of the City, and tender of the work product and summary
shall be a prerequisite to final payment under this Agreement. The summary of
services provided shall be prepared at no additional cost, if the Agreement is
terminated through default by the Consultant. If the Agreement is terminated
through convenience by the City, the City agrees to pay Consultant for the
preparation of the summary of services provided.
6. Public Records.
6.1 Consultant acknowledges that the City is an agency subject to Chapter 42.56
RCW "Public Records Act." All preliminary drafts or notes prepared or gathered
by the Consultant, and recommendations of the Consultant are exempt prior to the
acceptance by the City or public citation by the City in connection with City
action.
6.2 If the Consultant becomes a custodian of public records of the City and request
for such records is received by the City, the Consultant shall respond to the
request by the City for such records within five (5) business days by either
providing the records, or by identifying in writing the additional time necessary to
provide the records with a description of the reasons why additional time is

needed. Such additional time shall not exceed twenty (20) business days unless
extraordinary good cause is shown.
6.3 In the event the City receives a public records request for protected work product
of the Consultant within its possession, the City shall, prior to the release of any
protected work product or as a result of a public records request or subpoena,
provide Consultant at least ten (10) business days prior written notice of the
pending release and to reasonably cooperate with any legal action which may be
initiated by the Consultant to enjoin or otherwise prevent such release.
Independent Contractor Relationshi
7.1 The parties intend that an independent contractor relationship is created by this
Agreement. The City is interested primarily in the results to be achieved; subject
to the scope of services and the specific requirements of this Agreement, the
implementation of services will lie solely with the discretion of the Consultant.
No agent, employee, officer or representative of the Consultant shall be deemed to
be an employee, agent, officer, or representative of the City for any purpose, and
the employees of the Consultant are not entitled to any of the benefits or
privileges the City provides for its employees. The Consultant will be solely and
entirely responsible for its acts and for the acts of its agents, employees, officers,
subcontractors or representatives during the performance of this Agreement.
7.2 In the performance of the services provided in this Agreement, Consultant is an
independent contractor with full authority to control and direct the performance of
the details of the work, however, the results of the work contemplated herein must
meet the approval of the City and shall be subject to the City's general rights of
inspection and review to secure the satisfactory completion thereof.
7.3 The Consultant shall comply with all State and Federal laws including, but not
limited to:
7.3.1 The definition requirements of RCW 50.04.140 (Employment Security).
7.3.2 RCW 51.08.195 (Industrial Insurance).
7.3.3 Obtain a City of Pasco business license.
7.4 The City may, at its sole discretion, require the Consultant to remove any
employee, agent or servant from employment on this Project who, in the City's
sole discretion, may be detrimental to the City's interest.

8. Indemnification.
8.1 The Consultant shall defend, indemnify, and hold harmless the City, its officers,
officials, agents, employees, and volunteers from any and all claims and causes of
action, including, but not limited to, actions of law or administrative proceedings
for all injuries to persons or damages to property, and all losses, damages,
demands, suits, judgments, including attorney fees, arising out of, or as a result
of, or in connection with the work performed under this Agreement, and caused or
occasioned in whole or in part by reason of errors, negligent acts or omissions of
the Consultant or its subcontractors in the performance of this Agreement, except
for injuries and damages caused by the sole negligence of the City, its officers,
employees, agents, and volunteers.
8.2 Should a Court of competent jurisdiction determine that this Agreement is subject
to RCW 4.24.115, then, in the event of liability for damages arising out of bodily
injuries or damages to property caused by or resulting from the concurrent
negligence of the Consultant, and the City, its officers, employees, agents and
volunteers, the Consultant's liability and obligation to defend hereunder shall only
be the proportionate extent of the Consultant's negligence.
8.3 It is further agreed that the indemnification provided herein constitutes the
Consultant's waiver of immunity under Industrial Insurance, Title 51 RCW,
solely for the purposes of this indemnification.
8.4 No liability shall attach to the City by reason of entering into this Agreement
except as expressly provided herein.
8.5 This indemnification shall include damages, penalties and attorney fees sustained
as a result of Consultant's delayed or failed performance of Section 6 above.
8.6 This waiver has been mutually negotiated by the parties, and the provisions of this
section shall survive the expiration or termination of this Agreement.
9. Insurance. The Consultant shall procure and maintain for the duration of the
Agreement, insurance against claims for injuries to persons or damage to property which
may arise from or in connection with the performance of the work hereunder by the
Consultant, its agents, representatives, employees, or subcontractors.
9.1 Minimum Scope of Insurance. Consultant shall obtain insurance of the types
described below:
9.1.1 Automobile Liability insurance covering all owned, non -owned, hired and
leased vehicles. Coverage shall be written on Insurance Services Office
(ISO) form CA 00 01 or a substitute form providing equivalent liability
coverage. If necessary, the policy shall be endorsed to provide contractual
liability coverage.

