PROFESSIONAL SERVICES AGREEMENT
WATER RIGHTS MANAGEMENT
WHEREAS, the City and EA Engineering, Science, & Technology Inc. PBC. entered
into a Professional Services Agreement on 4/27/2016 to provide engineering services with
respect to the Water Rights Management project.
NOW, THEREFORE, this agreement is amended to allow EA Engineering, Science, &
Technology Inc. PBC. to provide additional engineering services as described on Exhibit A.
Scope of Work:
No Change
2. Fee:
The compensation for the work is based on a Time and Materials Basis not to exceed
the amount of $10.000.00 for a total authorization amount of $38,000.00
Time of performance:
The services shall be complete for the project on or before 12/31/2017.

RE: Amendment to 2017 Water Rights Management Support Project, EA Project

Dear Rick:
The purpose of this letter is to request a contract amendment to the EA Engineering,
Science, and Technology, Inc. PBC (EA) 2017 water rights management support contract
with the City of Pasco (the City). This letter describes EA's amended work scope and
budget.
Amended Scope of Work
EA's current work scope for 2017 water rights management support remains unchanged
as described below:
• General support managing the City's water rights portfolio, including but not limited
to organizing the portfolio. Included in the portfolio will be hard and electronic
copies of pertinent information on each water right.
• Completing change-of-use/place applications as needed from the City's recent
acquisitions and future acquisitions.
• Completing transfer applications and guiding them through the Franklin County
Water Conservancy Board.
• On-call support and troubleshooting for the City as -needed.
EA's amended work scope includes the following:
• Working with staff and developers to insure water rights are available for new
residential irrigation needs.
• Developing documents (SEPA, Water Right Application Split Forms, etc) for
Ecology review
• Monthly tracking of irrigation water usage
• Developing GIS maps with water rights
Deliverables and Schedule
Specific deliverables and schedule will be defined on a case-by-case basis.

Budget
EA proposes a budget amendment of $10,000, to be added to the base contract value of
$28,000, for a revised budget cap of $38,000 for 2017 water rights management support.
