CALL TO ORDER
The meeting was called to order at 7 30 P M by Joyce DeFelice, Mayor

NEW BUSINESS
Award of a Contract for the Burden Road Street Construction Proiect
On Wednesday, February 8, 1995, Staff opened five bids for the subject
project The low bidder was ACME Matenals & Construction, Inc , m the
amount of 8488,919 32, which was approximately $20,500 below the
Engineer's Estimate, as shown on the attached Bid Summary
As Council will recall, this project started as a joint venture between the
City and the County to construct Burden Road as the main access to the
TRAC Facility Upon receipt of a Federal Grant through a competitive
ISTEA allocation and the receipt of the TIB matching funds from the
State, the City assumed the full responsibility of constructing the
roadway With the advent of the construction of a baseball stadium,
the roadway was extended across the City owned property servmg the
baseball stadium and soccer fields As the project developed, it was
discovered that the relocation of the overhead power-lines would be
considerably more expensive than anticipated and ultimately it was
determmed that the additional expense to relocat and underground the
lines is justified The total project cost, as shown on the attached
exhibit is now estimated to be approximately $558,000 and the existing
capital project budget is 8480,000, leaving a short fall of approximately
$78,000
In the bid proposal, the bid item for street lights on Burden Road is
$73,396 The street lights are eligible as an expenditure from the reserve
fund for street lighting, which has a balance of $200,000 Staff proposes
that the Capital Budget Project be amended in the amount of $78,000
The funds would be transfered from the Street Fund in the amount of
$73,396 from the reserve fund for street lighting The difference between
that amount and the $78,000 will be made up from the exact grant
amounts under the ISTEA and TIB Funding, as those amounts were
slightly higher than the amounts indicated in the budget
Staff has reviewed the bids and believes that bid of the low bidder, ACME
Materials and Construction is responsive and recommends that Council
Award the Contract to the low bidder
Staff notes that the 1994 budget included a reserve of $200,000 for future
street lighting projects No monies were expended from that reserve in
1994 and those dollars were earned forward in the 1995 budget From
the reserve fund, 840,000 have been allocated to the street lighting for
the Court Street Widening, between Road 36 and Road 40 The
expenditure of $73,396 would not detract from any other street lighting
projects
MOTION Mr Garnson moved to award the contract for the
construction of Burden Road, Project No 94-3-07, to the low bidder,
ACME Materials and Construction, Inc, in the amount of S488,919 32
and, further, to authonze the Mayor to sign the contract documents and,
further, to supplement the Capital Project Budget in the amount of
