MOTION: I move to approve Resolution No. ________ accepting work performed by
Industrial Constructors, Inc. under contract for the Immediate Needs Construction -
Chemically Enhanced Primary Treatment Containment Pad project.
III. FISCAL IMPACT:
Sewer Utility Fund - $66,897.60
IV. HISTORY AND FACTS BRIEF:
Chemically Enhanced Primary Treatment (CEPT) was identified as one of three
projects whose immediate implementation will bring about significant capacity
increases at the Waste Water Treatment Plant (WWTP).
Original Construction Contract: $66,897.60
Change Orders: None
Final Construction Contract: $66,897.60
This is a formal action required by State law that starts a 45 day waiting period within
which an outside vendor, supplier or laborer would have an opportunity to file a claim
against this project pursuant to RCW 60.28.011 (2). After 45 days the retainage being
held by the City can be released once the City has received the following documents:
• An affidavit of no liens

• A release from the Department of Revenue that all taxes have been paid
• A release from any claims from the Department of Labor and Industries, pursuant to
RCW 60.28.051
V. DISCUSSION:
Staff has reviewed and inspected the final product and found no exemptions or
irregularities and, therefore, recommends acceptance of the project as constructed by
Industrial Constructors, Inc. of Kennewick, Washington.

A RESOLUTION ACCEPTING WORK PERFORMED BY INDUSTRIAL
CONSTRUCTORS, INC., UNDER CONTRACT FOR THE WWTP IMMEDIATE NEEDS
CONSTRUCTION - CHEMICALLY ENHANCED PRIMARY TREATMENT
CONTAINMENT PAD PROJECT.
WHEREAS, the work performed by Holt Services, Inc., under contract for the WWTP
Immediate Needs Construction - Chemically Enhanced Primary Treatment Containment Pad
project has been examined by Engineering and has been found to be in apparent compliance with
the applicable project specifications and drawings, and
WHEREAS, it is Engineering’s recommendation that the City of Pasco formally accept
the contractor’s work and the project as complete; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO, that the
City Council concurs with Engineering’s recommendation and thereby accepts the work
performed by Industrial Constructors, Inc., under contract for the WWTP Immediate Needs
Construction - Chemically Enhanced Primary Treatment Containment Pad Project, as being
completed in apparent conformance with the project specifications and drawings, and
Be It Further Resolved, that the City Clerk is hereby directed to notify the Washington
State Department of Revenue of this acceptance, and
Be It Further Resolved, that the final payment of retainage being withheld pursuant to
applicable laws, regulations and administrative determination shall be released upon satisfaction
of same and verification thereof by the Public Works Director and Finance Director.

III. FISCAL IMPACT:
Irrigation Utility Fund - $315,132.22
IV. HISTORY AND FACTS BRIEF:
The Village at Pasco Heights well is a critical component of the Irrigation Utility,
without which the City's ability to irrigation water to residents would be seriously
hampered. The need for its replacement due to its deteriorated condition was identified
and Council awarded the project to Holt Services, Inc. of Edgewood, Washington.
Original Construction Contract: $297,037.29
Change Orders: $18,094.93
Final Construction Contract: $315,132.22
The project is completed and was constructed to standards.

Final Construction Contract: $225,612.68
The Waste Water Treatment Plant (WWTP) Immediate Needs Mechanical Package
met the need for high impact/low cost operational enhancements at the WWTP whose
implementation would significantly increase treatment capacity. Those three
enhancements were: Chemically Enhanced Primary Treatment, Intermediate Clarifier
Modifications, and Trickling Filter Modifications.
The project is now complete and meets specifications.
