PROFESSIONAL SERVICES AGREEMENT
WHEREAS, the City and RI -12 Engineering, Inc., entered into a Professional Services
Agreement on September 16, 2013 to provide Design Services with respect to the Butterfield
WTP Traveling Screens project.
NOW, THEREFORE, this agreement is amended to allow RI -12 Engineering, Inc., to
provide additional Design Services as described on Exhibit A and Exhibit A-1.
1. Scope of Work:
Design Services with respect to the new Butterfield WTP Barrel Screens and the revised
Scope of Work for Design Services with respect to the incorporation of four replacement
variable frequency drives (VFDs), previously purchased by the City, and SCADA system
modifications to control the new VFDs, for use with the new barrel screen intake
facilities.
2. Fee:
The compensation for the work is based on a Time and Material basis, not to exceed
the amount of $188,927.
3. Time of performance:
The services shall be complete for the project on or before December 31, 2015.

Background
The existing raw water intake for the Butterfield Water Treatment Plant, located on the Columbia River
near the Cable Bridge, has the potential to process up to 30 million gallons per day (MGD) when
operating at full capacity and can be expanded to 35 MGD in the future. The intake building houses one
traveling screen to exclude fish and catch and remove debris before the raw water is piped to the
Butterfield Water Treatment Plant for processing. The existing traveling screen is failing and must be
repaired. In addition, a study by RH2 Engineering, Inc., (RH2) in the summer of 2013 shows that the
screens and bays to accommodate the screens are not large enough to meet the capacity of the plant
under current National Marine Fisheries Service (NMFS) fish screening criteria.
The original contract between the City of Pasco (City) and RH2 for the Butterfield Water Treatment
Plant Intake was to evaluate and design changes to the intake building necessary to remove, refurbish,
and replace the existing traveling screen and to purchase and install a second traveling screen. RE2
performed work under the original scope of work up to the 30 -percent design level, including meetings,
scanning of the building, creation of a 3D model, and other design calculations. The conclusions drawn
at the completion of the 30 -percent design were that regulatory changes now make the continued use of
traveling screens impractical within the existing building footprint.
To update the intake, the City would like to pursue the option of installing barrel screens in the river to
feed the existing intake structure and abandon the existing traveling screen.
This contract amendment changes the direction of the original scope of work to look at designing and
Permitting barrel screens for the intake as an alternative to traveling screens. RH2 has been retained by
the City to initiate and complete efforts related to the retrofit design for the existing intake building that
will allow barrel screens to be installed in the Columbia River. RH2 will also pursue the environmental
permits necessary from local, state, and federal agencies to allow construction in the Columbia River.
The tasks below replace and supplement the previous tasks. Total earnings of $17,401 from the previous
contract of $67,976 are supplemented as follows.

Task 1— Project Meetings
Objective: Coordination and communications with the City on the project goals and objectives,
planning concepts, evaluation process, level of detail, schedules, and deliverables.
Approach:
1.1 Meet with the City to discuss the data collection results, alignment issues associated with the
geometry of the gate openings, Columbia River bathymetry, and possible alternatives for the
location of air burst equipment. Present 30 -percent design alternatives, design criteria, and
recommended alternatives.
1.2 Meet with the City to present analysis and 60 -percent design. Present reconfiguration for existing
equipment/pipe system components required for the retrofit design and the construction
sequence proposed for the project. Identify coordination efforts needed with traveling screen
contract.
1.3 Meet with the City to present 90 -percent design, design details, structural calculations,
construction guidelines, and 90 -percent general and special technical provisions, including
materials and finishes.
Assumptions: The 30 percent design meeting will be held at the City's office. Subsequent meetings will he held at the
RH2 oce in Richland, IYlashington, to accommodate video participation from other design group members when needed.
Provided by City:
• Attendance at up to three (3) meetings. Review comments consistent with agreed upon
schedules.

• Attendance at up to three (3) meetings with meeting agenda consistent with agreed upon
schedules and prepare meeting summaries.