9.1.2 Commercial General Liability insurance shall be written on ISO
occurrence form CG 00 01 and shall cover liability arising from premises,
operations, independent contractors and personal injury and advertising
injury. The City shall be named as an insured under the Consultant's
Commercial General Liability insurance policy with respect to the work
performed for the City.
9.1.3 Workers' Compensation coverage as required by the Industrial Insurance
laws of the State of Washington.
9.1.4 Professional Liability insurance appropriate to the Consultant's profession.
9.2 Minimum Amounts of Insurance. Consultant shall maintain the following
insurance limits:
9.2.1 Automobile Liability insurance with a minimum combined single limit for
bodily injury and property damage of $1,000,000 per accident.
9.2.2 Commercial General Liability insurance shall be written with limits no
less than:
• $1,000,000 each occurrence;
® $2,000,000 general aggregate; or
❑ $ each occurrence; and $ general aggregate
9.2.3 Professional Liability insurance shall be written with limits no less than:
® $1,000,000 per claim;
9 $1,000,000 policy aggregate limit; or
❑ $ per claim; and $ per policy aggregate limit
9.3 Other Insurance Provisions. The insurance policies are to contain, or be endorsed
to contain, the following provisions for Automobile Liability, Professional
Liability, and Commercial General Liability insurance:
9.3.1 The Consultant's insurance coverage shall be primary insurance as
respects the City. Any insurance, self-insurance, or insurance pool
coverage maintained by the City shall be excess of the Consultant's
insurance and shall not contribute with it.
9.3.2 The Consultant's insurance shall be endorsed to state that coverage shall
not be cancelled by either party, except after thirty (30) days prior written
notice by certified mail, return receipt requested, has been given to the
City.

9.4 Acceptability of Insurers. Insurance is to be placed with insurers with a current
A.M. Best rating of not less than A:VII.
9.5 Verification of Coverage. Consultant shall furnish the City with original
certificates and a copy of the amendatory endorsements, including, but not
necessarily limited to, the additional insured endorsement evidencing the
insurance requirements of the Consultant before commencement of the work.
10. Nondiscrimination. In the performance of this Agreement, the Consultant will not
discriminate against any employee or applicant for employment on the grounds of race,
creed, color, national origin, sex, marital status, age or the presence of any sensory,
mental or physical handicap; provided that the prohibition against discrimination in
employment because of handicap shall not apply if the particular disability prevents the
proper performance of the particular worker involved. The Consultant shall ensure that
applicants are employed, and that employees are treated during employment in the
performance of this Agreement without discrimination because of their race, creed, color,
national origin, sex, marital status, age or the presence of any sensory, mental or physical
handicap. Consultant shall take such action with respect to this Agreement as may be
required to ensure full compliance with local, State and Federal laws prohibiting
discrimination in employment.
11. Covenant Against Contingent Fees. The Consultant warrants that it has not employed
nor retained any company, firm, or person, other than a bona fide employee working
exclusively for the Consultant, to solicit or secure this Agreement; and that it has not paid
or agreed to pay any company, person or firm, other than a bona fide employee working
exclusively for the Consultant, any fee, commission, percentage, brokerage fee, gift, or
other consideration contingent upon or resulting from the award or making of this
Agreement. For breach or violation of this warranty, the City shall have the right to
terminate this Agreement.
12. Assignment and Subcontracting.
12.1 The City has awarded this Agreement to the Consultant due to its unique
qualifications to perform these services. The Consultant shall not assign (or
subcontract other than as specifically identified in Exhibit A) its performance
under this Agreement or any portions of this Agreement without the prior written
consent of the City, which consent must be sought at least thirty (30) days prior to
the date of any proposed assignment.
12.2 Any work or services assigned or subcontracted hereunder shall be subject to each
provision of this Agreement including Section 6, Public Records; Section 10,
Nondiscrimination; proper bidding procedures where applicable; and all local,
State and Federal statutes, ordinances and guidelines.
12.3 Any technical or professional service subcontract not listed in this Agreement,
must have prior written approval by the City.

