COP 004 — Polyethylene Sheetinq for Ductile Iron Piping (30 -inch Raw Water Line
Background Information: Specification section 02620-2.3F requires that all ductile iron pipe and
fittings be encased in polyethylene sheets or tubes. The Contractor has requested that this
requirement be eliminated. The City has indicated that it does not use polyethylene
encasement for its other ductile iron piping and that elimination of this requirement may be
acceptable. The Engineer does not take exception to eliminating this requirement.
Cost Evaluation: The proposed credit includes $1,087.90 in material cost and $820.82 in labor
costs.

COP 006 — Chemical Feed Tubing
Background Information: Detail 4 on Sheet M-6 and Detail 1 on Sheet C-10 show one 3/4"
chemical feed line and one 1/2" chemical feed line. The City has indicated that it does not have a
use for the 1/2" chemical feed line, but the installation of a second 1/4" line could be useful in case
there is an issue with the'/" line used for chlorine injection. The Contractor already has the 1/2"
tubing on site and their supplier has notified them that this length of braided tubing is not a
stock item which can be returned. The unused %" tubing shall be salvaged to the City and two
'/4" chemical feed lines shall be installed.
Cost Evaluation: The material cost for the extra'/<" tubing, including markup, is $2,518.50.
There is no additional cost for installation.

COP 007 — Remove Abandoned 24" DI
Background Information: While excavating for the new 30 -inch raw water line in Court Street,
the Contractor uncovered a 24 -inch ductile iron pipe and fittings that is capped and not shown
on the drawings. After consulting all other utilities including the irrigation company, it is decided
that the line is not in service and a portion of the pipe causing interference with new construction
can be removed and realigned. The line was tapped and found to be empty. The line was
removed as shown on the attached marked sketch and a straight portion of what was removed
was connected to the remaining pipe and capped outside the edge of the pavement.
Cost Evaluation: The material, labor, and equipment cost totals $17,460.20.

COP 008 — Remove MH Cone and Extend 18 -inch RW
Background Information: Demolish the existing manhole cover and cone as shown on the
attached markup of Sheet C-6. Demolish existing 24 x 18 tee with 24 -inch cap or plug. Delete
24 -inch restrained plug called for on the drawings.
At some time in the future, the City will extend the 18 -inch irrigation line (formerly raw water).
Due to the numerous utilities in Court Street at this location, it is best to extend the 18 -inch line
toward the right-of-way line now while the street is excavated and while conflicting utilities are
exposed.
Connect to existing 18 -inch line where 24 x 18 tee is removed with a 45 -degree bend and
extend to near the right-of-way line on the northeast side of Court Street. See green line on
attached markup. Use 45 -degree bends as required to go under existing duct bank. Provide
thrust restraint as necessary. Provide 18 -inch cap or plug with thrust block at end. Place
marker at end of pipe and provide detailed location for future locate.
Cost Evaluation: The material, labor, and equipment cost totals $25,402.76. The majority of the
cost is for the materials required.

COP 009 — RW Line Flushing at WTP
Background Information: The City requests that flushing be performed on the new 30 -inch RW
line from the river intake pump stations to the Water Treatment Plant. This can be achieved by
furnishing and installing two temporary pipes in the Water Treatment Plant building that extend
out the overhead door and discharge into the backwash basin. This is necessary to protect the
membrane filters from construction dust and debris.
Cost Evaluation: The material, labor, and equipment cost is shown below. The majority of the
cost is for the materials required.

COP 010 — Interior Painting
Background Information: The masonry subcontractor used colored mortar on portions of the
interior wall and it is not acceptable. The City is interested in coating the interior walls of the
pump station building, including the pump room, the electrical room, and the compressed air
room shown on Sheet A-3.
Please provide proposed pricing to coat the interior CMU walls with one of the following
systems:
1. Prime coat Tnemec 115@ 2.0-4.0 mils DFT;
One coat Tnemec 1029 @ 2.0 — 4.0 mils DFT
2. Prime coat Tnemec 1254 @ 100 SF/Gal;
One coat Tnemec 1029 @ 2.0 — 4.0 mils DFT
It is understood that the Tnemec 1254 system may provide a nicer finish but may cost more
than the Tnemec 115. Please provide pricing for each option so that the City can determine
which coating system is desired.
It shall be noted that the coating system shall be applied in accordance with the product data
sheets. A period of 28 days must pass for curing of the CMU walls prior to coating. In addition,
the coating system shall be installed in the appropriate temperature range, which may require
heating or waiting until a period of warmer weather.
The color shall be light gray.
Cost Evaluation: After negotiations, the cost of the Tnemec 115 system is $9,848.28 and the
cost of the Tnemec 1254 system is $12,983.28. The City decided that they would prefer the
Tnemec 1254 system as it is expected to provide a smoother, less porous finish.

COP 013 —Utility Impacts
Background Information: Throughout the project, the Contractor has been impacted by
unknown utilities and concrete or CDF encasement within Court Street. The production impacts
have been monitored by Apollo's site superintendent and the on-site inspector representing the
City. The impacts have been measured in terms of additional hours of labor, equipment usage,
materials, and disposal fees for concrete encountered. Some of the largest impacts were
caused by the following:
• 8 -inch irrigation line had to be removed and replaced due to its alignment conflict with
the new 30 -inch RW line near Station 2+50. This is where the new RW line runs on the
south side of the road past the existing 18 -inch intake line before the 45 degree bend to
the northeast.
• Unknown 24 -inch line near the existing 18 -inch intake line which Apollo had to work
around.
• Significant concrete encasement near the unknown 24 -inch line and the 8 -inch irrigation
line which required Apollo to jackhammer and dispose of concrete in order to continue
excavation.
• 2 -inch power line near the 8 -inch irrigation line around Station 2+50 (and other locations)
required additional efforts to complete excavation and install the 30 -inch RW line.
• Various other smaller lines not shown on plans or marked.
• Various other locations with utilities encased in concrete or CDF.
Cost Evaluation: The material, labor, and equipment cost is shown below. The cost was
determined by the number of hours of labor and equipment usage added by the utility impacts
and by the additional material invoices. The cost includes 21 utility impact claims.