Task 2 — Site Topographic Survey and Bathymetry
Objective: Collect topography of the Butterfield Water Treatment Plant raw water intakes and the
portion of the Columbia River bathymetry near the intake necessary for the barrel screen design.
Approach:
2.1 Using a boat and sounding equipment, conduct a bathymetry survey of the Columbia River near
the raw water intake building, including establishing control and a GPS control grid of the data.
2.2 Prepare a 3D topographic model of the scan data obtained from the bathymetry survey. Add
topography of the bank and berm adjoining the intake and tie the model into the finished floor
elevations, gate openings, and gate operators on the exterior platform. Survey the ordinary high
water line (OHWL) location as delineated in Task 4, if necessary.
2.3 Incorporate site topographic objects in the model representative of the top of bank, valves,
pipes, and conduits that are important relative to the design.
Assumptions:
• Horizontal and vertical datum will be based on the existing structure and finish floor elevations shown on the
plans titled `Raw Water Pump Station Modifications" by James M. Montgomery Consulting Engineers, Inc.,
provided by the City.
• The City will be able to give the surveyor access to gates, gate platform, and intake structure duting the survey of
the facility.
Provided by City:
• Assistance in gaining access to the site during the survey.
RH2 Deliverables:
• 3D AutoCAD® topographic model of the area adjacent to the Butterfield Intake and a
bathymetric representation of the Columbia River bed adjoining the intake structure.
Task 3 — 30 -percent Design Alternatives
Objective: Based on the geometry constraints identified in the data collection phase, prepare no fewer
than two (2) and up to three (3) design alternatives with design criteria and an appurtenance checklist for
the project.
Approach:
3.1 Prepare preliminary plans that identify the basic barrel screen location, layout, and configuration
alternatives. Coordination with barrel screen manufacturer is included in this subtask.
3.2 Prepare preliminary mechanical design alternatives, including piping layouts, minor mechanical
equipment plans, and air burst equipment location alternatives.
3.3 Prepare preliminary electrical one -line diagrams and preliminary power plans identifying
proposed electrical equipment and existing electrical equipment modifications. A site visit will
be included in this subtask to review the existing electrical distribution system and existing
automatic control system.

3.4 Develop design criteria and appurtenance checklists for each design alternative.
3.5 Prepare 30 -percent cost estimate of each design alternative.
3.6 Identify preferred alternative to take to the 60 -percent design level.
Provided by City:
• Attendance at 30 -percent design meeting and selection of preferred alternative.
• Review comments within four (4) business days of receiving design alternatives (at 30 -percent
design review meeting in Subtask 1.1).
RH2 Deliverables:
Up to three (3) 30 -percent design alternatives in PDF format four (4) business days before
design review meeting.
• One (1) PDF copy of design criteria and appurtenance checklist.
• One (1) PDF copy of recommended alternative and cost estimate.
Task 4 — Permitting
Objective: Coordinate with the applicable regulatory agencies (e.g., City of Pasco, Franklin County,
Washington Department of Fish and Wildlife, Washington State Department of Natural Resources,
Washington State Department of Ecology (Ecology), U.S. Army Corps of Engineers, etc.) about the
project and required permits. Perform environmental site investigations to characterize environmental
conditions at the project site. Prepare permit applications and supporting documentation. Assist the City
in submitting permit applications and facilitating permit approvals through the various regulatory
agencies. Remain available to answer questions and provide additional information for agency review, as
needed.
Approach:
4.1 Contact the local, state, and federal regulatory agencies that would have jurisdiction over this
project. Review project components and discuss potential permits and supporting
documentation. Depending on the feedback received from the various agencies, coordinate and
attend a pre -application meeting with agency staff.
4.2 Perform environmental site investigations to characterize environmental conditions in the
project vicinity. RH2 will coordinate with the U.S. Army Corps of Engineers (USACE) regarding
the OHWL prior to the site investigation. If necessary, RH2 will stake and flag the OHWL along
the Columbia River banks in the project vicinity during the site investigations. Site investigations
will also address the data needs and requirements of the City's Critical Areas Ordinance. Based
on a preliminary review, RH2 anticipates that critical areas for this project include the Columbia
River and seismic hazard zone along the shoreline.
4.3 Prepare and submit a SEPA Environmental Checklist to the City's Planning Department. Prior
coordination between the City and Franklin County will be conducted to establish the need for
SEPA and designate the lead agency for determination and publication purposes.
4.4 Prepare Critical Areas Ordinance compliance documentation. Prior coordination with the City
will be conducted on this element to determine the level of study and documentation needed for