13. Termination.
13.1 Termination for Convenience. Either party may terminate this Agreement for any
reason upon giving the other party no less than ten (10) business days written
notice in advance of the effective date of such termination.
13.2 Termination for Cause. If the Consultant fails to perform in the manner called for
in this Agreement, or if the Consultant fails to comply with any other provisions
of this Agreement and fails to correct such noncompliance within five (5)
business days of written notice thereof, the City may terminate this Agreement for
cause. Termination shall be effected by serving a notice of termination on the
Consultant setting forth the manner in which the Consultant is in default. The
Consultant will only be paid for services and expenses complying with the terms
of this Agreement, incurred prior to termination.
14. General Provisions.
14.1 For the purpose of this Agreement, time is of the essence.
14.2 Notice. Notice provided for in this Agreement shall be sent by:
14.2.1 Personal service upon the Project Administrators.
14.2.2 Certified mail to the physical address of the parties, or by electronic
transmission to the e-mail addresses designated for the parties below.
14.3 The Project Administrator for the purpose of this Agreement shall be:

15. Dispute Resolution.
15.1 This Agreement has been and shall be construed as having been made and entered
into and delivered within the State of Washington and it is agreed by each party
hereto that this Agreement shall be governed by the laws of the State of
Washington.

15.2 In the event of a dispute regarding the enforcement, breach, default, or
interpretation of this Agreement, the Project Administrators, or their designees,
shall first meet in a good faith effort to resolve such dispute. In the event the
dispute cannot be resolved by agreement of the parties, said dispute shall be
resolved by arbitration pursuant to RCW 7.04A, as amended, with both parties
waiving the right of a jury trial upon trial de novo, with venue placed in Pasco,
Franklin County, Washington. The substantially prevailing party shall be entitled
to its reasonable attorney fees and costs as additional award and judgment against
the other.
16. Nonwaiver. Waiver by the City of any provision of this Agreement or any time
limitation provided for in this Agreement shall not constitute a waiver of any other
similar event or other provision of this Agreement.
17. Inte¢ration. This Agreement between the parties consists in its entirety of this document
and any exhibits, schedules or attachments verified by initials as a part of Exhibit A. Any
modification of this Agreement or change order affecting this Agreement shall be in
writing and signed by both parties.
18. Authorization. By signature below, each party warrants that they are authorized and
empowered to execute this Agreement binding the City and the Consultant respectively.

