RE: Columbia Meter Reading (CMR) Contract Increase
Peter Lemieux, Vice President of CMR, has submitted a written request to amend his contract with a 2%
increase for current services (see attached letter). This request is based on an increase in meters and a
growing service region which has had a significant impact on CMR's expenses.
The City has contracted with CMR for meter reading services for the past 17 years. Currently there are
approximately 19,785 meter reads per month. Peter has demonstrated a history of high performance
and assistance by notifying staff when he or his staff notice illegal water connections and meters that
need repair or maintenance. He and his staff do an excellent job reading meters. Over the past year
CMR's reading accuracy rate has been 99.989%.
FISCAL IMPACT:
Based on the cost of services for 2016 ($387,706), a 2% increase amounts to approximately $7,600 on an
annual basis. The attached Exhibit A illustrates the increase by service provided.
RECOMMENDATION:
Based on the significant growth in the City and expanded service area, in addition to the level of service
that CMR is providing, I would recommend approval of the request for a 2% increase in compensation to
Columbia Meter Reading, Inc. effective as of the next billing statement.

The most recent contract renewal for Meter Reading Services was made effective on April 1,
2015. Since that date, city water service was extended to new sub -divisions outside the city
limits of Pasco. In the last year and a half there have been 140 new water meters added to this
area with the potential for over 300 more. Due to the unforeseelt extencinn in cenrirrc the
growing service region, and additional meters within such maps supplied by the City, we are
asking for a 2% increase of our current compensation.
The reasons for a specific 2% increase request are twofold: to offset the undertaking of servicing
the new area and to compensate for the additional expenses incurred by the expansion. Firstiv,
regarding the new undertaking, the distance to the average meter location from the Pasco City
Hall to the expanded area is approximately 10 miles. Two of those 10 miles contain no other
water meters, making this sub -division remote in comparison to the majority of our work. For
reference, the average individual work order in this new area takes 35-40 minutes to complete
which is two to three times the average length oftime a work order in the regular parameter
takes to complete. Secondly, the increase is requested in order to recompense for the additional
expenses incurred by the expansion, including: extra automotive maintenance, fuel costs, and
overall employee time.

COMPENSATION:
The City agrees to pay the contractor at the following rates:

"After hours" means a tum -on or turn-off assigned to/or
received by the contractor after 5:00 p.m. and before 8:00 a.m.
the following day.

Penalties:
7. There shall be a $100.00/day penalty for not having meter reading completed as scheduled.
8. There shall be a $100 penalty per every 1% when the percentage of unread meters exceeds
3% per book.
9. There shall be a $150.00 penalty when the City sends a public works employee to respond to
a location when the Contractor cannot be reached.
