HomeMy WebLinkAbout1997.07.21 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING JULY 21, 1997 CALL TO ORDER The meeting was called to order at 7 30 P M by Charles D Kilbury, Mayor ROLL CALL By Deputy City Clerk Councilmembers present Michael Garrison, Joe Jackson, Chris Jensen, Charles Kilbury, Dan Lathim, Rebecca Francik, and Carl Strode Also present Gary Crutchfield, City Manager, Leland B Kerr, City Attorney, Dan Underwood, Finance Director, Bob Alberts, Public Works Director, Denis Austin, Police Chief, Dave McDonald, City Planner, and Richard Smith, Community & Economic Dev Director PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lath= Motion carried unanimously Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held July 7, 1997 B) Bills and Communications To approve General Claims in the amount of $1,412,035 22 ($102,709 70 being in the form of Wire Transfer Nos 3077, 3079 and 3080, and $1,309,325 52 consisting of Claim Warrants numbered 103178 through 103416) C) Water Follies Agreement To approve the agreement with the Water Follies Association and Franklin County for the 1997 Columbia Cup and, further, authorize the Mayor to sign the agreement D) TRIDEC Agreement To approve the Industrial Recruitment Partnership Agreement with TRIDEC and, further, authorize the Mayor to sign the agreement PROCLAMATIONS AND ACKNOWLEDGMENTS None VISITORS None REPORTS FROM COMMITTEES AND/OR OFFICERS None PUBLIC HEARINGS None 1 MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 21, 1997 ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS RESOLUTION A RESOLUTION SUPPORTING A 51 UNIT TAX CREDIT FINANCED APARTMENT COMPLEX LOCATED WITHIN AN AREA BOUNDED BY WEST LEWIS STREET, 20TH AVENUE, WEST COURT STREET AND 1-182 MOTION Mr Jensen moved to table the proposed resolution until a public hearing can be held on August 4, 1997 Mr Garrison seconded the motion Motion carried (No - Jackson, Francik) RESOLUTION NO. 2322 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, RELATING TO THE WATERWORKS UTILITY OF THE CITY, INCLUDING THE SANITARY SEWERAGE SYSTEM AND THE SYSTEM OF STORM OR SURFACE WATER SEWERS AS A PART THEREOF, DECLARING ITS INTENTION TO INITIATE THE FORMATION OF UTILITY LOCAL IMPROVEMENT DISTRICT NO 133 TO CARRY OUT A PORTION OF THE SYSTEM OR PLAN OF ADDITIONS TO AND BETTERMENTS AND EXTENSIONS OF THE WATERWORKS UTILITY SPECIFIED AND ADOPTED BY ORDINANCE 3239 TO PROVIDE FOR THE EXPANSION AND EXTENSION OF SEWER SERVICE TO AN AREA OF THE CITY BETWEEN COURT STREET AND PEARL STREET FROM ROAD 36 TO ROAD 44, ALL AS APPLICABLE TO SUCH UTILITY LOCAL IMPROVEMENT DISTRICT, AND FIXING THE DATE, TIME AND PLACE FOR A PUBLIC HEARING ON THE FORMATION OF THE PROPOSED UTILITY LOCAL IMPROVEMENT MOTION Resolution No 2322, was read by title only Mr Garrison moved to approve Resolution No 2322, fixing a date and time for a public hearing to consider creating a sanitary sewer ULID generally east of Road 34 and north of Court Street Mr Lathim seconded the motion Motion carried unanimously RESOLUTION NO. 2323 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, RELATING TO THE WATERWORKS UTILITY OF THE CITY, INCLUDING THE SANITARY SEWERAGE SYSTEM AND THE SYSTEM OF STORM OR SURFACE WATER SEWER AS A PART THEREOF, DECLARING ITS INTENTION TO INITIATE THE FORMATION OF UTILITY LOCAL IMPROVEMENT DISTRICT NO 134 TO CARRY OUT A PORTION OF THE SYSTEM OR PLAN OF ADDITIONS TO AND BETTERMENTS AND EXTENSIONS OF THE WATERWORKS UTILITY SPECIFIED AND ADOPTED BY ORDINANCE NO 3239 TO PROVIDE FOR THE EXPANSION AND EXTENSION OF SEWER SERVICE TO AN AREA OF THE CITY BETWEEN COURT STREET AND WERNET'r ROAD FROM ROAD 28 TO ROAD 33, ALL AS APPLICABLE TO SUCH UTILITY LOCAL IMPROVEMENT DISTRICT, AND FIXING THE DATE, TIME AND PLACE FOR A PUBLIC HEARING ON THE FORMATION OF THE PROPOSED UTILITY LOCAL IMPROVEMENT DISTRICT -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 21, 1997 MOTION Resolution No 2324, was read by title only Mr Garrison moved to approve Resolution No 2324, fixing a date and time for a public hearing to consider creating a sanitary sewer ULID generally east of Road 34 and north of Court Street Mr Lathim seconded the motion Motion carried (Abstain - Francik) ORDINANCE NO. 3242 AN ORDINANCE RELATING TO LAND USE AND ZONING AMENDING TITLES 17 AND 22 DEALING WITH PLACEMENT OF OFF-PREMISE SIGNS ON PUBLIC PROPERTY MOTION Ordinance No 3242, was read by title only Mr Garrison moved to adopt Ordinance No 3242, amending titles 17 and 22 dealing with off- premise signs Mr Lathim seconded the motion Motion carried unanimously ORDINANCE NO. 3243 AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, LEVYING A SPECIAL EXCISE TAX ON THE SALE OR CHARGE FOR FURNISHING LODGING, REPEALING PMC CHAPTER 3 94 ENTITLED "LODGING TAX" AND CHAPTER 3 95 ENTITLED "SPECIAL EXCISE TAX ON LODGING FOR TRAC AND CREATING A NEW CHAPTER 3 93 ENTITLED "LODGING EXCISE TAX" AND ENACTING NEW CHAPTER 3 127 ENTITLED "STADIUM-CONVENTION CENTER FUND" MOTION Ordinance No 3243, was read by title only Mr Garrison moved to adopt Ordinance No 3243, authorizing the continued imposition of the lodging tax within the City of Pasco, as recommended by the Lodging Tax Advisory Committee Mr Lathim seconded the motion Motion carried unanimously RESOLUTION NO. 2324 A RESOLUTION URGING FRANKLIN COUNTY'S DESIGNATION OF TRIDEC AS ITS ASSOCIATE DEVELOPMENT ORGANIZATION MOTION Resolution No 2324, was read by title only Mr Garrison moved to approve Resolution No 2324, urging the Franklin County Board of Commissioners to designate TRIDEC as the Associate Development Organization for Franklin County Mr Lathim seconded the motion Motion carried unanimously UNFINISHED BUSINESS None NEW BUSINESS Final Plat Desert Oasis, Phase 3 (MF #97-64-FP) MOTION Mr Garrison moved to approve the final plat for Desert Oasis, Phase 3 Mr Lathim seconded the motion Motion carried unanimously Final Plat D & V Village (MF #97-74-FP) MOTION Mr Garrison moved to approve the final plat for D & V Village Mr Lathim seconded the motion Motion carried unanimously -3- yor I i MINUTES REGULAR MEETING PASCO CITY COUNCIL JULY 21, 1997 MISCELLANEOUS -
