Page 2 of 5 AGENDA REPORT FOR: City Council February 22, 2018 TO: Dave Zabell, City Manager Workshop Meeting: 2/26/18 FROM: Rick White, Director Community & Economic Development SUBJECT: Community Housing Resources I. REFERENCE(S): II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: Discussion III. FISCAL IMPACT: IV. HISTORY AND FACTS BRIEF: At the Council Workshop meeting of February 12th, staff presented City Council with a discussion on the possibility of enacting regulations relating to homeless shelters or encampments in terms of land use permitting. While the discussion on the need for establishing such standards was straightforward and will involve a development of those standards, the topic generated further discussion on number of related issues pertaining to the provision of housing services for community members in need. The issues surrounding homelessness and the need for sheltering, temporary and permanent housing for those in various stages of need are complex and involve many public, non-profit and private agencies and efforts. The need for such services is evidenced in rural and urban environments across the nation. Within the Tri-Cities there are numerous entities working together to assist community members in need. To help inform Council of some of the major efforts in play in the Tri -Cities and in Pasco, staff has invited representatives from the Franklin County/City of Pasco Housing Authority (provider of affordable housing services); the Continuum of Care (CAC - provider of a wide variety of services), Habitat for Humanities (facilitator of permanent owner-occupied housing) and the Union Gospel Mission (UGM - provider of homeless sheltering, training and other services) to address City Council with a presentation on their respective core missions, the focus of their respective efforts and how each plays a role in addressing these issues. As part of his presentation Mr. Porter of the UGM will also brief Council on the status of their new facility construction Page 3 of 5 south of Columbia and east of 4th Avenue and how it will enhance their capabilities. Each of these agencies has a significant role in assisting the community with services that touch upon the complex issues of housing and homelessness. And rise in homelessness itself, part mart of a much larger array of interrelated social issues at the local, state and national level. V. DISCUSSION: Page 4 of 5 AGENDA REPORT FOR: City Council February 23, 2018 TO: Dave Zabell, City Manager Workshop Meeting: 2/26/18 FROM: Dave Zabell, City Manager Executive SUBJECT: Presentation of MyTri2030 I. REFERENCE(S): II. ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: Discussion III. FISCAL IMPACT: IV. HISTORY AND FACTS BRIEF: MyTri2030 is the name of the Regional Vision Project launching next month in the Tri-Cities. The purpose of the project is to create a shared vision for the region and amplify the collective impact of the Tri-Cities. MyTri2030 will be a long-term and evolving project that celebrates the sum of multiple, distinct and independent parts while leveraging the region as a whole for continued success. MyTri2030 will not require financial participation of the City, however will require staff time and effort. Lori Mattson, President and CEO, Tri-Cities Regional Chamber of Commerce will provide City Council with a more detailed presentation. V. DISCUSSION: Page 5 of 5
