HomeMy WebLinkAbout1996.01.08 Council MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING JANUARY 8, 1996 CALL TO ORDER The meetmg was called to order at 7 30 P M by Charles Kilbury, Mayor Pro-tern PLEDGE OF ALLEGIANCE The meetmg was opened with the Pledge of Allegiance ROLL CALL By Deputy City Clerk Councilmembers present Dan Lathim, Mike Garrison, Charles Kilbury, Chris Jensen, and Carl Strode Also present Gary Crutchfield, City Manager, Leland B Kerr, Acting City Attorney, Dan Underwood, Finance Director, Bob Alberts, Public Works Director, Denis Austin, Police Chief, Richard Smith, Community & Economic Dev Director, and Kurt Luhrs, Administrative Assistant ELECTION OF MAYOR AND MAYOR PRO-TEM Mr Kilbury was elected Mayor for the City of Pasco on the third ballot Following three (3) ballot attempts, resulting in a tie between Mr Gamson and Mr Lathim, it was the general consensus of Council to allow a coin toss to decide the position of Mayor Pro-tern Mr Gamson was elected Mayor Pro-tern for the City of Pasco on the coin toss CONSENT AGENDA MOTION Mr Garrison moved to approve the Consent Agenda Seconded by Mr Strode Motion carned unanimously Consent items are as follows A) Approval of Minutes To approve minutes of Regular Meeting held December 18, 1995 B) Bills and Communications To approve General Claims in the amount of $1,138,952 37 ($16,966 02 being in the form of Wire Transfer Nos 3041 and 3042, and $1,121,986 35 consisting of Claim Warrants numbered 94779 through 94922) To approve General Claims in the amount of $25,754 47, consisting of Claim Warrants numbered 94923 through 94941 Payroll Claims To approve Payroll Claims m the amount of $633,091 36, Payroll Voucher Nos 46206 through 46413, and 46453 through 46665 Bad Debt Wnte-offs To approve bad debt wnte-offs for utility billing, ambulance, and cemetery accounts receivable, in the total amount of $7,890 05 and, of that amount, authorize $5,893 28 be turned over for collection C) Public Hearmg for Sidewalk Assessments on Court Street To set Monday, February 5, 1996, at 730 p m, m the City Council Chambers, as the time and place for a public hearing on the Final Assessment Roll for the Installation of Curbs, Gutters and Sidewalks on Court Street, between Road 36 and Road 40 D) Special Permit Expand existing LDS Seminary Program associated with Pasco High School at the present location on West Henry Street (MF #95-73-SP) To approve the special permit for the MINUTES SPECIAL MEETING PASCO CITY COUNCIL JANUARY 8, 1996 expansion of the existing LDS Seminary Program at 1036-1040 West Henry Street, as recommended by the Plannmg Commission PROCLAMATION AND ACKNOWLEDGMENTS None VISITORS None REPORTS FROM COMMITTEES AND/OR OFFICERS None PUBLIC HEARINGS None ORDINANCES AND RESOLUTIONS NOT RELATED TO PUBLIC HEARINGS Non UNFINISHED BUSINESS None NEW BUSINESS Sale of Land in Sun Willows Business Park to LDS Church for Construction of an Educational Institute Building Mr Smith informed Council that the LDS Church wishes to purchase a 1 5 acre site in the Sun Willows Business Park for the construction of an educational institute for pnmary use by students attending Columbia Basin College The agreed upon sale pnce is $165,000 or $2 525 per square foot The closing will occur within 60 days of the purchaser's receipt of the preliminary title report, unless the purchaser exercises one of its nghts to cancel the purchase agreement under Article IV, XVIII, and XIX of the agreement All improvements on the property shall be in accordance with the Declaration of protective Covenants and Restnctions for Sun Willows Business Park which were recorded on December 20, 1995 MOTION Mr Jensen moved that the offer from the LDS Church to purchase a 1 5 acre site in the Sun Willows Busmess Park for $165,000 be accepted and that the City Manager be authonzed to execute documents necessary for the transfer of the property Mr Strode seconded the motion Motion earned unanimously Washington State Department of Transportation Right-of-Way Purchase from the City of Pasco (MF #95-79-1) MOTION Mr Jensen moved that the City Council accept the Washington State Department of Transportation Lewis Street/SR-12 nght-of-way purchase offer as presented and authorize the City Manager to execute documents necessary for the transfer of the property Mr Garrison seconded the motion Motion earned unanimously Haul Road Agreement for East Lewis Interchange MOTION Mr Jensen moved to authorize the Mayor to execute the East Lewis Interchange Haul Road Agreement with Washington State -2- Miln 'UTE§'" SPECIAL MEETING PASCO CITY COUNCIL JANUARY 8, 1996 Department of Transportation Mr Garrison seconded the motion Motion carried unanimously MISCELLANEOUS DISCUSSION None ADJOURNMENT 4 o further business, the meeting was adjourned at 7 49 p m Charles Kilbury, ayor AI IEST Catherine D Seaman Deputy City Clerk PASSED and APPROVED this 16 day of 1996