EXHIBIT A
WASTEWATER TREATMENT PLANT FACILITY PLAN
CITY OF PASCO, WA
The primary purpose of this scope of services is to assist the City of Pasco in developing a
Facility Plan for their existing wastewater treatment plant (WWTP). This work is the second
of two phases associated with the City's 2016 Comprehensive Sewer Plan Supplement
project. The first phase of the project focused on identifying operational and/or capital
improvements that could be implemented immediately to improve the overall WWTP
capacity. By developing a Facility Plan instead of a Comprehensive Sewer Plan Supplement,
eligibility for funding assistance through Ecology's water quality program phase will be
expedited.
SCOPE OF SERVICES
Task 1 - Project Management
This task provides for management of the project through the completion of the project. The
detailed subtasks are as follows:
• General Project Management — Includes developing Project Management Plan that
will include the project scope, schedule, team organizational chart, define
responsibilities, outline project communication protocols, and provide contact
information of key team members. The Project Management Plan will be a document
distributed to all key team members and updated as necessary to reflect the current
status of the project. This project management subtask also includes project start-up,
in-house review and task coordination, quality control, coordination with City staff,
and preparation for and attendance at various project related meetings not provided
for elsewhere in other work tasks.
• Rick -off Meeting —Prepare for and attend a project kick-off meeting with City staff
and key team members. MSA's Project Manager will develop and distribute a
meeting agenda one week before the meeting.
• Preliminary Engineering Conference —A preliminary engineering conference will
be conducted with the Department of Ecology (DOE) to review project objectives,
work plan, schedule and receive their input.
• Project Schedule — MSA's Project Manager will prepare a detailed version of the
project schedule provided in Exhibit B and regularly update this itemized project
schedule to reflect required changes. The schedule will include key activities,

milestones, submittal deadlines and City review periods through completion of the
project. A summary of the project schedule status will be included in monthly
Invoices.
• Staff and Subconsultant Management — MSA's Project Manager will manage
project staff and subconsultants to ensure execution of the Scope of Services in an
efficient and competent manner. This management task will involve making staff
assignments and directing task activities of MSA staff and subconsultants, monitoring
level of effort and conformance with the Scope of Services.
Budget Oversight — MSA's Project Manager will monitor project costs and manage
budget. This will include preparing and submitting monthly activity reports listing
specific work activities that occurred during the invoice period, current project status,
and identify activities, milestones, and deadlines that will occur in the proceeding
weeks. Monthly billing statements will include billed hours and hourly labor rates for
each team member who provided services for that period. Direct reimbursable
expenses such as printing, copies and vehicle mileage shall be itemized and expensed
at cost.
Assumptions
• The work program will take approximately 12 months to complete.
Deliverables
• Project Management Plan.
• Preliminary Engineering Conference meeting minutes.
• Monthly invoices with schedule/budget status.
Task 2 —Data Collection, Compilation & Distribution
This task provides for the collection, compilation and distribution of historical data and City
input needed for the completion of the project. Some of this work was completed in the first
phase of the project that focused on immediately implementable improvements. The detailed
subtasks are as follows:
• Data Requests - MSA will review background information already provided by the
City and develop formal data requests for any additional information required for
completion of the work. MSA will endeavor to limit the number of data requests in
an effort to minimize City Staff time required to address these requests.

• City Wastewater Treatment Plant (WWTP) objectives/goals — MSA will work with
City Staff to develop a preliminary list of short and long-term objectives or goals for
the WWTP. While meeting regulatory requirements will be the primary focus of the
work, having a better understanding of these items is vital to the development of
alternatives that will be evaluated in this 20 -year planning process. Examples of
goals/objectives that could influence alternative development include items such as
resource recovery (heat, biogas, struvite, etc..), treated effluent reuse, Class A
biosolids, optimized energy efficiency, operational complexity and operation, and
power generation.
• Team Data Compilation & Distribution — MSA will use, maintain, and expand the
web -based filing system developed in initial phase of work for the sharing of data
amongst the team and City.
Assumptions
• MSA will be responsible for identifying any required additional information and the City
will be responsible for the collection and delivery of the requested information.
• Both MSA and the City will move quickly to identify and collect required data in a
timely manner so as not to negatively impact the project schedule.
• City will pay supplemental direct sampling and laboratory testing costs, if needed

