HomeMy WebLinkAbout1994.05.04 Council MinutesMINUTES PASCO CITY COUNCIL SPECIAL MEETING MAY 4, 1994 CALL TO ORDER The meeting was called to order at 7 30 P M by Mike Garrison, Councilmember ROLL CALL By City Manager Councilmembers present Michael Garrison, Edgar Hargrow, Chns Jensen, Charles Kilbury, Dan Lathim, and Carl Strode Councilmembers absent Joyce DeFelice, Charles Kilbury Also present Gary Crutchfield, City Manager, Greg Rubstello, City Attorney, and Kurt Luhrs, Administrative Assistant NEW BUSINESS Highland Park - Sale of Property Mr Luhrs explained that last year the City foreclosed on quite a few properties and have been developing a program for how to handle them Eight proposals have been received, however, only four of them will be looked at for now None of the proposals met the exact requirements of the request for proposals It was necessary to make numerous calls to insure as much detail as possible This means that a lot of the information in the report is hearsay and not in written form Staff recommends that the City have discussions with American Property Development for purchase and sale Mr Kevin McKutchem, of Deharder Investments of Flonda, explained that tax credits are federal money that is being given to developers to take the place of HUD and the problems it left behind for low income housing in America The Deharder philosophy has been, and will continue to be, that they do not believe in warehousing people because they make less money They do not believe in building cracker boxes They believe in building nice quality homes with landscaped yards Mr Strode pointed out that the Deharder proposal had no specific details on the rental rates or how they will be maintained or fixed for the entire 15 years and stated that he felt it was important to have owner occupied dwellings He therefore recommended that no action be taken and to continue as planned and announced that this is an information gathenng effort Ms Fran Thomas explained to Council that Deharder Investment would be hinng local citizens to do the construction on the project Mr Tom Dellinger explained to Council that he was not in favor of the proposal from Deharder Investments because that many rental units in the area would demolish what Council has set out to accomplish in the next few years Mr Ben Shaw stated that he was interested in the commercial area and that zoning in that area was keeping him from developing it the way he wanted Mr Larry Blake, of the Rauscher Corporation, explained that they have sold 12 houses in the last year and have been working hard to accomplish this He felt that allowing a rental program into that area would be insulting to the residents of that area Mr Marvin Nelson, of 636 North Douglas, explained that he was the MINUTES SPECIAL MEETING PASCO CITY COUNCIL MAY 4, 1994 original developer of that area in 1971 He wanted to confirm what Mr Dellinger has said The way to develop that area in a good manner is to do it slowly and in , a,way that will find good people MOTION Mr Jensen moved to reject the Deharder Investment Corp proposal Mr Hargrow seconded the motion Motion carried unanimously , Mr Strode recommended that Council consider clarifying the request for proposals to state that the City does intend to develop these areas with single family owner occupied dwellings ADJOURNMENT No further business, the meeting was adjourned at (unknown) P M Joy‘ Felice, Mayor ATTEST Catherine D Seaman Deputy City Clerk PASSED and APPROVED this )6 day of /91t-fri , 1994 I - 2 _
