III. Staff Reports
a. Senior Center Highlights
• Senior Picnic coming up in September. It will be held in Richland.
b. Recreation Highlights
• Adult Flag Football Set to start on Sept 12. There are 29 teams registered
• Tons of Trucks and Fiery Foods Festival set for Saturday, Sept 9
• Drop-in and League Volleyball to start Sept 14 and the following week.
• Tony Johnson is working with the YMCA at the MLK to provide a Halloween
Event
• Parks and Recreation is putting together a Pasco Winterfest Holiday event for
December 9.
• The Baskets at the disc golf course have been installed.
• Pool – Ended the season with average daily attendance up about 30-40 people
over 2016.
• Even with shortened season brought in more revenue than was budgeted.
• The Doggie Paddle went well, will make changes for 2018 such as dropping
the small dog swim time as attendance during that hour was not good.
• Held first Teen Night at Memorial Pool, had 55 teens in attendance.

a. Capital Improvement Plan
i. Dan gave the board an update on the highlights of the CIP as it relates to
Parks, including Chapel Hill area park, purchase of land for a park near Rd
48, and long range goals for trail development, etc.
b. Disc Golf Course Update
i. Tee signs are almost finished
ii. The baskets are in
iii. Are in need of a lot more wood chips for placement around tee pads,
baskets, and marking trails
iv. Looking to organize another work day soon to clear fairways, lay wood
chips, etc.
c. Fiery Foods Festival – Board informed that the Fiery Food Festival and Tons of
Trucks would be taking place Saturday, September 9.
d. Holiday Pasco Winterfest Event – Board informed that Recreation was planning a
new winter time activity, Pasco Winterfest, that would feature holiday and food
vendors, carolers, Santa and the lighting of a new tree that would be planted in
Volunteer Park.
e. Area-wide Park Board Meeting – Board informed that the area-wide park board
meeting would be taking place around the first of October and would be hosted by
West Richland. This event would take the place of the Pasco board’s regularly
scheduled October meeting.
f. Park Board: How to bring value to the Parks and Rec Department and the City
i. Reminded that they are members of the National Recreation and Park
Association (NRPA) through the City’s Premier membership. They can
take advantage of member benefits, such as online networking and idea
sharing.
ii. Board identification suggested, such as name tags and/or polo shirts
iii. Would like to consider putting the Park Board member pictures in the
program guide to help with community recognition.
iv. Suggested that the board make greater effort to attend city and recreation
events and to gather and bring feedback back to the city and board.
v. Suggested that the board members get involved with other stakeholders
within the city in their interest areas, such as Channel Cats, Service
Groups, Pasco Youth Football, etc.
vi. Park board want the Parks and Rec Directors and Managers to engage the
board more in the planning and design process of future capital projects
and community events. *Dan mentioned that there are more projects
coming up in the next year or so and that the plan is to engage the Park
Board in the planning process.
vii. Suggested that the board talk to the organizers of other events they attend
or parks they go to and find out more details to gain and share knowledge
and ideas.
viii. Roberto said he would put together a survey around the things discussed
and send it out to the board.
ix. Recreation said they would send out updates to the board informing them
of upcoming events and programs.
V. Council Member Suggestions & Report
Arthur Job
• Asked how big the proposed soccer complex off of Burns Rd. was going to be.
o Responded that it was a private, not public, endeavor and that there was
the proposed design included 6-8 fields with a couple turf fields.
Nolvia Salinas
• Asked how the remote irrigation control was working
• Suggested that we look at holding an event in the Park during the Teen Night at
Memorial park, such as a movie.
Jason Ruud
• Asked if the City or Department had a dedicated marketing or outreach staff
position
Roberto Garcia
• Asked what the city’s involvement with the Senior Picnic was on the years we do
not host.
o Answer – sell buttons (tickets) through our offices and sometimes assist
with set up.
Saul Martinez
• Asked if could spray for or otherwise clear spiders from dock areas and boat
launches on the Columbia.
