(CWA), until after completion of the new Pasco Police Community Services Building, which is expected by summer of 2016. This change evolved as the police station contract/construction details were discovered after the 2015 Overlays project was already awarded, with Alternate 4 being the overlay of the City Hall parking lot. As details of police station construction sequence showed approximately a quarter of the entire City Hall parking lot being taken up for temporary fenced police parking, it was determined that it was in the public interest to delay this work. City of Pasco and CWA met to discuss two options: (1) Deleting this portion of the work as per Standard Specification 1-09.5, or (2) Suspending this work as per Standard Specification 1-08.6. CWA chose suspension of the work option with an agreement that all bid item work will be completed per originally agreed upon unit bid prices. CWA were also given the option to include WSDOT Asphalt Cost Price Adjustment and Fuel Cost Adjustment general special provisions to account for fuel and/or asphalt binder price variation, and Contractor chose to omit those specifications. City of Pasco also made it clear to CWA that the original lump sum bid price on mobilization for this work was a fair number and would not be changed and CWA agreed on that as well. Entitlement: This work is included in the original Contract. No additional entitlement is found for the work to be performed after suspension. No entitlement is found for a revision to the number of working days. Suspending this work will not increase the time to complete all critical items of work. In accordance with Section 1-08.8, no revision to the number of working days will be made by this change order. Price: City of Pasco and Central Washington Asphalt, Inc. agreed on suspending this work until 2016 as described, with no additional costs and no equitable adjustments involved. Total bid for this Alternate 4 work was $60,635. 0 Page 1 Guarantee Period: City of Pasco and Central Washington Asphalt, Inc. agreed that the one-year guarantee period start dates for repairing and/or replacing all defects in workmanship and material discovered will be split up between work performed in 2015 and 2016. The one-year guarantee period for Argent Road overlay (Base Bid and Alternate 1) and Softball Fields parking lot overlay (Alternate 5) will start on the day of Substantial Completion for these two parts of the project. The one-year guarantee period for the City Hall parking lot overlay will start on the date of Final Acceptance of the work in 2016. Retainane: Central Washington Asphalt, Inc. understands and agrees that with the option to keep the City Hall parking lot overlay as part of this Contract, they will not be able to get release of retainage until 60 days following the Completion Date as per Standard Specification 1-09.9(1). Adjusted Schedule of Work: After Pasco Police Community Services Building work is completed and City of Pasco determines that no other work effects overlaying the City Hall parking lot, the Engineering Department will immediately contact Central Washington Asphalt, Inc. and provide them adequate notice to schedule work accordingly before lifting the suspension. 0 Page 2
