HomeMy WebLinkAbout1997.05.19 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MAY 19, 1997 CALL TO ORDER The meeting was called to order at 7 30 P M by Charles D Kilbury, Mayor ROLL CALL By Deputy City Clerk Councilmembers present Michael Garrison, Joe Jackson, Chris Jensen, Charles Kilbury, Dan Lathim, Rebecca Francik, and Carl Strode Also present Gary Crutchfield, City Manager, Leland B Kerr, City Attorney, Dan Underwood, Finance Director, Bob Alberts, Public Works Director, Greg Garcia, Fire Chief, Dick Erickson, Parks and Recreation Director, Kurt Luhrs, Personnel/Risk Manager, and Tim Arntzen, Management Assistant PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance Mayor Kilbury recessed to an executive session at 7 33 p m to discuss property acquisition and reconvened the regular meeting at 7 44 p m CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lathim Motion carried unanimously Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held May 5, 1997 To approve minutes of Special Meeting held May 12, 1997 B) Bills and Communications To approve General Claims in the amount of $1,151,580 12 ($20,237 21 being in the form of Wire Transfer Nos 3060 and 3061, and $1,131,342 91 consisting of Claim Warrants numbered 102244 through 102448) C) Public Hearing Revision of Park Development Fund Fees (MF #97-46- CA) To et 7 30 p m, Monday, June 2, 1997, as the time and date to hold a public hearing to consider amending the Park Development Fund Fees in PMC Title 21 and 22 PROCLAMATIONS AND ACKNOWLEDGMENTS National Public Works Week Mr Alberts explained that the purpose of National Public Works Week is to give recognition to the people who are seldom seen, but who do such an important job for their community Mayor Kilbury declared May 18-May 24, 1997, as "National Public Works Week" and called upon all citizens and civic organizations to acquaint themselves with the issues involved in providing our public works and to recognize the contributions which public works officials make every day to our health, safety, comfort, and quality of life Mr Crutchfield pointed out that the Public Works Department, particularly the field crews and the plant operators, perform a job that doesn't get much notice and is often taken for granted Emergency Medical Services Week Mayor Kilbury declared May 18-May 24, 1997 as "Emergency Medical Services Week" in recognition and appreciation of the value and accomplishments of emergency medical service providers MINUTES REGULAR MEETING PASCO CITY COUNCIL MAY 19, 1997 Mr Crutchfield wanted to point out the commitment of the Fire Department to emergency medical services He felt the certificate presented gave a very good summary of the commitment made to emergency medical services in addition to fire suppression activities Mr Crutchfield explained that the Fire Department's commitment is not only to the citizens of Pasco, but is also extended to the south half of the county VISITORS None REPORTS FROM COMMITTEES AND/OR OFFICERS B F Transit Board Meeting - May 8, 1997 Mr Garrison reported that a public hearing was held to consider the purchase of three (3) forty foot lift- equipped buses to be partially funded by the Federal Transit Administration on Section 5307 funds PUBLIC HEARINGS None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS ORDINANCE NO. 3233 AN ORDINANCE OF THE CITY OF PASCO ENACTING A NEW CHAPTER 9 77 "DRUG FREE ZONE" FORMALLY ESTABLISHING DRUG-FREE ZONES WITHIN THE CITY, AND PROVIDING FOR ENHANCED PENALTIES FOR DRUG- RELATED ACTIVITY THEREIN MOTION Ordinance No 3233, was read by title only Mr Garrison moved to adopt Ordinance No 3233, expanding drug-free zones within the City Mr Lathim seconded the motion Motion carried unanimously ORDINANCE NO. 3234 AN ORDINANCE RELATING TO PARKS AND RECREATION AND SETTING NEW RATES FOR CITY SWIMMING POOLS MOTION Mr Garrison moved to adopt Ordinance No 3234, setting fees for municipal swimming pools Mr Jensen seconded the motion Mr Jensen objected to the doubling of swimming pool fees and felt staff should have gradually increased the pool fees, over time, rather