MEETING MINUTES
Call to Order:
The meeting was called to order at 4:15 p.m.,by PPFD President Morrissette,in Conference Room No.
1 at Pasco City Hall.
Roll Call:
Board Members Present: Caroline Bowdish, Leonard Dietrich and Mark Morrissette
Board Members Absent: Spence Jilek(excused)
Staff Present: Stan Strebel,Deputy City Manager,Lee Kerr, City Attorney
Approval of Minutes:
It was motioned by Mr. Dietrich, seconded by Ms.Bowdish,and carried to approve the minutes of the
February 6,2018 Meeting.
Claims Approval:
Mr.Morrissette presented first quarter Claims History. Following discussion, it was motioned by Ms.
Bowdish, seconded by Mr.Dietrich,and carried to approve payment of first quarter claims in the total
amount of $130,323.30. The payment register breakdown is for legal services, a pass through to
Kennewick PFD,Professional Services,Advertising,Insurance and Administrative Services.
Financial Report:
Mr. Morrissette presented the first quarter Statement of Revenues, Expenditures and Changes in Fund
Balance reflecting YTD Actual Revenues of$132,741.00 and Actual Expenditures of$130,323.00.No
action required on this item,informational only. The March 31,2018 Balance Sheet reported net assets
of $19,696.00. Following that discussion, the remainder of the Financial Report was accepted as
presented.
Reports from Committees:
Mr. Morrissette asked if there were any reports from the most recent Kennewick Convention Center
Advisory Board meeting and there was no report. Both he and Ms.Bowdish would be attending future
meetings.
Mr. Strebel commented on the Regional Public Facilities District Meeting. The last meeting was not
held until early April. There were a number of critics there to comment. The next meeting will be held
on Wednesday, June 13, 2018 at 5:45 p.m. at the City of Pasco Council Chambers. There will be a
discussion about possible projects/plans. Members of this Board may want to attend. Prior to this
meeting,the Pasco City Council will be attending their annual Council Retreat in May and reviewing
and outlining their goals including the Public Facility District.

Mr. Strebel passed out a sheet from a report earlier provided by the City's governmental affairs group,
Gordon Thomas Honeywell,outlining the Public Facility District Legislation that was brought forward
but did not pass through the House due to the short legislative session and differing opinions of the
stakeholders.
Old Business/New Business/Other Business:
Mr. Strebel reviewed the terms for each board member and the term limits contained in the PFD Charter
and asked if any would consider staying on the Board. Mr.Morrissette stated he would like to continue
to serve. Mr.Dietrich said he might be happy to move on. Ms.Bowdish's position is not up for renewal
until 2019. Mr. Strebel mentioned he would contact Mr.Jilek to discuss with him as well. At this time
eight applications for service on the Board have been received for what could be up to three vacancies.
The next PPFD meeting is scheduled for Tuesday,July 17,2018 at 4:00 p.m.