Task 3 — Treatment Plant Existing Condition Assessment
This task provides a detailed evaluation of the existing condition of the WWTP. This work,
combined with Task 4 will be used to determine and document existing WWTP
improvement needs and treatment constraints. A portion of this work was completed in the
first phase of the project that focused on immediately implementable improvements. The
detailed subtasks are as follows:
• Age/Condition Assessment — The intent of this work is to not only identify facility
components that are worn out and need replacement now, but to also identify other
infrastructure that will need replacement in the planning window. A detailed record
drawing review, on-site investigations, and a partially finished equipment list was
completed during the previous phase of work. Due to a lack of existing process flow

and instrumentation diagrams (P&IDs) as well as a complete existing equipment
database, additional work is still needed. This remaining work will focus on two
main activities as described below.
1. Process Flow Diagrams — P&IDs are used within the wastewater treatment
industry to plan, design, and document how various processes within a WWTP
are configured and operate. These drawings allow operations staff, engineers,
and others to quickly understand basic plant functions and operational options
without having to do a detailed plant walk-through and/or record drawing
review. In this subtask, draft diagrams that depict the process flow portion of
a P&ID will be developed for the major unit processes at the plant. The
resulting process flow diagrams will then be shared with the City and various
MSA Team technical advisors in advance of the future alternative workshops
so that they have a solid understanding of existing treatment systems and
operational flexibilities.
During the past phase of work, the potential for over 50 P&IDs was identified
and a preliminary version of several were created. This work would refine
these existing diagrams and add other unit processes as needed to convey
existing facility form and function to our technical advisors. For the budget
proposed, this work will not include the development of all P&IDs for the
plant or provide detailed information on the instrumentation and control
portion.
2. Equipment Database This work was started in Phase 1, but due to the lack of
an existing comprehensive plant -wide equipment database additional work is
needed. This work will include expansion of the City's existing partial
equipment list to cover the major unit processes of concern and documentation
of the general age/condition of this equipment.
• Electrical, Instrumentation and Control Assessment — The intent of this work is to
not only identify components that are missing, outdated, and/or worn out and need
replacement now, but to also identify other infrastructure that will need replacement
in the planning window. This subtask, while similar in nature to the age/condition
assessment previously described, is focused solely on the electrical, instrumentation
and control systems at the WWTP. The results of this work will be documented in a
technical memorandum.

WW Characterization — This subtask will update the wastewater characterization

that has been collected and finalization of the previously completed draft technical
memoranda on the subject.
• Existing Condition Models — A hydraulic, process and solids model was developed in
the last phase of work. These models will be updated to reflect changes in wastewater
characterization and preliminary results of the immediate needs improvements that
were implemented in the 2"d quarter of 2017.
• Treatment Facility History, Unit Process Descriptions, and Performance — These
required sections of the Facility Plan will be generated in draft form using already
developed descriptions from the past phase of work and the City's 2014
Comprehensive Sewer Plan. Additional work is anticipated to incorporate
documentation of recent changes at the WWTP and resulting performance changes.
• Plant Capacity Assessment — MSA will review the work of this task and past work
and prepare an estimate of the existing capacity of the WWTP for use in the Facility
Plan.

Task 5- Future Requirements
The determination of the future requirements that the WWTP must operate under is a
fundamental building block for determining the City's future WWTP needs. For planning
purposes, the future condition assessments will focus on four distinct timeframes (0
year/New Permit, 5 years out, 10 years out and 20 years out). The subtasks associated with
this task are as follows:
• Urban Growth Area Analysis/Projections — MSA will perform an assessment of the
City's current and future UGA to determine consistency with other planning
documents as well as the wastewater treatment needs for all residential, commercial,
and industrial service areas. The results of this work will be documented in a technical
memorandum.
• Flow/Load Projections — Using the UGA analysis and existing wastewater
characterization work, MSA will predict the raw wastewater characteristics that are
anticipated in the future. These flow and load predictions will be utilized in the
process modelling of future alternatives. The results of this work will be documented
in a technical memorandum.
• WWTP Solids Estimates —The quantity and type of solids produced can have an
impact on the viability and type of alternatives that are evaluated. MSA will use

industry standard assumptions to estimate the various future solids quantities to aid in
the brainstorming and evaluation of solids alternatives. The results of this work will

• Regulatory Requirements — The purpose of this subtask is to review and document
the current status and anticipated trends of treated wastewater discharge regulations in
the state and industry as a whole. Based on this analysis, a write-up summarizing the
potential future wastewater treatment requirements will be developed. An updated
review of Columbia River TMDLs and 303(d) listings will be included, but the
conversations with the City's DOE permit lead will be the primary basis of
determining the future regulatory requirements.

