Project Description: Foster Wells Automatic Transfer Switch Replacement Scope of Services: See attached Scope of Services. Time of Performance: All work for this task shall be completed by August 1, 2018. Fee for Services: All work shall be performed on a time -spent basis at the normal hourly billing rate included in the general agreement with a maximum amount of $17,559. City of Pasco Foster Wells ATS Replacement Project Understanding The Foster Wells pump station is equipped with an Automatic Transfer Switch (ATS) which has been damaged and no longer functional. Emergency power for the pump station must now be manually transferred to the on-site generator in the event of a power outage. The City of Pasco has requested PACE to provide a scope and fee for professional engineering services to replace the existing ATS and integrate a new ATS into the existing control system. PACE has included Follett Engineering, PLLC., on our team to assist with the electrical, instrumentation, and controls design. PACE will prepare the bid documents including plans, project manual, and cost estimate for bidding purposes. Depending on the construction cost estimate, this work may be accomplished from soliciting bids from the City's small works roster. Scope of Work Task 1 — Project Management Organize, manage, and coordinate the disciplines required to accomplish the services requested above for this project. Project management services are as follows: Task 1.1 — Team Management Provide project management, contract administration services, and manage subconsultants. This work will include but is not limited to monitoring scope of work, budget, and schedule for compliance with project management plan, prepare monthly invoices, and prepare progress reports. Progress reports to include a description of work accomplished, upcoming work, budget status, and schedule status. Progress reports will be provided at bi-weekly status meetings with City staff. Deliverables: Budget assumes 3 Monthly Invoicing with Project Status Report Task 1.2 — Quality Assurance /Quality Control PACE will provide QA/QC in accordance with PACE standard practices. Sub -consultants will provide their own internal QA/QC practices consistent with industry standards of care. PACE team will conduct critical reviews continuously throughout project and specifically for key milestones and deliverables. Task 1.3 - Communications Project manager will include progress updates as part of the Public Works bi-weekly progress meetings with City. Updates will focus on the status and schedule of the PS&E. Task 2 — ATS Electrical, Instrumentation, and Controls Design Task 2.1 - Develop Electrical and Controls Plans Pre -Design Scope / tasks Visit the site to review the existing conditions, meet with the City to discuss the design standards and alternatives. Standards development— review existing standards and documents and develop items that apply to the replacement of the existing ATS and those that may be modified. Provide preliminary data for equipment and building layout — ATS size, elevations and general layout. Design Scope/Tasks Once the pre -design task is complete then final design can be done with the selected alternatives. Attend design meetings, gather information, review the process and controls. Assist client with electrical equipment layout Produce electrical drawings for bid (includes electrical power, controls, and instrumentation). Anticipated drawings are shown on the attached fee estimate. Provide, 90%, and final plans for review by the client and owner. Produce division 16 and 17 specifications for Bid. Attend Review meetings with the owner and client Perform multidiscipline design coordination and quality review Provide a final design electrical construction cost estimate City PS&E Review Final engineering plans and specifications will be submitted to the City for review and comment. The PACE team will review and provide responses for each comment received from the City. The comments will be incorporated into the bid documents. Task 3 — Bid Documents 3.1 Task" - Prepare Bid and Contract Documents PACE will prepare the final bid documents either for public bid or small works roster solicitation. The method of bid will be established by the City prior to developing the project manual. The City will provide PACE with their current boilerplate for Call to bids, Bidder Information, Bid Proposal, Contract documents, Contract Bonding, and general special provisions. PACE can assist the City upload the bid documents for a -bid. Final Construction Engineer's cost estimate will be provided to the City. AutoCAD layering will conform to PACE formatting standards consistent with APWA formatting standards. Construction drawings will include a Cover Sheet, Legends and Abbreviations Sheet, Plan and details with constructions notes and details. PACE special provisions will be a combination WSDOT/APWA Standard Specifications and CSI master format specifications. Draft Scope of Work March 7, 2018 Robin Nelson, P.E.
