Project Description: There are remaining opportunities within the current City of Pasco (City) Urban Growth Boundary to provide non - potable irrigation water. In addition, the westerly side of the City is expanding north of Burns Road. From a planning - level perspective, the City would like to consider whether the potential infill needs can be met with the existing physical capacity of the irrigation system, and if expansion of the irrigation system north of Burns Road is within the physical limitations of the system after infill needs are met. Scope of Services: The City would like RH2 Engineering, Inc., (RH2) to perform a physical capacity analysis of the irrigation system based upon the current service area and determine if expansion of the irrigation system north of Burns Road on the westerly side of the City is within the physical limitations of the system after infill needs are met. Irrigation water rights are a known long-term concern and are not part of this analysis. Time of Performance: RH2 will proceed with the work within one (1) week of receipt of requested data and will complete a draft for the City to review within 45 working days. This growth taxes the City's ability to provide water supply to its customers. The City water utility includes both a potable water system that delivers treated surface water to its customers and a non -potable irrigation system that primarily uses groundwater supplemented with a surface water river intake system. The City would like RH2 Engineering, Inc., (111-12) to perform a physical capacity analysis of the irrigation system based upon the current service area. Irrigation water rights are a known long-term concern and are not part of this analysis. Task 1— Data Collection and Review Objective: Request and review existing data from the City as outlined in the assumptions Approach: 1.1 Review 2013 Irrigation Master Plan and Department of Natural Resources (DNR) Property Analysis Memorandum. 1.2 Review existing hydraulic model of the irrigation system and City -provided Geographic Information System (GIS) shape files. Update the hydraulic model to include known irrigation system infrastructure (i.e., supply sources, reservoirs, pressure reducing valves, etc.) as provided by the City. Hydraulic model updating is a highly variable task, and the extent of the updates required are partially unknown at this time. An initial allocation of eight (8) hours of a hydraulic modeling expert's time has been identified to update the hydraulic model. If additional time is necessary, RH2 will coordinate with the City to discuss a contract amendment to provide additional updates to the model, or assumptions necessary to proceed with the modeling tasks based on the initial allocation. 1.3 Prepare a summary of impacts on the water system, data gaps, and a list of assumptions to be reused and relied upon in the analysis. This list includes, but is not limited to, average day demand (ADD), maximum day demand (MDD), peak hour demand (PHD), average lot density, average instantaneous demand per lot, and average annual use per lot. Assumptions: The hydraulic model and master plan information will provide enough information for preparing the basic planning data. It is assumed that the model includes most or all of the irrigation main and nodes in the system. RH2 is entitled to rely on the accuracy and completeness of any information, data, or materials provided or generated by the City or others in relation to this Scope of Work. Provided by City: • 2013 Irrigation MasterPlan and DNR Property Analysis Memorandum (previously provided). • Irrigation system hydraulic model (previously provided). • All irrigation system GIS shape files to be reviewed and included in the hydraulic model. • All irrigation pump curve or design point information identifying the flow and total dynamic head provided by each pump. • All irrigation system settings (i.e., reservoir fill/draw levels, pressure reducing valve settings, pump settings, etc.) • 2017 irrigation water use data including total water use, maximum day demand and peak hour demand by source. RH2 Deliverables: • A summary of the items identified in subtask 1.3, to be included in the technical memorandum identified in Task 2. A draft PDF version of the items will be provided via email correspondence from RH2 to the City. Task 2 — Irrigation System Capacity Analysis Objective: Determine if the potential infill needs in the City can be met with the existing physical capacity of the irrigation system and if expansion of the irrigation system north of Burns Road is within the physical limitations of the system after infill needs are met. Approach: 2.1 Calculate existing (2017) ADD, MDD, and PHD of the irrigation system. 2.2 Calculate the projected infill ADD, MDD, and PHD to be connected to the irrigation system in the future based upon serving areas within the UGA not currently served by the irrigation system. 2.3 Calculate the system -wide quantity of water supply required for the existing and projected future conditions and compare those requirements to the system's existing supply capability. Supply analyses will be performed for the system as a whole, as well as for individual pressure zones orstorage operating areas. 2.4 Calculate the quantity of water storage required for the existing and projected future system and compare those requirements to the existing storage capacity of the system. Storage analyses will be performed for the system as a whole, as well as for individual pressure zones or storage operating areas. 2.5 Document the surplus or deficient capacity of the existing supply and storage facilities, and compare the facility capacity to the existing demands, existing demands with projected infill demands, and the ability to serve an expanded service area north of Burns Road on the west side of the existing system. 3/8/201812:47 PM \\rh2\dh\Richland\Data\PSC\540\201&2020 Municipal On -Call Services\Contract\TA-I\TaskAuth_Wo. 1_SOW_ Irrigation System Capacity Analysis.docx ORIGINAL PAGE NO 4 OF 6 PAGES City of Pasco Exhibit A Task Authorization No. 1— Irrigation System Capacity Analysis Scope of Work 2.6 Review the ground surface elevations north of Burns Road on the west side of the existing system and identify the potential service area for expansion based on the existing pumping abilities and existing reservoir height. 2.7 Establish facility settings to reflect current settings and those to be used for steady-state hydraulic analyses. 2.8 Input current land use classifications into the model to allocate existing demands and to calculate infill north of Burns Road. 2.9 Update hydraulic model node elevations based on Franklin County contour data (or City provided contour data, if available and provided to RH2). 2.10 Allocate the existing (2017) demand data among the nodes in the model. 2.11 Allocate the future demands into the hydraulic model. Demand distribution shall be based on estimates of future growth allocations. 2.12 Perform preliminary hydraulic analyses to identify locations for field pressure tests and check potential performance at each site. Prepare a template that lists field test locations and data that needs to be collected at each test location. 2.13 Attend one (1) day of field pressure tests. 2.14 Correlate field pressure test data with hydraulic modeling results. This task is variable in nature due to the unknown relationship between the field data and the hydraulic modeling results. This task authorization assumes eight (8) hours of a hydraulic modeling expert's time. If additional time is necessary, RH2 will coordinate with the City to discuss a contract amendment to improve the field and model correlation, or assumptions necessary to proceed with the available data. 2.15 Using the hydraulic model of the water system, perform a steady-state hydraulic analysis of the existing system simulating a MDD condition to determine the pressures and flow distribution during this demand condition. Identify calculated system deficiencies. 2.16 Using the hydraulic model of the water system, perform a steady-state hydraulic analysis of the existin system simulating a PHD condition to determine the pressures and flow distribution during this demand condition. Identify calculated system deficiencies. 2.17 Using the hydraulic model of the water system, perform a steady-state hydraulic analysis of the future system simulating a MDD condition to determine the pressures and flow distribution during this demand condition. Identify calculated system deficiencies. 2.18 Using the hydraulic model of the water system, perform a steady-state hydraulic analysis of the future system simulating a PHD condition to determine the pressures and flow distribution during this demand condition. Identify calculated system deficiencies. 2.19 Identify and input proposed water system improvements into the model, based on the results of the existing system MDD hydraulic analysis and identification of deficiencies. Assumptions: Future work items needed to improve on the validity of the analysis will include but are not limited to: Provided by City: • 2016 and 2017 system production records for all sources in electronic database format (i.e., Excel or Access) • Existing land use GIS shapefile. • Meet with RH2 to discuss the system analysis calculation results. RH2 Deliverables: • One (1) day of field testing. • Attendance at meeting to discuss system analysis results. • Technical memorandum on system capacity and service area in electronic format (PDF).