Task 6 —Liquids Process Alternative Development
This task provides for the assessment of alternatives to address the WWTP's future liquid
treatment needs/goals and the selection of preferred options to incorporate into the Facility
Plan. The subtasks associated with this task are as follows:
• Brainstorming Workshop — After the completion of Tasks 2, 3 and 4, MSA will
schedule and lead a liquid treatment brainstorming workshop with the City and our
Technical Advisors. The intent of this workshop is to use the extensive experience of
these experts to generate a comprehensive list of liquid train treatment improvement
options for evaluation to address both required improvements and/or City WWTP
goals/objectives.
• Long -Term Treated Water Use GoaUPlan Setting — Based on initial City WWTF
goal/objective input gathered in Task 2 and input received from the Brainstorming
Workshop, MSA will work with the City to further refine and document their goals
and options to address them. At the very least, this work will need to include a
discussion of treated water reuse ideas to address state level planning requirements.
The results of this work will be documented in a technical memorandum.

• ESCO Option Identification — MSA will work directly with the City's contracted
Energy Savings Company (Ameresco) to identify and vet liquid treatment options that
provide energy savings and/or are available for special grants or incentives that show
potential to be delivered by Ameresco. A general description of the options that were
identified and their pros/cons will be documented in a technical memorandum.
• Alternative Refinement— Based on the results of the previous three subtasks, MSA
will prepare and lead an on-site workshop with the City to further discuss and refine
the list of alternatives under consideration to 6 or less. Alternative information
provided to the City in the workshop will include quantification of the relative
differences between the options such as order of magnitude capital and operational
costs, operational complexity, and other various pros and cons.
It is anticipated that after the workshop, one round of questions from the City and
written responses from MSA will be necessary to refine the alternative list down to
the desired number.
• Technology Tours— To help complete the alternative selection process, MSA will
arrange WWTP visits in the Pacific Northwest for the City to see and discuss working
installations of the alternative short-list.
Preferred Alternatives Analysis — Based on input from the Alternative Refinement
Workshop and Technology Tours, MSA will work with the City to reduce the
alternatives under consideration to 3 or less. A conceptual layout of these options,
detailed capital and O&M costs, and other relevant factors (complexity,
newness/proven nature of technology, ability to meet WWTP objectives, alternative
delivery potential, etc....) will be prepared and presented in a technical memorandum
for City review.
• Alternative Selection Workshop — MSA will prepare a presentation based on the
Preferred Alternatives Analysis and lead an on-site workshop with the City to select
the preferred alternative.
Assumptions
• Up to 2 days of brainstorming workshops (including travel time for Technical Advisors)
are assumed for both the liquid and solids process alternatives collectively.
• The budget estimate for the Technology Tours includes up to 3 consecutive days of
WWTP visits for both the liquid and solids process alternatives and only includes time

and expenses for the consultant team. MSA will only proceed with the work associated

Task 7 — Solids Process Alternative Development
This task provides for the assessment of alternatives to address the W WTP's future solids
treatment needs/goals and the selection of preferred options to incorporate into the Facility
Plan. The subtasks associated with this task are the same as those presented in Task 6 except
that they will be solids and not liquids focused. In addition to this work, MSA will also
provide:
• Solids Thickening and Dewatering Analysis — MSA will work with the City to
collect and deliver solids samples for laboratory analysis. This analysis will test the
thickening and dewatering capabilities of the solids and make preliminary technology
recommendations that will be used to influence the alternatives that are evaluated.
Assumptions
• City will pay for the collection and shipping of solids samples for lab analysis
• Up to 2 days of brainstorming workshops (including travel time for Technical Advisors)
are assumed for both the liquid and solids process alternatives collectively.
• The budget estimate for the Technology Tours includes up to 3 consecutive days of
WWTP visits for both the liquid and solids process alternatives and only includes time
and expenses for the consultant team. MSA will only proceed with the work associated
with this subtask after receiving approval from the City.