the project. Presently, RH2 anticipates that the critical areas documentation for the project will
include memorandum or detailed reports addressing the fish/wildlife habitat and geologic
hazards at the project site.
4.5 Prepare floodplain development permit application, which is anticipated to be part of the Joint
Aquatic Resources Permit Application (DARPA). Because work will not involve a new structure,
hydraulic analysis is not anticipated to be necessary to satisfy the floodplain development permit
requirements.
4.6 Prepare Shoreline Substantial Development Permit application and supporting materials (i.e.,
drawings, plans, report, and JARPA form). Prior coordination between the City and Franklin
County (County) will occur to confirm the required level of permit compliance necessary, as well
as the lead agency for the shoreline permit process. The City and Franklin County are in the
process of updating their Shoreline Master Programs (SMP); therefore, the project currently falls
under the County's existing SMP. The project should qualify as a Domestic Water Intake Plant,
which is permitted outright with a Shoreline Substantial Development Permit (SSDP), and does
not require a Shoreline Conditional Use Permit or Special Permit. RH2 will determine the level
of documentation needed prior to initiating this sub -task.
4.7 Prepare a submittal package to obtain Hydraulic Project Approval (HPA) through the
Washington Department of Fish and Wildlife (WDFW), including a DARPA, project plans, and
supporting documents. Coordinate with the WDFW area habitat biologist prior to and following
permit submittal to address questions and concerns and to facilitate timely permit approvals. The
JARPA will also be used to apply for additional permit submittals.
4.8 Coordinate with the Washington Department of Natural Resources (DNR) to obtain Aquatic
Use Authorization for the intake structure, as needed. In addition to the permit Aquatic Use
Authorization application, this process includes an application fee, and DNR -specific survey and
legal description of the aquatic bedlands proposed for lease. If needed, the survey and legal
description will be prepared by the survey subconsultant as an amendment.
4.9 Prepare application and documentation for a Section 404/10 Permit through the USACE. The
DARPA will be used for this submittal, along with specialized project plans (8.5 -inch by 11 -inch,
black and white). The Section 404 permit is anticipated to be processed by the USACE as a
Nationwide Permit, as opposed to an Individual Permit; however, this deternzination will be
made by the USACE upon permit submittal.
4.10 Prepare a Biological Assessment (BA) to accompany the Section 404/10 permit application
package. The BA will be used by the USACE to facilitate Endangered Species Act (ESA)
consultation with the U.S. Fish and Wildlife Service and NMFS. Following submittal of the BA,
remain available to respond to questions and information requests from the agencies as needed
and to facilitate timely permit approvals.
Assumptions:
• The City will pay all permit application fees, postage, etc.
• The City will be the permit applicant for all permits, with RH2 acting as the GO's authorised agent.
• RH2 will prepare and submit permit applications on behalf of the City.

• The initial pre -application meeting with agency staff will be coordinated to occur either at the project site or at
RH2's Richland Office.
• RHZ understands that the project involves a modification of the existing structure and expansion of capacity;
therefore, we anticipate SEPA and Shoreline Substantial Development Permits will be required. RH2 assumes
that either the Cite or County will act as the lead agency for these elements, including handling determination and
publication. We will work- with these two entities to determine this prior to initiation of SEPA or Shoreline
Permit compliance jor the project.
• Although the project will modi
fi the existing structure, it is assumed that the project will not require a building
permit. RH2 can prepare an amendment to this Scope of Work if a building permit is required for the project.
• Assessment of fisheries habitat and environmental conditions to satisfy the permitting agencies can be completed by
RH2. If additional it formation is required, .such as stream habitat assessments, etc., RH2 will amend this Scope
of Fork and team with a qualified Aquatic Scientist.
• A Construction Stormwater General Permit (CSGP) through Ecology's National Pollutant Discharge
Elimination System (NPDE.S) Program will not be required because the project will not involve soil disturbance
of 1 acre or more.
• Section 401 compliance (administered by Ecology) is achieved jointly through the Section 404110 Nationwide
Permit process; however, if the project is processed as an Individual Permit, Section 401 must be obtained from
Ecology. Individual Section 401 approval is not anticipated to be necessary at this time and has not been included
in this Scope of Work. If this becomes necessary, RH2 will prepare an amendment.
• The floodplain development permit will not require a separate hydraulic analysis. If a hydraulic analysis is
required by the permitting agencies, RH2 will amend this Scope of Fork and team with a qualified Fluvial
Geomorphologist.
• If a site-specific survey is needed by DNR /beyond the survey proposed for the project, RH2 will work with the
survey subconsultant to mod,6 this Scope of Work accordingly.
• A cultural resources survey will not be required by the USACE for the Section 404110 Permit as most of the
work will occur within an existing structure or underwater. If cultural resources compliance becomes necessary,
RH2 will prepare an amendment to this Scope of Work.
Provided by the City:
• Payment of all permit application fees.
• Assistance with completion of permit applications and coordination with agency staff, as needed.
• Review and comment on draft permit applications prior to submittal.
• Determination and publication elements of permit applications.
RH2 Deliverables:
• Delineation of the Columbia River OHWM in the vicinity of the Butterfield intake facility. The
OFI\X,'M will be staked, surveyed, and included on project plans.
• Records of agency correspondence records (electronic copies).

