HomeMy WebLinkAbout1996.03.18 Council MinutesMINUTES PASCO CITY COUNCIL REGULAR MEETING MARCH 18, 1996 CALL TO ORDER The meeting was called to order at 7 30 P M by Charles D Kilbury, Mayor ROLL CALL By Deputy City Clerk Councilmembers present Michael Gamson, Joe Jackson, Chns Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Also present Gary Crutchfield, City Manager, Leland B Kerr, City Attorney, Dan Underwood, Finance Director, Bob Alberts, Public Works Director, Richard Smith, Community & Economic Dev Director, and Kurt Luhrs, Personnel & Risk Manager PLEDGE OF ALLEGIANCE The meeting was opened with the Pledge of Allegiance CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Lathim Motion earned unanimously Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held March 4, 1996 B) Bills and Communications To approve General Claims m the amount of $1,038,905 10 ($31,391 52 being in the form of Wire Transfer Nos 3059 and 3060, and $1,007,513 58 consisting of Claim Warrants numbered 95804 through 96030) C) Authonzation to Approve Meter Readmg Contract To approve the proposed contract for meter reading services with Ace Sales and Services Incorporated and authonze the Mayor to sign the contract D) Resolution No 2242 To approve Resolution No 2242, fixing 730 p m, Apnl 15, 1996, as the time and date for a public hearing to consider vacation of an east/west alley east of 6th Avenue and north of "A" Street PROCLAMATION AND ACKNOWLEDGMENTS None VISITORS None REPORTS FROM COMMITTEES AND/OR OFFICERS BFRC Tn-MATS RTPO Policy Advisory Committee Meeting, March 7, 1996 Mayor Kilbury reported that an amendment to the TIP by the B F Transit and the City of Richland were approved Parks & Recreation Advisory Council Meeting, March 7, 1996 No report given B F Transit Board Meeting, March 7, 1996 Mr Gamson reported that public hearings were authonzed for proposed rate increases There was discussion with the 100 Area employees concerning Van-Pooling Charles D Kilbury, Mayor MINUTES REGULAR MEETING PASCO CITY COUNCIL MARCH 18, 1996 Senior Citizens Advisory Committee Meeting, March 11, 1996 Mayor Kilbury reported that the meetmg was routine PUBLIC HEARINGS None ORDINANCES/RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS None UNFINISHED BUSINESS None NEW BUSINESS Library Design Study MOTION Mr Garrison moved to authorize the City Manager to enter into an agreement with the Mid-Columbia Library District for the conduct of an appropriate design study for modernization of the Pasco Library, provided the city share of cost for such services not exceed the lower of two options 50 percent of the total cost or $5,000 Mr Strode seconded the motion Motion carried unanimously MISCELLANEOUS - INCLUDING SUGGESTIONS FROM COUNCIL Pasco School District Bond Issue Mr Crutchfield noted that the Pasco School District has had an on-going discussion concernmg a proposed bond issue for the construction, or re-construction, of certain schools in the District Mr Crutchfield recommended that Council consider a resolution expressmg support for the construction of an elementary school in East Pasco It was recommended by the Public Disclosure Commission staff that if Council wished to exercise it's right to pass a resolution supporting a particular issue, that it be done after the public was given the opportunity to comment Staff recommends a special meetmg on March 25, 1996, to consider passmg a resolution of support, after receiving public in-put MOTION Mr Jackson moved to hold a special meeting March 25, 1996, at 7 30 p m to hold a public hearing to receive comment on the proposed Pasco School District Bond Issue Mr Strode seconded the motion Motion earned unanimously Executive Session Mayor Kilbury recessed to an executive session for approximately 30 mmutes for discussion of possible litigation and sale of property ADJOURNMENT No further business, the meeting was adjourned at 7 39 P M -2- MINUTES REGULAR MEETING PASCO CITY COUNCIL MARCH 18, 1996 AI 1EST Cdiel,,,_,2 tsilAvla Cathenne D Seaman ., Deputy City Clerk PASSED and APPROVED this 1 day of April , 1996 -3-