Task 8 - Capital Improvement Plan
With preferred liquid and solids improvements selected, MSA will complete a Capital
Improvement Plan (CIP) by sequentially completing the following subtasks:

• Develop Individual Project Implementation Timelines/Capital Budgets — Based on
the preferred alternatives from previous tasks, a list of proposed projects will be
generated and sequenced. Initial order of magnitude cost opinions for each discrete
project will be developed and will include engineering, administration, and
construction. This draft CIP will be presented to the City for their use in the next
subtask.
City Financial Analysis and CIP refinement — The City will perform a financial
review to identify the potential financial impacts of the draft CIP. To meet planning
requirements, the City's financial review will need to include an analysis of the
current rate structure and capital facility charges and recommendations for revised
rate structure, revised capital facility charges or alternate project funding plans. The
Facility Plan will need to include a description of a funding strategy that will be
financially viable for the utility in both a short-term (6 years) and long-term (20
years) planning period, assuring the utility's ability to implement the schedule of
capital improvements.
MSA will assist the City in refining the CIP sequence, break-out and/or timing (if
possible) to mitigate undesirable impacts.
• Finalized CIP — MSA will prepare a finalized present worth based CIP matrix for
inclusion in the Facility Plan
Assumptions
• Financial Impact Analysis is not included in this scope of work and is assumed to be
completed separately by the City.
Cost estimates are to be considered Class 5 level per AACE International's
Recommended Practice No. 56R-08 and will be based on current market factors, any
recent Pasco or Tri -Cities specific construction bids and professional judgement.
• Operation and maintenance costs will be based on current City practices and
published standards for staff and operating a wastewater system.

Task 9 — Council/Public Involvement
Work under this subtask includes supporting the City with the public involvement that is
required for Facility Plan approval. This subtask includes attending public meetings with
Pasco, WA MURRAY, SMITH & ASSOCIATES, INC. Facility Plan

City staff; City Council Meetings, open houses, or other types of community meetings.
Work will include providing supporting figures to assist the City in conveying project
information.
MSA will adjust the desired work to meet the City's needs, but for budgeting purposes has
assumed the following three meetings/topics to either the public and/or Council:
• Identified deficiencies and Alternatives under consideration
• Selected Alternatives and Preliminary CIP.
• Final Facility Plan, CIP, and Rate Impacts
Assumptions
• The City will be responsible for organizing and administering all public meetings,
including meeting announcements, invitations, etc.
• City will be responsible for the advertisement, documentation of the advertisement,
and documentation of attendance for the public meetings.
• No more than three public meeting will be conducted.
• Supporting figures will be limited to presentation boards and graphics prepared for
the Facility Plan.
• City will duplicate and distribute the informational material as necessary.

Task 10 — Environmental Review
In order to qualify the identified WWTP Improvements for Ecology Funding, the State
Environmental Review Process (SERP) will be followed. The work of this task builds upon
the work completed in Task 4 and includes the following additional work elements.
• Preparation of a SERP Cover Sheet,
• Contact and coordination with Federal Cross -Cutters
• Preparation of a basic Biological Assessment
• Preparation of a Cultural Resources Survey
Assumptions
• All selected alternatives will be located within existing City property or easements
specifically classified/zoned for wastewater conveyance and treatment.

• The SEPA completed and approved for the 2014 Comprehensive Sewer Plan (CSP)
will meet Ecology needs for an approved SEPA associated with the proposed Facility
Plan improvements. The CSP treatment alternative analysis focused on selection of
either a new treatment plant in west Pasco versus expansion of the existing plant.
Expansion of the existing plant was selected. The Facility Plan will further define the
necessary improvements to enable design and construction to begin.
• An Environmental Impact Statement (EIS) will not be needed.
• Preparation of any necessary permits for facility construction are not included and
will be handled as part of the detailed design process.
• Facility Plan documents will be sufficient for Federal cross -cutter review without
significant modification and can be submitted electronically.
• Responses from Federal cross -cutters are not anticipated to require substantive
changes to the proposed improvements or significant additional work.