infrastructure to be removed from the existing intake structure, and identify revisions needed to existing
pump/pipe system configurations.
Approach:
5.1 Prepare demolition plan for removing equipment, conduit, and building appurtenances in
conflict with the preferred alternative.
5.2 Prepare 60 -percent mechanical design plans, including barrel screen design and anchoring,
pump/piping design, and mechanical equipment design.
5.3 Prepare 60 -percent electrical design plans, including one -line diagram, power distribution and
signal plan, electrical schedules, electrical details, and automatic control and telemetry plans.
5.4 Identify the construction sequence and how the demolition and reconstruction plans will work
together. Identify periods when barrel screen installation can occur, when the intake structure
would need to be shut down, and how other construction can occur while maintaining an
operational system.
5.5 Prepare 60 -percent cost estivnate.
Provided by City:
• Attendance at 60 -percent design meeting.

Task 6 — 90 -percent Design
Objective: Develop final agency draft suitable for review of final design and details necessary to submit
for a building permit.
Approach;
6.1 Prepare 90 -percent mechanical and electrical design plans.
6.2 Prepare 90 -percent general and technical specifications, including materials and finishes in
Washington State Department of Transportation (WSDOT) Standard Specifications format.
6.3 Prepare 90 -percent cost estimate.
6.4 Prepare a draft City standard drawing checklist for City use in compiling applicable City standard
drawings in 100 -percent plans.
6,5 Prepare plan set cover sheet with vicinity map.
6.6 Perform internal quality assurance/ quality control (QA/QC) review of the plans and
specifications.
Provided by City:
• Attendance at 90 -percent review meeting.

7.2 Prepare bid -ready specifications with revisions to the general special provisions and technical
provisions as needed for a completed project.

Task 8 — Services During Bidding (Limited)
Objective: Provide engineering services during the bidding phase of the project.

8.1 Assist the City for a maximum of eight (8) hours for contractor questions and addenda.
Assumptions: It is assumed that the City will provide most services during bidding. If the City determines it needs services
from RH2, a maximum of eight (8) hours to respond to contractor questions or to assist with addenda will be provided in this
contract. Any hours needed in excess of eight (8) hours for these services are outside of this Scope of Work and will be
negotiated as part of an amended scope of work.
Task 9 — Services During Construction (Limited)
Objective: Provide services during project construction to support the City. As the engineer of record,
RH2 will provide at least one (1) inspection of the construction. While not on site, RH2 will work with the
City and its designated utility and special inspector to respond to technical questions and issues. It is
anticipated the City will take the lead in inspection and construction administration and will handle day-to-
day responsibilities.
Approach:
9.1 Assist the City for a maximum of eight (8) hours of performing on-site inspection and
responding to contractor's requests for inforniation or change orders.
Assumptions: It is assumed that the City will provide most services during construction. If the City determines it needs
serpices from RI42, a maximum of eight (8) hours to respond to contractor questions or to assist with special inspections or
change orders will be provided in Chir contract. Any hours needed in excess o f eight (8) hours for these services are outside of this
Scope of Work and will be negotiated as part of an amended scope of work.

Project Schedule

RH2 will commence with design work within two (2) weeks after Notice to Proceed and signed
contract. Assumption is that the City will provide a signed contract and Notice to Proceed no later than Murch 1, 2014.
The federal environmental permit process (USACE and ESA compliance) is the longest lead time
permit process and is anticipated to require up to six (6) months for approval, thus RH2 will plan to
submit for these permit applications no later than May 2014.
Bidding will occur in December 2014, and construction will commence in March 2015. Construction is
anticipated to be completed by June 2015.

