PASCO CITY COUNCIL
SPECIAL MEETING NOVEMBER 14, 1994
CALL TO ORDER
The meeting was called to order at 7 30 P M by Joyce DeFelice, Mayor
ROLL CALL
By City Manager Councilmembers present Joyce DeFehce, Michael
Gamson, Edgar Hargrow, Chns Jensen, Charles Kilbury, Dan Lathim,
and Carl Strode Also present Gary Crutchfield, City Manager, Greg
Rubstello, City Attorney, and Kurt Luhrs, Administrative Assistant
NEW BUSINESS
Baseball Stadium Lease Agreement Mr Crutchfield reported that in
June or July, 1994, the Council reviewed a tentative lease agreement
outline and the County reviewed an agreement for ground lease It was
Council's decision last month to move the stadium from the TRAC site
to adjacent property, which the City recently acquired
Staff revised the lease agreement to delete references to the County The
formal lease agreement presented to Council reflects the essential
ingredients established in June or July, 1994, with the League Those
ingredients mclude the League providing approximately $200,000 towards
the construction of the stadium, there will be a $50,000 first year lease
payment (followed by payments of $20,000 each year for five years), the
League will provide a $50,000 scoreboard, the League will have exclusive
nght to use the stadium dunng the baseball season, the stadium will
also be available for events the City might want to sponsor, the City will
rough in the plumbmg and fixtures for the concession area, all of the
equipment will be provided by the League and they will have the exclusive
nghts to all revenues generated by the concession stand, the City will be
responsible for the maintenance of the stadium year round, the League
will be responsible for mamtenance of the field durmg games, and the
City will charge for the use of parking facilities
Mr Crutchfield pointed out that on pages 11 and 16 there were sections
that referred to insurance coverage and at Mr Kilbury's suggestion the
Attorney inserted a revision in the language, which combmed the smgle
limit liability coverage to $1,000,000 mstead of $500,000 for bodily injury
and $500,000 for property damage
MOTION Mr Garrison moved to approve the Lease Agreement with the
Western Baseball League and Tra-Cities Baseball, Inc, as amended, for
the use of the professional baseball stadium, to be constructed by the
City for the 1995 baseball season and, further, authonze the Mayor to
sign the agreement Mr Hargrow seconded the motion Motion earned
unanimously

No further business, the meeting was adjourned