Task 11 — Facility Plan Documentation
MSA will develop a Facility Plan document to meet the requirements of WAC 173-240-060
and the Criteria for Sewage Works Design ("Orange" Book). The overall project strategy
will be to reconfigure and incorporate the various draft technical memoranda and draft
facility plan sections prepared in the previous tasks into a form acceptable to DOE. The
Facility Plan will be produced and reviewed in three distinct phases as summarized below:
• City Review Draft
Ecology Review Draft - City review comments will be incorporated into the draft
document prior to submission to DOE for review. A meeting to review the Plan will
be conducted with DOE staff.
• Final Plan Document— A final document that incorporates all final City (staff and
council), DOE and public comments will be prepared, signed, sealed, and submitted
to the City and DOE. MSA will assist the City with a presentation to the City Council
for adoption of the Plan per Task 10.

Assumptions
• City will provide review comments on all drafts of the Plan.
• City will participate in a review session with DOE.

• The use of electronic copies (PDF) of the draft Facility Plan will be created for
internal City, and possibly stakeholder, review prior to submission to Ecology.
• Three hardcopy draft Facility Plan will be submitted to Ecology for review.
• Five hard copies and twenty-five electronic copies on CD and in PDF format of the
final Facility Plan will be delivered to the City for their use and distribution.
Task 12 — Immediate Needs Support and Continuation
Previous work identified and designed projects that could be implemented immediately to
improve the overall WWTP capacity and focused solely on three projects: chemically
enhanced primary treatment, trickling filter improvements, and intermediate clarifier
improvements. This task includes moving work forward on items that were not included in
this past work. The subtasks associated with this task are given below. Work on each is
limited to the effort assumptions provided in Exhibit C.
• Class B Biosolids Implementation — The treatment plant is currently obtaining Class
B biosolids by partially stabilizing in the anaerobic digesters and then drying in the
drying beds to a total solids concentration of 75% or greater. This method requires
long drying times that limits the overall capacity of the system. Based on previous
work, it appears that the capacity of the digesters is presently adequate to produce
Class B biosolids without the use of the drying beds if adequate monitoring and
documentation of the Solids Retention Time (SRT) and Volatile Solids Reduction is
provided. MSA will assist the City in making the conversion to using the digesters
only for class B solids by working with operations staff to:
1. Develop a sampling and testing plan
2. Further develop the Hach WIMMS worksheet
3. Obtain approval of the revised method with Ecology.

• Selector Evaluation —The City's existing aerobic selectors do not provide adequate
SVI control. Historical SVIs have ranged from 30 to over 500 ml/g in 2016. MSA
will engage Dr. David Stensel to review and comment on the selector operation by:
1. Evaluating selector loading data
2. Providing a detailed evaluation of selector operation
3. Providing recommendations on selector operation
Due to the limited size and process control associated with the existing selectors, it is
anticipated that the selectors will not be able to provide true "selection" and
recommendations will focus on operational schemes to avoid treatment upset or
problem conditions.
• Outfall Evaluation — The City's existing outfall and associated piping has been
identified as capacity limited. Since no record drawings could be found for these
facilities, additional field testing and analysis is needed to help verify the hydraulic
capacity of this system. MSA will coordinate with the City or their on-call surveyor
to collect at least three sets of field measurements of water level in the Station 13+17
manhole and the Columbia River. Using WWTP effluent flow measurements in
conjunction with the water level measurements provided by others, MSA will
complete a downstream hydraulic analysis of the outfall system to determine the
accuracy of previous capacity estimates. The results of this work will be summarized
in a technical memorandum.
On -Call WWTP Operations Assistance — This subtask is intended to provide the
WWTP operations staff with a mechanism to receive assistance from the MSA Team
during the immediate needs implementation and planning period. This work will only
be executed if authorized by the City's project manager in advance. The following is
a list of items that could be covered under this subtask:
1. Evaluation and assistance with process upsets
2. Input on City proposed changes to plant operation
3. Treatment process modifications to address equipment or unit process failures
4. Discussion and evaluation of plant data anomalies and concerns.