than a large increase all at once Motion carried (No - Jensen, Lathim) UNFINISHED BUSINESS Desert Oasis Well Purchase MOTION Mr Garrison moved to approve the purchase and sale agreement between the City and Irrigation Water Inc purchasing certain real property rights associated with the Desert Oasis well and, further, authorize the Mayor to sign the agreement Mr Lathim seconded the motion Mr Crutchfield advised Council that it appears Mr Kidwell will fulfill the expectations of the March 1997 irrigation water agreement and, therefore, staff recommends this agreement be rejected Motion failed unanimously -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL MAY 19, 1997 Drilling of Well - Baseball/Soccer Fields MOTION Mr Garrison moved to award the bid for drilling of a well by the baseball stadium and soccer fields to Nelson Well Drilling, Inc in the total amount, including sales tax, of $34,328 42 Mr Jackson seconded the motion Mr Crutchfield reiterated that it appears Mr Kidwell will be able to provide water under the March 1997 agreement and, therefore, staff recommends the bids be rejected Motion failed unanimously NEW BUSINESS Award of contract for the construction of the Broadmoor Boulevard Reservoir MOTION Mr Garrison moved to award the contract for the construction of the 1 0 M G Concrete Broadmoor Boulevard Reservoir, Schedule A, to the low bidder, Ray Poland and Sons, in the amount of $1,028,330, including sales tax and, further, to authonze the Mayor to sign the contract documents Mr Lath= seconded the motion Motion carried by unanimous roll call vote Abandoned Northwest Pipeline Steel Pipe MOTION Mr Garrison moved to authorize the Mayor to sign an agreement with Northwest Pipeline Corporation relinquishing their interest in a twenty-inch (20") steel pipeline under 1-182 to the City of Pasco Mr Lathim seconded the motion Motion carried unanimously Police Mini Station at Kurtzman Park MOTION Mr Garrison moved to approve the remodel of Kurtzman Park building to improve the kitchen area and house a police mini-station and, further, include the additional expense, not to exceed $20,000, in the 1997 General Fund Supplemental Budget Mr Lathim seconded the motion Motion carried by unanimous roll call vote Wastewater Plant Operator Position MOTION Mr Garrison moved to approve the upgrade of a Wastewater Utility Worker position to Wastewater Plant Operator position with the Water/Sewer Fund and, further, include the additional expense within the 1997 Water/Sewer Fund Supplemental Budget Mr Lathim seconded the motion Motion carried by unanimous roll call vote MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Mr Crutchfield reminded Council that the next workshop meeting will be held on May 27th due to Monday being a holiday Mr Crutchfield explained that he had, with Mr Lathim, participated in an interview team for the hiring of a new TRAC manager, everyone involved was pleased with the quality of the applicants Mr Crutchfield requested direction from Council regarding fee increases Staff has been working with the understanding that Council wanted staff to restrain tax increases unless needed for expenditure growth, if the preferred philosophy is to gradually increase fees and taxes, then property taxes should not be held steady as they have for the past four years Mr Jensen stated that he recognizes there will be situations where it's decided to hold off on implementing a 2% or 3% increase He explained -3- MINUTES REGULAR MEETING PASCO CITY COUNCIL MAY 19, 1997 that if there is a planned capital project, staff should request gradual increases in the rates that fund the project in preparation for the added expenditure He felt it was wrong to wait and then double the rates Mr Strode supported Mr Jensen's recommendation that staff try to mitigate the effects of sudden increases when future needs for capital expenditures have been clearly identified ADJOURNMENT • further business, t meeting was adjourned at 8 25 P M i,L.A..4*40 Charles D Kilbury, ayor ATTEST Catherine D Seaman Deputy City Clerk PASSED and APPROVED this 2 day of June , 1997 -4-
