The City has requested that the skylights noted in the Plans be replaced with two additional pump access hatches. This will provide the City with easier access to maintain the pumps. Cost Evaluation: The material cost, including markup, for each hatch is $3,025.65 greater than the material cost for a skylight. Page 1 of 1 City of Pasco Columbia Water Supply Change Order Proposal COP 003 — Raw Water Piping Modifications Background Information: This change order proposal consists of three parts: 1. Connect piping of existing intake building to new raw water piping. The Plans show that the existing pump station building will be disconnected from the West Pasco Treatment Plant. The City and the Contractor discussed a possible piping connection between the existing pump station building and the new pump station building, which would allow either pump station to provide water to the treatment plant. The Contractor will install a 16 -inch intertie between the piping from the existing pump station and the piping from the new pump station. This provides the City with a backup in case the new pump station needs to be taken out of service for maintenance. 2. Install an in-line valve on the 20 -inch potable water line to the west of the last house's service meter, near Station 5+75. The existing potable water line providing service to the houses along Court Street is close to the proposed location of the raw water line and will be exposed during the excavation. The City requested that an additional valve be added to the west of the last service meter so that the water line can be isolated during construction while still keeping these houses in service. 3. Install restrained joints instead of concrete thrust blocks There are a significant number of utilities within the Court Street right-of-way. In order to prevent encasing other utilities in concrete, the City requested that restrained joints be used instead of thrust blocks. It was decided that two specific locations needed restrained joints instead of thrust blocks. A restrained joint will be added at the joint west of the 45 degree bend at Station 2+68.5, at the joint between the bends at Station 2+68.5 and Station 3+04.5, and at the joint to the east of the 45 degree bend at Station 3+04.5. The two thrust blocks for these 45 degree bends will be removed as a credit. Cost Evaluation: The cost for each part is shown below: 1. The initial proposal was $91,883.80. By removing a 30 -inch valve ($12,000), reducing the pipe size to 16 -inches, and evaluating the materials, labor, and equipment, this amount was reduced to $72,874.13. 2. The proposed cost is $14,692.09, which pays for $6,986.71 in material costs and one day of equipment and labor for installation. 3. The unit price per restrained joint is $2,551.66 and the credit per thrust block is ($1,720.30), resulting in a total of $4,214.38 to add the three restrained joints and deduct the two thrust blocks. Page 1 of 1 Memo To: Steve Brewer Public Works Department Water Treatment Plant From: Joe West, Chief Water Treatment Plant Operator Date: 10/6/17 Re: Columbia Raw Water Intake COP -02 This change order proposal involves furnishing and installing a piping connection between the existing pump station and the Columbia Water Intake. Isolation valves to alternate between sources of supply are also included. The additional piping and valves will allow for the existing intake to supply the West Pasco WTP during the startup and testing of the new facility. The additional piping connection will also allow the WPWTP to be continuously fed during routine maintenance activities at the new intake station. This includes pump inspections, screen removal, and replacement of wear parts on the submerged mechanical screens. The WPWTP continues to increase its output into the distribution system and shutdown events elevate the risk posed to customers if its supply cannot be maintained. Preserving uninterrupted operations via the valve and piping improvements is highly advantageous. A second item addressed in this change is the addition of a valve within the existing 20" transmission main just to the West of the WPWTP. This valve will provide insurance for a water line failure during the installation of the new utility improvements throughout Court Street. Installation of this valve will keep all customers supplied with water in the event of a failure or shutdown of the 20" transmission main. 0 Page 1