Motor Control Equipment Replacement
February 2014
Background
The City of Pasco (City) has purchased replacement variable frequency drives (VFDs) for four of its
existing pumps at the Butterfield Water Treatment Plant. The existing pumps are rated at 480 VAC,
three-phase, and include two 150 horsepower (HP) pumps and two 100 HP pumps. One of the 150 HP
pumps and one of the 100 HP pumps are currently operated with outdated Robicon VFDs. The other
two pumps are operated with across -the -line type starters. The VFDs purchased by the City are Danfoss
Aquadrives. The supervisory control and data acquisition (SCADA) system is maintained by the City's
control system integrator, S&B, Inc. SCADA system modifications will be required to add control of the
new VFDs.
RH2 Engineering, Inc., (RH2) has been retained by the City to prepare a design for the installation of the
replacement VFDs and removal of the existing motor control equipment.
Task 10 — Meeting Attendance
Objective: Coordination and communications with the City on the project goals and objectives, planning
concepts, evaluation process, level of detail, schedules, and deliverables.
Approach:
10.1 Attend an initial kickoff meeting at the City's office. The kickoff meeting will include a site visit
to the water treatment plant to review the existing electrical equipment installation and the
proposed improvements.
10.2 Meet with the City to present 60 -percent design.
10.3 Meet with the City to present 90 -percent design, design details, construction guidelines, and

Butterfield WTP — Motor Control Equipment Replacement Exhibit A-1: Scope of Work
Task 11— 60 -percent Design
Objective: Develop 60 -percent electrical plans for the motor control equipment replacement.
Approach:
11.1 Prepare 60 -percent electrical design plans, including ane -line diagram, electrical demolition plan,
power distribution and signal plan, motor control equipment details, electrical schedules, electrical
details, and automatic control and telemetry plans. RH2 will coordinate with S&B, Inc. for the
automatic control and telemetry integration of the VFDs.
11.2 Prepare 60 -percent construction cost estimate.
Provided by City:
• Electrical as -built drawings for the facility and existing motor control equipment.
• Manufacturer literature and information for the VFDs purchased by the City.
RH2 Deliverables:
60 -percent design drawings in PDF format.
60 -percent construction cost estimate in PDF format.
Task 12 — 90 -percent Design
Objective: Develop 90 -percent electrical plans for the motor control equipment replacement.
Approach:
12.1 Prepare 90 -percent electrical design plans.
12.2 Prepare 90 -percent general and technical specifications, including materials and finishes in
Washington State Department of Transportation (\X7SD0T) Standard Specifications format.
12.3 Prepare 90 -percent construction cost estimate.
12.4 Perform internal quality assurance/quality control (QA/QC) review of the plans and
specifications.
RH2 Deliverables:
• 90 -percent design drawings in PDF format.
• PDF copy of general special provisions and special technical provisions using WSDOT Standard
Specifications format.
• 90 -percent construction cost estimate in PDF format.
Task 13 — Final Design
Objective: Prepare bid -ready plans, technical specifications, and cost estimate for a public works contract.
Approach:
13.1 Prepare bid -ready plans incorporating final City conditions.
13.2 Prepare bid -ready specifications with revisions to the general special provisions and technical
provisions as needed for a completed project.

Task 14 — Services During Bidding (Limited)
Objective: Provide engineering services during the bidding phase of the project.

14.1 Assist the City for a maximum of eight (8) hours on contractor questions and addenda.
Assumptions: It is assumed that the City will provide most services during bidding. If the City determines it needs services
from RH2, a maximum of eight (8) hours to respond to contractor questions or to assist with addenda will be provided in this
contract. Any hours needed in excess of eight (8) hours for these services are outside of this Scope of Work and will be negotiated
as part of an amended scope of work.
Task 15 - Services During Construction (Limited)
Objective: Provide services during project construction to support the City. As the engineer of record,
RH2 will provide at least one (1) inspection of the construction. While not on site, RH2 will work with
the City and its designated utility and special inspector to respond to technical questions and issues. It is
anticipated the City will take the lead in inspection and construction administration and will handle day-
to-day responsibilities.
Approach:
15.1 Assist the City fora maximum of eight (8) hours of performing on-site inspection and responding
to contractor's requests for information or change orders.
Assumptions: It is assumed that the City will provide most services during construction. If the City determines it needs services
from RH2, a maximum of eight (8) hours to respond to contractor questions or to assist with special inspections or change orders
